Pre-Solicitation Notice – Assessment of Underwater Egress Trainers (UETs) Lifting and

Hoisting Mechanisms

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Marine Corps Systems

Command (MCSC) Program Manager Training Systems (PM TRASYS) intends to award the

Underwater Egress Trainers (UET) Lifting and Hoisting Mechanisms effort to the Women-

Owned Small Business - Survival Systems, USA utilizing FAR Part 13.106-1(b)(1). The anticipated period of performance of the purchase order is 90 days from contract award. The anticipated value of the contract action is under the Simplified Acquisition Threshold.

The United States Marine Corp is revitalizing its institutional water survival programs including the Underwater Egress Trainers. In this case, more specifically, assessing whether the gantries and cranes are stable and structurally sound to accommodate the anticipated weight of the replacements for crew and cab training modules.

A structural engineering analysis and assessment of the existing Cross Gantry Hoist (XGH) systems, and their corresponding gantries/beams is required to verify the training device’s structural integrity and weight bearing capacity. Early identification of any gantry or foundation modifications will allow completion before the replacement Submerged Vehicle Egress Trainer

(SVET) rolls out for installation, thus potentially saving millions in lost training time and damaged equipment while simultaneously ensuring trainee safety.

The Government does not have Government Purpose Rights (GPR) in the technical data that is required to perform the required structural engineering analysis and assessment of the existing

XGH systems, and their corresponding gantries/beams. As such, the circumstances of the contract action deems only one source reasonably available, and the Government is soliciting the required action from a single source, Survival Systems, USA pursuant to FAR 13.106-1(b)(1)."
