About this file
This is a Type 2 Tactical Water Tender specification document issued by the USDA Forest Service National Technology and Development Program in March 2024.
The specification details requirements for a complete 1,500-gallon water tender apparatus built on a two-wheel-drive chassis with severe service capability. The vehicle must comply with NFPA 1900 standards and include a Cummins L9 diesel engine (minimum 330 horsepower, 1,000 lb-ft torque), Allison 3500 EVS_P automatic transmission, and fire-service-specific components. Key vehicle specifications include a 185-inch wheelbase, maximum height of 125 inches (including lightbar and exhaust), and in-service weight not exceeding 90 percent of front axle GAWR with 24,030 pounds on the rear axle when fully loaded. The apparatus features a modular body design with multiple compartments, a Darley HM 350 fire pump (300 GPM capacity), Foam-Pro Model 1601 foam proportioning system, booster hose reel with electric motor, and comprehensive plumbing and discharge systems. Electrical systems include a 220-amp alternator, multiplex management system, and extensive warning lights and sirens compliant with NFPA 1900 and California Title 13. The apparatus requires a 15-year warranty covering materials and workmanship, complete operational and service manuals, and certification documentation for pump performance and weight. All exterior finishes must match Forest Service green (Federal Standard No. 595, color 14260) with specified reflective striping and decals indicating USDA Forest Service designation.

3.7 Ground Lights
3.7.1 Two 4-inch clear LED lights shall be provided under the chassis steps, ground-facing, one on each side. These lights shall be wired to the cab door switches and a switch on the cab center console so that the light will turn on when a cab door is opened or when the vehicle is placed in “blocking mode.” The vehicle is in blocking mode when the vehicle’s transmission is in “Park” with the parking brake set and the emergency master switch turned on with the forward-facing takedown lights off. The ground lighting “OFF” delay will be synchronized with the chassis exterior courtesy lighting delay.
3.8 Antennas
3.8.1 Two antenna bases shall be supplied and mounted on the cab roof as aft of the lightbar.
The antenna cables shall be routed to the cab interior, terminating at location of radio mounting bracket.
3.9 Radio Pre-Wire
