The Offeror must submit two (2) reference letters (or other past performance evaluation documentation) from past or current clients within the past five years of like requirements in this solicitation.

If the Government obtains any past performance information that is considered unfavorable, the Offeror will have an opportunity to address such information in a final proposal revision (if one is requested).

2. Pursuant to FAR 15.305(a)(2)(iv), in the case of an Offeror without a record of relevant past performance or for who information on past performance is not available, the Offeror will receive a neutral rating (neither favorable nor unfavorable) on its past performance.

SECTION M

EVALUATON FACTORS FOR AWARD

M.1 Basis for Award The Government will make award to the responsible Offeror(s) whose offer conforms to the requirements of the solicitation and is evaluated as being the most advantageous to the Government, cost or price and other factors considered. For this solicitation, technical merit is more important than cost or price. Award will not be automatically determined by numerical calculation or formula relationship between cost or price and technical merit. As technical merit of the Offerors’ proposals become more equal, the evaluated cost or price may become the determining factor. The Contracting Officer shall determine what trade-off between technical merit and cost or price promises the greatest value to the Government, cost or price and other factors considered.

M.2 Awards The Government reserves the right to award a contract without holding discussions. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms from a technical and price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contractor Officer as necessary.

M.3 Technical Proposal Evaluation Factors Proposals will be evaluated based on the following technical evaluation factors that are listed in descending order of importance:

Technical Factor 1: Management Approach and Technical Capabilities Technical Factor 2: Key Personnel Qualification and Organizational Experience Technical Factor 3: Offeror’s Relevant Past Performance

M.3.1 Technical Factor 1: Management Approach and Technical Capabilities The Government will evaluate the extent to which the Offeror’s proposed information addresses and demonstrates a high probability of successfully performing as outlined in L.1 with minimal risks to the Government.

M.3.1 Technical Factor 2: Key Personnel Qualification and Organizational Experience The Government will evaluate the extent to which the Offeror demonstrates substantial experience in performing the same or similar services in type, scope, and complexity as required by this solicitation. This includes verifiable qualification of key personnel, including relevant prior personnel experience.

M.3.1 Technical Factor 3: Offeror’s Relevant Past Performance The Government will evaluate the extent to which the Offeror’s past performance record (as confirmed by references), on the same or substantially similar contract efforts, indicates the Offeror’s ability to perform the contract successfully with respect to:

· Quality of services provided, timeliness of performance, and cost control;

· Compliance with contract terms and conditions;

· Effectiveness of management;

· Willingness to cooperate with, and assist, the customer in routine matters as well as when confronted by unexpected difficulties; and

· Business integrity/business conduct.

NOTE: In the event that the Offer has no record of relevant past performance, the Offeror will be given a neutral rating.
