About this file

This document is a draft presentation for an Industry Day event by the U.S. Army Corps of Engineers (USACE) Baltimore District regarding the Unaccompanied Enlisted Personnel Housing (UEPH) Barracks project at Joint Base Myer-Henderson Hall (JBM-HH) in Virginia. The project involves constructing two new barracks buildings to house 200 soldiers, with approximately 167,712 square feet of space, following the Army Center of Standardization Guidance for Barracks. The proposed construction aims to enhance living conditions for The Old Guard, support their ceremonial duties at Arlington National Cemetery, decrease local traffic by providing on-base housing, and increase morale and mission retention.

The Industry Day will be held on 12 May 2025, featuring a presentation, Q&A session, and six one-on-one meetings. The project will use a Design-Bid-Build process with a planned FY26 Construction Contract Award. Three primary Courses of Action (COA) are proposed for relocating existing Relocatable Buildings (RLBs): COA #1 involves moving four RLBs, COA #2 involves moving two RLBs, and COA #3 involves moving three RLBs to an alternate site. Key considerations include cost efficiency, schedule risks, personnel coordination, and minimizing disruption to existing operations. Interested contractors must submit a capability statement and bonding information by 06 May 2025 to be considered for the one-on-one sessions.
