1) Electrical System Repair (전기공사업)

2) Mechanical System Repair (기계설비공사업)

3) Information Communication (정보통신공사업)

Does the prime contractor pursuing this opportunity require these licenses or is it acceptable if the sub-contractor(s) to the prime have these licenses based on the specific type of work being performed? Alternatively, is it acceptable if a joint venture is formed between a US company and a Korean company with the business licenses?

The prime contractor shall have at least license 2) Mechanical System Repair.

Prime or sub-contractor shall have license 1) Electrical System Repair and 3) Information Communication.

2 The contract type of this bidding is FFP (Firm Fixed Price), but there is difficulty in calculating the cost taking into account the inflation rate. Are there any regulations that consider the inflation rate in the actual calculation of Cost/Price?

The contractor is solely responsible for determining the escalation or impact due to inflation and other economic factors in proposing the FFP. There will be no Economic Price Adjustment terms in the contract.

3 Are there any incentive systems in the federal procurement policy for high performing contractors?

An incentive type contract will not be awarded for this requirement.

4 Is guarantee insurance needed for proceeding with the contract?

No.

5 If any staff position specified in the proposal becomes vacant, is it possible for the deputy to take over the keyperson’s work after getting approval from the Contracting Officer?

Upon notification of a vacancy of Key Personnel, the contractor has up to 15 calendar days to fill the position with an individual that meet or exceeds the requirements for that key position and the qualifications of the person they are replacing. In the interim while a back-fill is being sourced, the deputy may fulfill those roles to ensure contract performance.

The Contractor shall notify KO and COR and obtain the Government concurrence of key position replacement personnel.

6 In the case where the current conditions have changed from the state when the proposal is submitted due to an inevitable situation, is it possible to make changes to the number of the staff members?

The number of Key personnel shall remain the same but non-key personnel are flexible after concurrence with KO and COR.

7 Is the payment schedule decided in advance? In general, how many days after the issue of the tax invoice can it be received?

Yes, the payment schedule is decided in advance. Net 30 is standard payment terms.

Please reference the payment clause.

8 In the case of local projects, the Prime Contractor may not have DUNS number or CAGE Code.

In such a case, we would like to know if it is possible to provide the local Business Certificate number as an alternative source of information for the Prime Contractor’s DUNS number and CAGE Code?

The contractor is required to have a DUNS number and be registered in BETA.SAM in order to be eligible for award.

9 The subject from the subsection (b) to (e) in Factor 5 is the Government. Does this account for both government and private agencies?

Yes it applies to both the Government and Private Agencies.

10 Public Procurement Service (PPS) in Korea does not disclose the contact information of the Contracting Officer, thus, when making contracts through PPS, it is not possible to include the required Contracting Officer’s information.

In this case, we would like to know if the information regarding (b) Government contracting activity, and current address, Procuring Contracting Officer’s name, e-mail address, telephone and fax numbers can be omitted.

If the bidder cannot disclose the information to the U.S. Government, a validation memorandum/letter from the Public Procurement Service (PPS) of Korea is required.

11 With reference to section 2 (b), the contract on this RFP is related to maintenance services, but this subsection seems to be related to manufacturing and delivery.

If there is no past contracts regarding product manufacturing and delivery, does information such as manufacturing warranty returns, total number of warranty returns, number of Could Not Duplicate (CND), number of failures attributable to GFE component failures supposed to be not submitted?

If no manufacturing warranty related service was performed, no submittal is required.

12 With reference to page 48, "prime offeror and each major subcontractor in performance or awarded during the past three years," however on page 55, "offerors shall submit all Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past 7 years, from the issue date of this RFP".

It seems that the number of years for the past performance needs to be clarified whether it is 3 years or 7 years.

This has been corrected in the solicitation amendment.

1. PROPOSAL SUBMISSION REQUIREMENTS

a. Each paragraph should be single spaced, and shall be separated by at least one blank line. A standard, 12-point minimum font size applies. Arial or New Times Roman fonts are required. Tables and illustrations may use a reduced font size no less than 8-point and may be produced in landscape mode.

1.1. Pre-Award Survey: A pre-award survey may be conducted on firms, to include joint venture partners and subcontractors indicating firm commitments to this acquisition that were included with the proposals. The pre-award survey is to determine the prospective contractor’s responsibility IAW FAR 9.104-1. Information may be requested as required by the Contracting Officer and the information shall be submitted within three (3) working days of the request.

No information concerning this solicitation or requests for clarification will be provided in response to Offeror initiated telephone calls. All such requests must be made in writing and submitted to the above email address.

Written inquiries will be answered in writing and provided to all Offerors. The deadline for submission of questions regarding this solicitation is 20 March 2020, 1:00 p.m.

Representations and Certifications: The offeror shall submit completed FAR 52.204-8 Offeror Representations and Certifications, On-Line Representation and Certification (ORCA) and Local Clause 5152.204-4032, Representations and Certifications. The offeror shall indicate specific types and quantities of POL products upon which offeror’s based and for which tax exemption is allowed in the “Representations and Certifications.”

Offerors are cautioned to submit enough information to enable the Source Selection Evaluation Board to fully ascertain each offeror’s capability to perform all of the requirements of this solicitation. Offerors are cautioned to follow the detailed instructions fully and carefully, as the Government reserves the right to make a contract award determination without any discussions with offerors. The Government intends make a final determination as to whether an offer is acceptable or unacceptable solely on the basis of the proposals as submitted, without requesting any further information. Nevertheless, Offerors may, at the discretion of the Government, be asked to provide minor clarifications regarding their proposals. Furthermore, if it is deemed necessary the Government may, at its sole discretion, establish a competitive range in order to conduct discussions in accordance with FAR 15.306(a)(3). In that case, the Government retains the right to limit the competitive range to the “most highly rated proposals” for the purpose of efficiency.

2. PROPOSAL FILES

a. Format. The submission shall be clearly indexed and logically assembled. Each volume shall be clearly identified and shall begin at the top of a page. All pages of each volume shall be appropriately numbered and identified by the complete company name, date and Request for Proposal (RFP) number in the header and/or footer.

A Table of Contents should be created using the Table of Content feature in MS Word. MS Word (doc) files shall use the following page setup parameters:

Margins – Top, Bottom, Left, Right – 1” Gutter – 0” From Edge – Header, Footer 0.5” Page Size, Width – 8.5” Page Size, Height – 11”

The following additional restrictions apply:

b. File Packaging. All of the proposal files shall be in read-only format, using PDF files. All price information (CLIN structure under Section B of the RFP and Submission of Offer Breakdown under Factor 4) to aide in the cost/price evaluation shall be submitted in Microsoft Office Excel Read/Write format and viewable in Microsoft Excel 2007.

c. Content Requirement. All information shall be confined to the appropriate file. The offeror shall confine submissions to essential matters, sufficient to define the proposal in a concise manner, to permit a complete and accurate evaluation of each proposal. Each file of the proposal shall consist of a Table of Contents, Summary Section, and the Narrative discussion. The Summary Section shall contain a brief abstract of the file. Proprietary information shall be clearly marked. The following shall be included in the Narrative discussion:

(i) VOLUME I – Technical. The volume shall be organized into the following sections:

Technical Phase I (Acceptable/Unacceptable)

Factor 1. Prime Contractor’s Business Licenses. The Offeror shall provide information to substantiate that the contractor shall have the following three (3) licenses in mechanical engineering, electrical engineering and information communication. Offeror shall submit all three (3) below identified valid and current Certificate of Business Licenses issued by ROK government. The prime contractor should possess at a minimum Subfactor A.

Mechanical System Repair license (기계설비공사업). Whereas the prime contractor does not have all three (3) subfactor licenses, a subcontractor’s license is allowable for subfactors B and C. In case of subcontractor(s) use, the offeror shall submit copies of the subcontractor’s agreement with official companies who possess the business license. The offeror shall submit copies of the subcontractor’s valid and current license issued by the Republic of Korea (ROK).

Subfactor A. Mechanical System Repair (기계설비공사업)

Subfactor B. Electrical System Repair (전기공사업)

Subfactor C. Information Communication (정보통신공사업)

Technical Phase II (Trade-Off)

FACTOR 1. Prime Contractor’s Prior Experience The offeror shall provide information to substantiate the following: The Offeror is required to comply and accurately display the required corporate experiences as described in PWS paragraph 1.6.10. The offeror shall submit supplemental documents to support corporate experience claims.

Offeror shall provide evidence of Prime Contractor’s Prior Experience in following format:

- Title of contract/project

- Description of work completed

- Length of contract/project (year/month/date – year/month/date)

- Contract amount (value) in KRW

- Client Point of Contract: Organization or Requiring Activity (RA), full name, phone number, and email address.

Note: Offeror shall submit supplemental documents to support prior experience claims.

Subfactor A. 1 UMCS, DDC Experience The prime contractor shall have at least two (2) years of experience within the last twelve (12) years in working with UMCS or DDC including design of HVAC systems.

Subfactor B. Air Balance & Variable Air Volume Experience The contractor shall have experience in working HVAC TAB (Test of Air Balance) contract activity. The contractor shall have minimum of two (2) years in last twelve (12) years of experience in VAV (Variable Air Volume) design and operation consulting activities.

Subfactor C. Building Energy Model The contractor shall have at least two (2) years in the last twelve (12) years of experience in working with building energy model activity related to building energy programs.

Factor 2. Key Personnel Qualifications. Offeror shall provide information to substantiate the following: Offeror is required to identify and ensure personnel possess the qualifications as described below. Offeror shall provide an individual (personal) resume for each of the position titles listed below. All resumes shall clearly identify as required below:

- Name of Proposed Person

- Confirmation document of qualification of National Health Insurance Service

- Title of contract/project

- Description of work completed

- Length of contract/project (year/month/date – year/month/date)

- Contract/project amount (value) in KRW

- Client Point of Contact: Organization or Requiring Activity (RA), full name, phone number, and email address Note: Offeror shall submit supplemental documents to support prior experience claims.

The contractor shall have at least one (1) LEED AP license from any four (4) listed engineers in below Subfactors B.

through E.

Subfactor A. Contract Manager (CM). Offeror shall provide information to substantiate the following: Offeror shall demonstrate prior experience with a minimum of three (3) years of experience in a supervisory/management in UMCS maintenance field within last seven (7) years as of closing date of solicitation.

Subfactor B. Building Automation System Technical Engineer (Chief Engineer). Offer shall provide information to substantiate the following: Offeror shall demonstrate prior experience with a minimum of two (2) years relevant experience working with the UMCS/HVAC/BAS/SCADA technology field as well as commissioning of digital HVAC systems and equipment associated with building automation systems within last seven (7) years as of closing date of solicitation. Offeror shall provide minimum education of a Bachelor’s degree in engineering or business from an accredited university or college, or a related field, or in the project’s functional area. Offeror shall provide Professional Engineer (PE) License in any engineering discipline, either U.S. or Korean P.E. (기술사)

Subfactor C. Control Systems Engineer. Offeror shall provide information to substantiate the following: Offeror shall demonstrate prior experience with a minimum of two (2) years of related experience in the design and implementation of control systems, automatic temperature controls, building automation systems, and other building sub-systems within last seven (7) years as of closing date of solicitation.

Subfactor D. System Integration Engineer. Offeror shall provide information to substantiate the following:

Offeror shall demonstrate prior experience with a minimum of two (2) years of related experience in the electronic systems/information technology field and demonstrated experience in the project’s functional area within last seven

(7) years as of closing date of solicitation. Offeror shall provide minimum education of a Bachelor’s degree in engineering from an accredited university or college, or a related field, or in the project’s functional area.

Subfactor E. HVAC Engineer. Offer shall provide information to substantiate the following: Offeror shall demonstrate prior experience with a minimum of two (2) years of experience related to specific heating ventilation and air conditioning experience with associated controls. Experience with Government or industry processes, procedures, standards, methodologies, or tools as relative to the assignment within last seven (7) years as of closing date of solicitation. Offeror shall provide Air-Conditioning and Refrigeration Machinery (공조냉동) Craftsman License.

**NOTE – All listed personnel under Subfactors A. through E. shall be individually staffed.

Factor 3. Technical and Management Approach. Offer shall provide information to substantiate the following:

Offeror shall provide a Management Plan that clearly demonstrates the offeror's approach to execute all PWS requirements. The Offeror shall not merely “repeat” the PWS but shall provide the Offer’s specific technical approach and concept of operations and shall address all tasks in Part 5 Specific Tasks of the PWS.

SubFactor A. Staffing Plan. The Offeror shall provide a staffing plan that clearly demonstrates how the offeror will perform performance of the UMCS and clearly identifies the labor mix and quantities by task, identifies the replacement strategy, backup policy, retention policy and any other information pertinent to the execution of this requirement. The feasibility of the proposed staffing plan will be assessed against the offeror’s overall Technical Capability and Management Approach to ensure the offeror has proposed an adequate number of qualified personnel in appropriate labor categories to satisfy all PWS requirements. At a minimum, in the staffing plan, the offeror shall address the following:

Element 1. Non-Key Personnel. Non-Key Personnel and their roles in the performance of the UMCS. The Offeror shall discuss the proposed of Non-Key Personnel, both full time and part time staff, detailing responsibilities of each position supporting the performance of the UMCS. Provide explanation of each labor category utilized to include the education, certifications, and experience of the personnel proposed. Explain the time frames, labor mix and quantities by task, identify the retention policy, replacement strategy (for unexpected absences or exit) any other information pertinent to efficient performance of the UMCS.

Element 2. Organization Chart. The Offeror shall provide an organization chart, which clearly demonstrates the number and experience of the proposed number of employees that will be aligned to each task, and how they integrate into the PWS requirement.

SubFactor B. Phase-In Plan (PIP). The Offeror shall clearly demonstrate how the offeror will prepare for 100% full performance in accordance with the PWS. The Offeror shall include all administrative functions and pre-hiring activities normally accomplished by the contractor prior to physical phase-in performance. The PIP shall include specific timelines and projected completion dates of PWS objective and requirements. The Offeror shall ensure the timelines and projected completion dates take into consideration the required lead times required by the Government.

(ii) VOLUME II – Factor 4. Cost/Price. The volume shall be organized into the following sections:

(1) Electronic Copy. If files contain links, the links must be intact and maintained through all revisions. The Offeror shall not include pivot tables in Excel spreadsheets. The Offeror shall provide a completed Section B Supplies or Services and Prices/Costs and shall complete

(2) Compliance. Failure to comply with the RFP requirements for Cost information may result in an adverse assessment of an offeror’s proposal and reduce or eliminate its chance of being selected for award. Offerors shall ensure that the information presented in this volume is consistent and correlates with the information contained in the other proposal volumes. Also, the Offeror shall ensure that the information submitted in this volume is consistent with and fully supports the amounts set forth in the SF 1449 and continuation sheets.

(3) General Instructions. In accordance with Federal Acquisition Regulation (FAR) 15.402 and 15.403-

1, certified cost or pricing data are not required based on the fact that adequate competition is expected for this procurement. Information other than certified cost or pricing data may be provided in contractor format providing that sufficient information is made available. Information submitted shall be prepared following the instruction in FAR 15.403-5. If after receipt of proposals the Contracting Officer determines that there is insufficient information available to determine price reasonableness and none of the exceptions at FAR 15.403-1 apply, the Offeror may be required to submit cost or pricing data. Additionally, in the event that adequate competition is not obtained, the Contracting Officer may incorporate FAR 52.215-20 entitled, “Requirements for Cost or Pricing Data or Information Other Than Cost or Pricing Data,” into the solicitation and request a Certificate of Current Cost or Pricing Data.

There are no page limitations for this volume. Proposal information included in this volume which is not directly related to Cost will be disregarded.

The offeror shall complete the pricing information for each Contract Line Item Number (CLIN) and Sub Contract Line Item Number (SLIN) that has quantity identified for base year and four (4) option years.

1. The offeror(s) shall submit a Summary Sheet of total proposed amount per each year and it shall be matched with proposed amount via beta.SAM.gov.

2. Submission of Offer Breakdown: Price analysis will be conducted for each proposal to ensure completeness, realism and reasonableness as specified in the Evaluation Factor C. Price of FAR 52.212-2 (Evaluation – Commercial Items. In order to perform price analysis, the Government requires that offerors submit a complete offer breakdown list including sufficient details relative to direct and indirect rates, subcontracts, material, equipment, and other necessary direct costs.

3. The offeror(s) shall round all unit prices to the nearest whole Korean Won (KRW) thereby eliminating the use of any decimal points.

4. Option Years Prices: As part of price evaluation, the Government will evaluate its option to extend services (FAR Clause 52.217-8, Option to Extend Services) by adding one-half of the Offeror’s final option period price to the Offeror’s total price. Thus, the Offeror’s total price for the purpose of evaluation will include the base period, 1st

Option, 2nd Option, 3rd Option, 4th Option and one- half of the 4th Option. Offerors are required only to price the base and four (4) options. Offerors shall not submit a price for the potential one- half year extension of services period. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

Note: The proposed price for award purposes will be the combined total of the base year and all option periods.

Price shall include all CLINs and Sub-CLINs as listed on the Price Schedule, including option periods. The Government intends to evaluate proposals and award a contract without discussions as primary award determination.

Therefore, offerors are instructed that submitted proposals should contain their best pricing.

(iii) VOLUME III – Factor 5. Past Performance. This volume shall contain past performance information regarding similar contracts. This volume shall not exceed 10 pages plus five pages for each major subcontractor, excluding Past Performance Questionnaire Forms. Offerors shall submit all Government and/or commercial contracts for the prime offeror and each major subcontractor in performance or awarded during the past seven (7) years, from the issue date of this RFP, which are relevant to the efforts required by this solicitation.

Relevant efforts are defined as services/efforts that are the same as or similar to the effort (as compared to North American Industry Classification System (NAICS) code 541512 required by the RFP. Data concerning the offeror shall be provided first, followed by each proposed major subcontractor, in alphabetical order. The Offeror shall also submit the written consent of its major subcontractors to allow the disclosure of its subcontractor’s past performance information to the Offeror. In addition, letters of commitment shall be included for all major subcontractors for their past performance to be considered. This volume shall be organized into the following sections:

(1) Section 1 – Contract Descriptions. This section shall include the following information in the following format.

(a) Contractor/Subcontractor place of performance, CAGE Code and DUNS Number. If the work was performed as a subcontractor, also provide the name of the prime contractor and Point of Contact (POC) within the prime contractor organization (name, and current address, e-mail address, and telephone and fax numbers).

(b) Government contracting activity, and current address, Procuring Contracting Officer’s name, e-mail address, telephone and fax numbers.

(c) Government’s technical representative/Contracting Officer’s Representative and current email address, telephone and fax numbers.

(d) Government contract administration activity and the Administrative Contracting Officer’s name, and current e-mail address, telephone and fax number.

(e) Government contract administration activity’s Pre-Award Monitor’s name, and current e-mail address, telephone and fax numbers.

(f) Contract Number and, in the case of Indefinite Delivery type contracts, GSA contracts, and Blanket Purchase Agreements, include Delivery Order Numbers.

(g) Contract Type (specific type such as Fixed-Price (FP), Cost Reimbursement (CR), Time & Material (T&M), etc.). In the case of Indefinite Delivery contracts, indicate specific type (Requirements, Definite Quantity, and Indefinite Quantity) and secondary contract type (FP, CR, T&M, etc.).

(h) Awarded price/cost.

(i) Final or projected final price/cost.

(j) Original delivery schedule, including dates of start and completion or work.

(k) Final or projected final, delivery schedule, including dates of start and completion of work.

(2) Section 2 – Performance. Offerors shall provide a specific narrative explanation of each contract listed in Section 1, Contract Description, describing the objectives achieved and detailing how the effort is relevant to the requirement of this RFP.

(a) For any contracts that did not/do not meet original schedule or technical performance requirements, provide a brief explanation of the reason(s) for the shortcomings and any corrective action(s) taken to avoid recurrence. The offerors shall list each time the delivery schedule was revised and provide an explanation of why the revision was necessary. All Requests for Deviation and Requests for Waiver shall be addressed with respect to causes and corrective actions. The offerors shall also provide copy of any Cure Notices or Show Cause Letters received on each contract listed and a description of any corrective action implemented by the offeror or proposed subcontractor. The offerors shall indicate if any of the contracts listed were terminated and the type and reasons for the termination.

(b) For all contracts, the offeror shall provide data on all manufacturing warranty returns. Data shall delineate total number of warranty returns, number of Could Not Duplicate (CND), number of failures attributable to GFE component failures, and number and nature of failures attributable to the offeror’s delivered product.

(3) Section 3 – Subcontracts. Offerors shall provide an outline of how the effort required by the RFP will be assigned for performance within the offeror’s corporate entity and among the proposed subcontractors. The information provided for the prime offeror and each proposed major subcontractor must include the entire company name, company address, CAGE Code, DUNS Number and type of work to be performed by citing the applicable Government PWS subparagraph number. This includes all subcontractors who will be providing critical hardware/services or whose subcontract is for more than a percentage of the total proposed cost/price. This section will further include written consent of major subcontractors to allow the disclosure of their subcontractor’s past performance information to the Offeror. In addition, letters of commitment shall be included for all major subcontractors

(4) Section 4 – New Corporate Entities. New corporate entities may submit data on prior contracts involving its offices and employees. However, in addition to the other requirements in this section, the offeror shall discuss in detail the role performed by such persons in the prior contracts cited. Information should be included in the files described in the sections above. Letters of Commitment shall be included in the proposal for these employees in order to be considered.

(5) Past Performance Questionnaire. For all contracts identified in Section 1, Contract Descriptions, a Past Performance Questionnaire must be completed and submitted. The offeror shall complete Part I of the Past Performance Questionnaire and e-mail the questionnaire to both the Government contracting activity and technical representative responsible for the past/current contract. The POCs shall be instructed to electronically complete Part II of the questionnaire and e-mail the entire questionnaire to the Contracting Office no later than the proposal due date, to marlene.g.barretto.civ@mail.mil, robert.g.andrews60.mil@mail.mil, and yangi.no.ln@mail.mil. The offeror shall e-mail to the Contracting Officer a list of all the POCs who were sent a questionnaire. The Government must receive this list no later than the proposal due date. The POC List shall be submitted in Word for Windows Table Format to include the following fields: Solicitation Number; Company Name; Contract Number; Government Agency; POC Last Name, First Name; POC Title; POC Telephone Number; POC E-mail Address; and Date E-Mail to POC by 15 March 2020.

(6) Submissions. Offerors are discouraged from providing points of contact with another contractors’ facility, i.e., in case an offeror (or one of his/her team members) is in a subcontract with another contractor who has submitted a proposal on the same requirement. Offerors shall provide and submit the prime contract number and all Governmental agency POCs in lieu of subcontract numbers or prime contract POCs in situations as described above.

PERFORMANCE WORK STATEMENT (PWS)

For

Utility Monitoring and Control System (UMCS) Maintenance and Services (M+S) at United States Army Garrison (USAG) Humphreys

PART 1_GENERAL INFORMATION

1.1 Description of Services/Introduction: The contractor shall provide all labor, materials, equipment, tools, transportation, supervision, technical guidance and field experience necessary for the preventive and corrective maintenance of the Utility Monitoring and Control Systems (UMCS), Direct Digital Control (DDC) Systems, Heating, Ventilation and Air Conditioning (HVAC) Systems, Supervisory Control and Data Acquisition (SCADA) Systems, Electrical Distribution Systems, Power Generation Systems, Communication Infrastructure, and other associated systems at USAG Humphreys. The contractor shall have the appropriate licenses, certifications, proprietary tools, and expertise to perform duties as required in this work scope. The contractor shall not install, integrate, or implement any proprietary software and/or system that may potentially create future transitional issues to the Government or a different contractor. The contractor shall be required to use open-source and open-protocol procedure and approach during this contract period. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.2 Background: USAG Humphreys is undergone a multi-Billion transformation program that will add 450 plus state-of-art Energy Efficient Leadership in Energy and Environmental Design (LEED) Silver facilities to the inventory. This brings a major challenge as each facility is equipped with the latest state-of-art Utility Monitoring Control Systems (UMCS) to monitor and controls the energy savings systems which also includes the efficient HVAC system for each building. UMCS is critical aspect of sustainment for USAG- Humphreys’ infrastructure.

Objectives: The objective of this contract is to provide maintenance and repair or corrective maintenance on all vertical building UMCS for HVAC and SCADA, alternate energy system, Building Automation System (BAS), Life Safety Control systems (exclude fire alarm and chemical/biological/radiological contaminant detection, filtration, and responds system), utility metering, and other systems requiring electronic monitoring and control at USAG Humphreys. Preventive maintenance includes all inspections, testing, routine service, and maintenance in accordance with prescribed manufacturer guidelines and intervals. All work not specifically mentioned, which is required to ensure that maintenance is complete and is within the intent of this contract, shall be performed without additional cost. Contractor shall perform, coordinate and complete the requirements of the contract in cooperation with any other contractors or trades performing work at USAG Humphreys promptly and diligently as required by the standards of this contract.

1.3 Contractor shall be responsible for performing maintenance and service on control systems which include: all ancillary components, mechanical equipment, electrical equipment, subsystems, data transmission systems, systems integration and operate and maintain control system software Graphical User Interface (GUI).

1.4 Period of Performance: The period of performance shall be for phase in period of first three (3) months, follow by one (1) Base Year of 9 months and four (4) 12 month option years. The Period of Performance reads as follows:

1.6.2 Hours of Operation: The Contractor is responsible for conducting business, between the hours of 0800 ~ 1700 hrs. Monday through Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.

1.6.3 Place of Performance: The work to be performed on buildings listed in Technical Exhibit (TE01_building_list)

1.6.4 Quality Control Plan (QCP): The Contractor shall develop and maintain an effective QCP to ensure services are performed in accordance with (IAW) this PWS. The plan shall clearly describe the offeror’s quality control methods and practices such as standardized procedures to monitor performance, identify discrepancies, and take corrective action to prevent re- occurrences. Three paper copies and one electronic copy of a comprehensive written QCP shall be confirmed by Contracting Officer’s Representative (COR) then accepted by Contracting Officer (KO) within 5 working days if there is any changes after award. After acceptance of the QCP the Contractor shall receive the contracting officer’s acceptance in writing of any proposed change to the QCP.

1.6.5 Quality Assurance: The government shall evaluate the contractor's performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.6.6 Safety Plan: The Contractor shall submit a Safety Plan that demonstrates the contractor’s approach to conducting comprehensive safety control. The plan shall clearly describe the contractor’s safety training and safety methods and practices such as standardized procedures to monitor performance, identify discrepancies, and take corrective action to prevent re- occurrences of any safety issues. The safety plan shall be confirmed by Contracting Officer’s Representative (COR) then accepted by KO within 5 working days if there is any changes after award.

Management Plan: The Contractor shall provide a management plan include a profile of the management team that identifies the key management people in the company, the function each team member will fill, and each individual’s skills that qualify him or her for the position. Additionally, the Contractor shall submit an organizational chart that identifies personnel and configuration of maintenance teams of adequate size and qualifications which reflects the capability to manage and perform the solicitation requirements. The management plan shall be confirmed by Contracting Officer’s Representative (COR) then accepted by KO within 5 working days if there is any changes after award.

1.6.7 Type of Contract: The Government will award an A Hybrid Contract with Requirements and Firm Fixed Price (FFP) CLINs.

1.6.8 Security Requirements

1.6.8.1 Physical Security: The Contractor shall safeguard all government equipment, information and property provided for Contractor use. Contractor shall maintain a physical security checklist/log which will be forwarded to the COR on a monthly or quarterly basis. At the close of each work period, government facilities, equipment, and materials shall be secured.

1.6.8.2 Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. NOTE: All references to keys include key cards. No keys issued to the Contractor by the Government shall be duplicated. The Contractor shall develop procedures covering key control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to locked areas. The Contractor shall immediately report any occurrences of lost or duplicate keys/key cards to the Contracting Officer.

1.6.8.2.1 Lost keys shall be reported to the COR. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the COR, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.

1.6.8.2.2 The Contractor shall prohibit the use of Government issued keys by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the COR.

1.6.8.3 Lock Combinations: The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations.

These procedures shall be included in the Contractor’s QCP.

1.6.10 Contractor Qualification.

1.6.10.1 The contractor shall have experience in working with HVAC TAB (Test of Air Balance) contract activity.

The contractor shall have minimum of two (2) in last twelve (12) years of experience in VAV (Variable Air Volume) design and operation consulting activities. The contractor shall have at least two (2) years of experience in working with building energy model activity related to building energy programs.

1.6.10.2 The contractor shall have licensed professional engineers in mechanical and/or electrical engineering as well as one licensed professional HVAC specialist engineer. Operation control diagnostic FDD & OG solution specialist with minimum of two (2) years’ experience in troubleshooting HVAC DDC systems.

1.6.10.3 The contractor shall have licenses of Engineering Entity with specialty in mechanical and electrical engineering. The contractor shall have the validbusiness licenses/certifications listed below through the whole contract duration.

1.6.11. Key Personnel: The prime contractor shall keep all submitted staffing plans current for maintenance of HVAC for vertical buildings with a formal review completed each year. The following personnel are considered key personnel by the Government. All certification & license requirements shall be current and valid. The prime contractor shall have at least one (1) LEED AP license from any of four (4) engineers (1.6.11.2 through 1.6.11.5) in the key personnel listed below. The contractor shall notify any changes in writing to Contracting Officer and COR to the before the changes in personnel become effective. Upon notification of a vacancy of Key Personnel, the contractor has up to 15 calendar days to fill the position with an individual that meet or exceeds the requirements for that key position and the qualifications of the person they are replacing. In the interim while a back-fill is being sourced, the deputy may fulfill those roles to ensure contract performance. The Contractor shall notify KO and COR and obtain the Government concurrence of key position replacement personnel. Qualifications for all key personnel are listed:

1.6.11.1 Contract/Project Manager (CM): The Contractor shall provide a contract manager to serve act as the primary project manager, who shall be responsible for the performance of the work. During normal duty hours (0800-1700 hours, Monday thru Friday), the CM shall respond within 30 minutes from the time notified by the Contracting Officer’s Representative (COR) to meet on the installation at the location specified by the COR. After duty hours and including weekends, the CM shall respond within one (1) hour from the time notified by the COR to meet on the installation at the location specified by the COR. The CM is required to have successful and proven track record of contract/project management experience with high value, complex systems as identified in Paragraph 1.1, in last seven (7) years. The CM shall be required to understand and communicate in English.

1.6.11.2 Building Automation Systems (BAS) Technical Engineer: Acts as the chief engineer and on-site leader to plan, execute, and complete building automation system installation projects and lifecycle maintenance services.

Performs system programming, installation coordination, system, and network commissioning and close out.

Completes typical installation hardware design and software programming using established standards as required.

Manages the selection, ordering, budget, and delivery schedule of project materials. Completes the loading, device verification and commissioning of all system controllers as required. Validates complete system functionality and troubleshoots problems with subcontractors and other trades to ensure proper operation. Provides accurate as-built and commissioning documentation. Along with Contract Manager, provides work direction to subcontractors, technicians, designers and administrators as necessary. Ensures work performed is in compliance with state, local and Federal legal requirements.
