RFQ UD-26-336 Addendum Summary
This document is Addendum No. 1: Q&A to Request for Quotation UD-26-336 issued by Long Beach Public Utilities Department (LBPUD) dated June 9, 2026, regarding Tank Cleaning and Inspection Services. The RFQ requires the contractor to clean and inspect potable water tanks at Alamitos Reservoir and J. Will Johnson Reservoir, recycled water tanks at Alamitos Reservoir, and a flow splitter basin at the Groundwater Treatment Plant (GWTP). All work must be completed within a one-year contract period. No pre-bid meeting or job walk is mandatory; however, the awarded contractor must conduct a conference call with LBPUD Operations staff prior to mobilization and may request a site visit for further review. Normal working hours are 7:00 am to 3:30 pm, Monday through Friday, excluding City of Long Beach holidays. LBPUD Operations staff will provide on-site access, support, and oversight. The contractor must check in at GWTP's security post prior to site entry. Acknowledgment of this addendum by signature is required with bid submission, and any bidder failing to submit it may be disqualified.
LBPUD will not designate a preferred sediment disposal facility; the contractor is responsible for selecting appropriate haulers and disposal facilities and must provide LBPUD with disposal documentation and receipts. The contractor must use a NACE-certified inspector to review and sign off on final inspection reports rather than maintaining on-site presence. LBPUD will provide available historical inspection reports and prior cleaning records to the awarded contractor; potable water tanks at Alamitos Reservoir were last inspected in January 2025, J. Will Johnson Reservoir tanks in November 2024, recycled water tanks at Alamitos have never been inspected or cleaned, and the GWTP flow splitter basin was last cleaned in February 2015. All tanks are equipped with internal and external handrail systems. Drawings for recycled water tanks are available in Appendix F of the RFQ documents. Electronic submission through the Long Beach Buys portal is required.

NOTICE TO BIDDERS
ADDENDUM NO. 1: Q & A
RFQ UD-26-336
TANK CLEANING AND INSPECTION SERVICES
This addendum changes and supersedes the language in the original RFQ. Please acknowledge receipt of this addendum by signing and submitting with your bid. Any bidder who fails to submit this addendum may be disqualified.
As of June 9, 2026:
The following are answers to questions submitted:
Question 1. Is there a mandatory or optional pre‐bid meeting, site visit, or job walk for this RFQ?
Answer 1. There is no pre‐bid meeting, site visit, or job walk for this RFQ. However, the awarded Contractor is required to conduct a conference call with LBPUD Operations staff to confirm the project approach, sequencing, safety procedures, access requirements, operational constraints, and coordination needs prior to mobilization. Following the conference call, the awarded Contractor may request a site visit with LBPUD Operations staff to further review and confirm site conditions, access limitations, work areas, and any operational considerations necessary to support safe and effective mobilization and execution of the work. Please refer to Section VII ‐ Scope of Work, Section A ‐ Inspection and Corrosion Evaluation, Part a ‐ Pre‐Inspection Coordination and Section XV ‐ Contractor Pre‐Inspection Meeting for additional details.
Question 2. Can LBPUD clarify whether all tanks are expected to be cleaned during the one‐year contract term, or if work will be issued as‐needed based on funding and operational scheduling?
Answer 2. It is expected that the scope of work is to be completed within the contract period of one (1) year. Please refer to Section I ‐ Summarized Scope of Work for additional details.
Question 3. For sediment and sludge disposal, does LBPUD have a preferred disposal facility, or is the contractor responsible for proposing and using an approved facility?
Answer 3. LBPUD does not have a designated or preferred disposal facility for sediment disposal. The Contractor shall use appropriate haulers and disposal facilities based on the Contractor’s experience, knowledge, and applicable requirements for handling, transporting, and disposing of sediment and associated waste. The Contractor shall then provide LBPUD with disposal documentation, receipts, and other applicable records for all sediment and associated waste. Please refer to Section VII ‐ Scope of Work, Section C ‐ Sediment Handling and Disposal for additional details.
Question 4. Are there any known site access restrictions, security requirements, or work‐hour limitations for the Alamitos Reservoir, J. Will Johnson Reservoir and GWTP locations?
Answer 4. There are no known site constraints at the Alamitos Reservoir, J. Will Johnson Reservoir, and the Groundwater Treatment Plant (GWTP). LBPUD Operations staff will be available on‐site to provide access, support, and oversight of all project activities. Normal working hours are from 7:00 am to 3:30 pm, Mondays to Fridays, excepting the City of Long Beach’s holidays. The Contractor will also be required to check in at GWTP’s security post prior to entering the site, since GWTP is a secured facility with 24/7 operations. Please refer to Section XVI ‐ Contractor’s On‐Site Personnel and Section XVII ‐ Security of Facilities for additional details.
Question 5. Will LBPUD provide any historical inspection reports, prior cleaning records, or estimated sediment volumes for the tanks included in this RFQ?
Answer 5. LBPUD will provide to the awarded Contractor available historical inspection reports, prior cleaning records, and related documentation, if such records are available and readily accessible. The awarded Contractor shall be responsible for reviewing all information provided and shall not rely solely on historical records in lieu of performing the required inspection, verification, and assessment under the contract documents. Any absence of historical records, incomplete records, or unavailable documentation shall not relieve the awarded Contractor of its responsibility to perform the required work in accordance with the scope, applicable standards, and site conditions.
Regarding the estimated sediment volume, please refer to Section VII ‐ Scope of Work, Section B ‐ Tank Cleaning for information.
Question 6. Can you please confirm that all bids must be submitted electronically through the Long Beach Buys portal and that no hard copy submission is required?
Answer 6. Please refer to Section II ‐ Submittal Instructions for information.
Question 7. Regarding the NACE certification requirement, is a NACE Inspector required to be present on‐site during the performance of services, or is the NACE Inspector only required to review and sign off on the final inspection reports?
Answer 7. The NACE inspector is required to review and sign off the final inspection reports.
Question 8. When were the most recent inspections performed for these facilities, and can the city provide previous inspection reports?
Answer 8. For potable water tanks at the Alamitos Reservoir, the most recent inspection was in
January 2025. For potable water tanks at the J. Will Johnson Reservoir, the most recent inspection was in November 2024. Also, the two recycled water tanks at the Alamitos Reservoir included in the scope of work for this RFQ have never been inspected or cleaned before.
Regarding the flow splitter basin at the Groundwater Treatment Plant (GWTP), it was last cleaned in February 2015.
As for the question about inspection reports, please refer to Answer 5 above.
Question 9. Can the City provide drawings for the recycled water tanks?
Answer 9. Please refer to Appendix F for additional information.
Question 10. Can the City confirm whether all reservoirs are equipped with both internal and external ladders?
Answer 10. Yes. All tanks have a handrail system installed both inside and outside of the tanks.
