About this file

This document is a U.S. Preference form designed for state and local procurement, specifically related to purchasing products manufactured in the United States under R.S. 39:1604.7. The form provides a mechanism for vendors to claim a five percent price preference for products fully manufactured within the United States, with specific conditions for eligibility. Vendors must demonstrate that their products are manufactured through processes including final assembly, processing, packaging, and testing occurring entirely within U.S. jurisdictions.

The preference allows procurement officers to purchase U.S.-manufactured items that are equal in quality to alternative products, provided certain conditions are met. These conditions include the U.S.-manufactured items not exceeding the cost of foreign-manufactured alternatives by more than five percent, the vendor agreeing to sell at the lowest bid price, and the vendor certifying the U.S. origin of the products. The form requires vendors claiming this preference to specify the line items, provide the manufacturing location(s), and sign a certification statement affirming domestic manufacturing.
