52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

The contract will be awarded as 100% small business set aside to the technically acceptable offeror that proposes a fair, reasonable and balanced price.

The Government will award a contract without discussions resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

The basis for the award is Lowest Price Technically Acceptable (LPTA). Offers shall be ranked in order of lowest price to highest price. The lowest priced offer shall be evaluated first. If the lowest price offer is technically acceptable, no other offers will be evaluated.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(1) Price

(2) Technical Acceptability

Price will be evaluated based on price analysis techniques at FAR 13.106-3, “Award and documentation” to determine if they are fair and reasonable, and reflect a clear understanding of the requirement. The offeror shall provide their proposed firm-fixed prices in the bid schedule, which will be used to evaluate cost for the award.

Price for the base period and all option periods must be balanced as determined. Unbalanced prices shall be rejected and may result in rejection of the entire proposal.

Technical acceptability will be determined by the adequacy of the Offeror’s approach, in meeting the SOW requirement completeness, and understanding of the requirements specified in the solicitation and all attached documents, including the SOW, as demonstrated by the proposed technical capability and approach.
