1.1 Scope.

The Contractor shall provide continuous operation of the Hydroelectric Plant, building 160, 24 hours a day, seven days per week, to provide a continuous source of renewable energy. The plant has eight 500-HP generators and two 250-HP induction generators, which operate at a 12-foot riverhead, generating 20-30% of Rock Island Arsenal's (RIA) total annual electric energy consumption. Plant operation includes but is not limited to: system inspections, maintenance of water flow through the trash racks, operation of generating equipment, electrical switching operations, and operation of the Supervisory Control and Data Acquisition (SCADA) system. The SCADA system provides control of and monitors incoming utility and plant-generated power, as well as controlling switching operations in Substation A and the Hydroelectric Plant. The Contractor shall operate the Hydroelectric Plant in accordance with (IAW) manufacturers' operating instructions, maintenance manuals, and proven industry practices. The Contractor shall prepare and submit an Operating Plan for the Hydroelectric Plant. The operating plan shall, at a minimum, address staffing requirements, personnel qualifications, and specific requirements of the facilities to be operated. The Contractor shall include in the plan all information necessary to complete the Scope and Specific Operational Tasks as described in Annex C. The plan (Deliverable C.1 Hydro Plant Operation Plan) shall be submitted within 30 calendar days of contract award. The Contractor shall schedule and perform the preventative maintenance requirements listed in Annex C and include them in the Preventive Maintenance Plan (PMP) as required in Annex A, Section 1.7.10. The KO/COR shall approve the Operating and Preventative Maintenance Plans. The major components of the Hydroelectric Plant are identified in Technical Exhibit, TE C.1, Hydro Electric Plant Major System Components.

1.2 Personnel Qualifications.

2.0 Hydroelectric Plant Services.

2.1 Hydroelectric Plant Operations.

The Contractor shall conduct the following operational tasks to ensure continuous operation of the Hydroelectric Plant.

2.1.1 Trash Rack Monitoring and Maintenance.

The Contractor shall keep trash racks clear of debris to achieve full water flow into the turbines. The Contractor shall monitor generator outputs to ensure production is not being reduced due to restricted flow through the racks. During cold weather operations, the contractor shall monitor air and water temperatures and open a channel in the ice ahead of trash racks and move ice, debris and dead fish out to spillway.

The Contractor shall manage frazil ice effects on the Hydroelectric Dam. Frazil ice is a fine needle-like ice that is often distributed throughout a volume of moving water or is formed in water cooled below the normal freezing point (zero degrees Celsius). When frazil ice is forming, the Contractor shall take generators off line and shut down turbines to prevent damage to the units. The Contractor shall open passage through the frazil ice to allow water flow through trash racks. The Contractor shall resume generation as soon as the frazil condition passes.

WARNING: Failure to comply with this requirement may result in serious damage to the facility for which the Contractor shall be financially responsible.

2.1.2 Generator Operation

The Contractor shall control and operate the generators to produce maximum power output. The Contractor shall monitor winding temperatures during operation to avoid damage.

2.1.3 Switching Operations.
