About this file

This Sole Source Public Notice is issued by the City (likely Salem, Oregon) for a specialized electrical system repair contract. The document details a procurement for electrical system repairs on a sand filtration unit at Willow Lake, with UMWELTSERVICE from Germany identified as the prospective contractor. The first date of public notice is 4/15/25, with an anticipated award date of 4/22/25, and the total contract amount is $6,960.26. The city intends to purchase these services on a sole source basis, as permitted under their Public Contracting Rules, specifically Section IV on Alternative Source Selection Methods.

The procurement includes a formal protest mechanism for affected parties who may challenge the sole source determination. Any protest must be submitted in writing to the City Manager's office within seven days of the public notice, accompanied by a $500 certified or cashier's check to cover processing costs. The protest must provide a detailed statement of legal and factual grounds, supporting evidence, a description of potential harm, and the specific relief requested. The sole source approach suggests that UMWELTSERVICE may have unique capabilities or be the only qualified vendor for these specific electrical system repairs at the Willow Lake sand filtration unit.
