BULLET BACKGROUND PAPER
ON
TYNDALL AFB GOLF COURSE PRIVATIZATION/CONCESSIONAIRE
Tyndall AFB’s Pelican Point Golf Course is a Championship 18-hole facility located within the base perimeter fence and sprawling across 120 acres along the shore of St. Andrew Bay.
(Attachment 1) Pelican Point Golf Course may also be viewed using Google Maps. In order to ensure the availability of the golf course to base personnel, the base is researching the possibilities of either privatizing the operation and maintenance of the course or writing a concessionaire contract. This paper is intended to provide basic general information to private industry for the purposes of determining the interest and capabilities of contractors in a potential privatization or concessionaire contract of the Pelican Point Golf Course.

- Challenges
-- Pelican Point has experienced a 45% decrease in rounds over the last 6 years
-- Non-Department of Defense civilians are currently authorized to play at Pelican Point Golf
Course. However, potential golfers must apply for a pass to gain access to the base, an administrative process that may deter play. (Public access application requirements, along with other course information such as pricing, course layout and overview, can be reviewed at http://www.pelicanpointgolf.com/ )
- Privatization or Concessionaire Discussion
-- Pelican Point Golf Course must be operated and maintained in accordance with Air Force
Instruction 34-116, “Air Force Golf Course Program.” (Attachment 5)
-- Tyndall AFB seeks a legally permissible arrangement that allows for, and incentivizes, long-term capital improvements in the course and its facilities
-- Any potential capital improvements seeking to provide for increased non-DoD civilian access to the base (i.e. changes to the perimeter fence or construction of a new clubhouse) are limited by construction restrictions associated with environmental regulations. Presently, non-
DoD civilians must apply for base pass and drive through base to get to golf course. Pass requirements include Public Access Background Affidavit be submitted along with DD Form
1172, Application for Uniformed Services Identification Card DEERS Enrollment.
Identification cards are not issued. (Pass Info - Attachment 6)
