About this file

This is a Statement of Work (SOW) template for American Sign Language Interpreter Services issued by the University of Massachusetts System through the Unified Procurement Services Team (UPST), covering all five UMass campuses and the President's Office. The University seeks to award contracts to qualified respondents capable of providing comprehensive ASL interpreting services, including real-time and pre-recorded language interpretation, on-site and remote services for courses, lectures, labs, workshops, and extracurricular activities. The contractor will be responsible for interpreter management and coordination, ensuring all assigned interpreters hold appropriate certifications and adhere to professional standards and confidentiality requirements. The scope includes maintaining accurate communications with students and interpreters, responding to last-minute or emergency requests within 24 hours, and submitting documentation for billing and verification. The contract term is outlined in the primary Contract for Services (CFS) agreement, with options for extension or renewal on the same terms and conditions with fees and hourly rates consistent with the original contract.

Payment terms are net 45 days, with invoicing conducted either upon completion of milestone phases or on a monthly basis for time and material contracts. All travel and reimbursements are included in the SOW and require pre-approval by UMass, with allowable expenses specified for flights (economy only), meals, hotel, and other costs. The contractor must maintain strict data and personal privacy protections in compliance with federal regulations including the Privacy Act of 1974 and HIPAA, as well as Massachusetts-specific regulations. Key personnel assignments, including a President/CEO, Financial Officer, COO/General Manager, Sales Representative, and Supplier Diversity Point of Contact, will be populated upon final contract award and negotiation.
