About this file

This document is a Single Source Justification for a simplified acquisition to purchase 117 units of TwistAmp Liquid Basic (Product Code: TALQBAS01) in support of ongoing and planned research programs. The requirement is being awarded sole-source to Fisher Scientific Company LLC, as the TwistAmp kit is the only product proven to work within the parameters of the assay being developed. Market research was conducted, identifying 5 potential sources, but only 1 vendor carries the TwistAmp product and is active in SAM.gov. The Contracting Officer has determined that only a single source is reasonably available in accordance with FAR 13.106-1(b)(1). The estimated contract cost is not provided. The Air Force Research Laboratory (AFRL/PZLEQ) at Wright-Patterson AFB is the contracting activity, and the NAICS code is 424210. Responses to this notice of intent to award a sole source must be received by September 27, 2024 at 4:00 PM Eastern Time.

Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: AFRL/PZLEQ Purchase Request/ Identification Number:

HT113642254788

Project/Program Name: TWISTAMP LIQUID BASIC Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

This requirement is for the purchase of one hundred and seventeen (117) units of TwistAmp Liquid Basic (Product code:

TALQBAS01) in support of ongoing and planned research programs. This kit contains the necessary ingredients to increase the amount of genetic material (nucleic acid templates) from very small quantities to levels that can be easily detected. It works for everything from individual molecules up to a large amount of molecules. This technology uses a mis of enzymes (including polymerases and DNA repair proteins) that work well at low temperatures (around 37-42 degrees C). The enzymes recognize specific target sites on the template using short DNA pieces call oligonucleotide primers. They then create new DNA strands by displacing the existing ones, leading to exponential amplification of the target region. When optimized, this process can produce detectable levels of product in less than 10 minutes using the TwistAmp® kits. It's like a molecular copy machine that quickly makes lots of copies of a specific DNA segment.

Section C: Justification for Soliciting from a Single Source

As discussed in Section B of this document, TwistAmp® kits have been used by USAFSAM/PHT historically for this research.

This item was specifically selected because to the researcher's knowledge, it is the only one proven to work within the parameters of the assay that is being developed.

Based on the findings above and during Market Research, the acquisition strategy for this effort has been determined to be a Single Source award to Fisher Scientific.

Section D: Efforts to Obtain Competition

Market Research provided five (5) sources that were said to provide TwistAmp® kits. Three (3) of the companies were not located in SAM.gov, one (1) did not have the TwistAmp® kits as a product and (1) company carried the product and is active on SAM.gov.

Section E: Steps to Preclude Future Single Source Awards

USAFSAM/PHE conducts market research whenever a new acquisition or the renewal of a current product is sought. If new sources become available, quotes will be obtained from each of them to conduct a comparison and ensure the government is getting the best available price.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
