About this file

This is a Sources Sought Notice and Request for Information for Ultra-High Vacuum (UHV) Translation Stages issued by the National Institute of Standards and Technology (NIST).

NIST is seeking market research information to support development of an ultra-high vacuum microscope for the SURF III EUV reflectometer beamline. The project will characterize EUV scintillator materials for the Extreme Ultraviolet Lithography (EUVL) community and supports CHIPS R&D Metrology's Advanced Metrology for Future Microelectronics Manufacturing initiative. Respondents must submit information by September 8, 2026 via email in Microsoft Word, Adobe PDF, or Microsoft Excel format.

The draft minimum requirements include: (1) 10 UHV translation stages with crossed roller bearing travel and piezo-electric actuators, 50-55 mm travel range, compact dimensions (less than 20 mm thick, 85 mm long, 50 mm wide), closed-loop encoder operation with less than 10 µm resolution, 1 kg minimum load capacity, 2 m minimum in-vacuum cable length with 15-pin D-sub connections, UHV compatibility rated to 10⁻⁸ Torr with stainless steel hardware and UHV-compatible lubricants, and pre-cleaned and sealed packaging; (2) 10 motion controller/amplifier units (2 units controlling 5 axes each) with included power supplies, Ethernet communication, LabView programming library, 2 m minimum controller-to-motor cable length, 120 VAC electrical input, and all required adapters for operation in air; and (3) 2 six-inch CFF electrical feed-through flanges rated to 10⁻⁸ Torr with 8 fifteen-pin D-sub feed-throughs on each flange. NIST requests company information, feedback on draft requirements including domestic manufacturing capability, specifications and pricing for commercial products that may meet requirements, compliance with FAR clause 52.219-14 for small business set-asides, and information regarding existing GSA Multiple Award Schedule contracts or other federal contract vehicles. This notice does not obligate NIST to award a contract, and no solicitation is currently available.

Sources Sought Notice and Request for Information for Ultra-High Vacuum (UHV) Translation Stages

Notice ID: NIST-SSN-26-3002508

Contract Opportunity Type: Sources Sought

Response Date: September 8, 2026

Product Service Code (PSC): 6650

NAICS Code: 334516

Background

The National Institute of Standards and Technology (NIST) is embarking on a project to support the Extreme Ultraviolet Lithography (EUVL) community by developing characterization of EUV scintillator materials. Many techniques for measuring spatial distribution (or image) of EUV rely on scintillators or devices that convert EUV radiation into visible light. Scintillators tend to be robust and afford the user the ability to use less costly and easier to characterize, visible light detection or imaging systems. However, their characterization requires specialized techniques and hardware which NIST must develop in order to provide accurate characterization of the performance of EUV scintillators.

This requirement supports the “Optical Metrology for EUV Generation” Project under Grand Challenge 2, “Advanced Metrology for Future Microelectronics Manufacturing,” for CHIPS R&D Metrology. This requirement enables NIST to construct an ultra-high vacuum microscope to operate in NIST Synchrotron Ultraviolet Research Facility (SURF III) EUV reflectometer beamline. The microscope will allow for the measurement of EUV scintillator efficiency, output spectrum and point spread function.
