Description
418.01 This work shall consist of the application of pavement sealing material(s) on existing pavement surfaces.
418.02 Conform to the following Subsections:
Emulsified asphalt 702.03
Water 725.01(c)
Construction Requirements
418.03 Composition of Seal Material. The primary component of seal materials shall be slow setting asphalt emulsion that conforms to either AASHTO M140 or M208. The contractor shall submit a manufacturer’s certificate of compliance with each shipment of asphalt emulsion. Asphalt emulsions shall be mixed with additives that prevent bleeding. The contractor may dilute seal materials with water to improve penetration into the pavement surface or for consistency improvement.
Coal tar sealants are not acceptable.
Additive Materials: Materials such as clays, slates, fibers, carbon black and polymers may be added to emulsified asphalt provided the manufacturer’s product literature is reviewed and approved by the Engineer prior to application. If the seal material is blended with sand, the sand shall be clean, hard, durable, un‐coated particles, free from clay lumps and organic matter, with 100 percent passing the No.
16 mesh and a maximum of 5 percent passing the No. 200 mesh. The sand must have a gradation that helps control segregation and promotes suspension during product application. No more than 3 pounds of sand shall be added to each gallon of applied material.
Top Dressing and Blotter Sand: Washed concrete sand meeting AASHTO M6 gradation requirements, unless otherwise approved.
Submit proposed emulsion mix for approval 10 days prior to production.
418.04 Equipment The distribution equipment for all materials shall be capable of placing a uniform consistency of the material, and be capable of applying a uniform application over variable widths, grades and crowns of surface. Self propelled, asphalt distributor, squeegee or slurry seal spreader box, and hand‐held spray and squeegee equipment or any combinations thereof maybe required to obtain a satisfactory seal. The required application rate may also require multiple applications to obtain a satisfactory, uniformly, sealed surface. The equipment used for storing and application of liquid and slurry products shall include accurate volume measuring devices and calibrated tank. The engineer may require transport or application equipment to be weighed when full and empty if volume measuring equipment is inadequate.
418.05 Surface Preparation Clean the existing surface to be sealed of all loose material, dirt, dust, oil or any type of objectionable surface film that might jeopardize adhesion and a quality final product. Such accumulations may require removal by pressure washing, grinding, burning or scraping or a combination thereof. The surface will be approved in writing prior to applying the seal. All cleaning materials and labor required will be considered incidental to the Asphalt Pavement Sealcoat pay item.
418.06 Weather Limitations Apply the sealcoat when the air temperature in the shade and the surface temperature are at least 45 F and rising and when the weather is not foggy, rainy, or overcast. Do not apply when there is a danger of freezing within 24 hours. The COR has the authority to stop work for the above weather limitations.
418.07 Application. Ensure that the seal mix is of the desired consistency, with no signs of segregation as it leaves the mixer and distributor equipment and conforms to the approved job‐mix. Application may be by hand‐held spray equipment, asphalt distributor, squeegee or slurry seal spreader box.
Whenever practical, seal material application shall be spread in two directions, 180 degrees from each other. The Engineer may require an additional application on small areas of pavement that have more surface voids, where voids have prevented adequate coverage or where uneven application exists.
The minimum `residue' application rate of 1.0 pound per square yard shall be obtained over the entire surface to be treated. Residue will consist of the asphalt cement portion of the emulsified asphalt and non‐evaporative additive materials (such as clays, slates, fibers, polymers and sand) that are suspended in the emulsion when applied. Application rates may be adjusted up or down by 0.15 pounds residue per square yard by the COR to compensate for pavement surface absorption and roughness.
The volume of emulsion used shall be readily determined by the contractor prior to, during and after application. Final payment will be based on meeting the specified application rate of residue. The COR will determine the weight of residue per gallon by drying field samples from the project to constant weight.
418.08 Maintenance & Opening to Traffic. Allow treated areas to completely cure before opening to traffic. Traffic control and the prevention of asphalt pickup under traffic is the contractor's responsibility for 10 days following treatment. When directed by the COR, blotter sand shall be applied to the sealed pavement to prevent asphalt pickup by vehicles. The COR may require removal of loose blotter sand by brooming after the maintenance period. After the treatment has been open to traffic for 10 days, the contractor shall repair any areas that are damaged by traffic, or areas that are peeling or cracking.
418.09 Sampling and Testing. Samples of the seal product as applied will be required for the project.
Samples from stored containers may also be required at the COR’s discretion. Samples will be taken by the contractor as directed by and delivered to the COR in approved plastic 1 gallon containers. Testing of the residual will be done by the COR. Results will be used in determining the actual residual seal rate applied. Additional quality testing of the emulsion may be done by the COR at his discretion to verify quality requirements.
418.10 Acceptance. As stated under 418.07 above, a minimum residual of 1.0 lbs / syd of product will be obtained on the sealed pavement surface. Sampling and testing and as outlined under 418.09 above will be used to determine “residual” and “quality” specification compliance.
Emulsified Asphalt/ the final seal product will be evaluated under Subsections 106.03 and 702.09.
Construction of the surfacing seal will be evaluated under Subsection 106.02 and 106.04.
418.11 Measurement Measure the Section 418 items listed in the schedule of items according to subsection 109.02 and the minimum “residual” specified above.
418.12 Payment. The accepted quantities will be paid at the contract price per unit of measurement for the Section 418 pay items listed in the schedule of items. All labor, materials, and equipment required to perform this required work are considered incidental to the Asphalt Pavement Crack Sealing work. Payments will be full compensation for the work prescribed in this Section.

Advisory 502.3.3 Marking. The method and color of marking are not specified by these requirements but may be addressed by State or local laws or regulations. Because these requirements permit the van access aisle to be as wide as a parking space, it is important that the aisle be clearly marked.

We will need one van accessible site 132 inches wide with aisle beside it at least 60‐inches wide on one side (driver side if angled parking lot).
Additional car accessible parking will be at least 96 inches wide and have a 60‐inch aisle on one side.
(same, driver side)
502.3.4 Location. Access aisles shall not overlap the vehicular way. Access aisles shall be permitted to be placed on either side of the parking space except for angled van parking spaces which shall have access aisles located on the passenger side of the parking spaces.
502.3.2 Length. Access aisles shall extend the full length of the parking spaces they serve.
502.3.3 Marking. Access aisles shall be marked so as to discourage parking in them.
Obviously, our walkway will go behind the parking area which is not ideal but don’t see another way around, particularly due to the slope. I included this portion is as well.
Accessible routes must connect parking spaces to accessible entrances. In parking facilities where the accessible route must cross vehicular traffic lanes, marked crossings enhance pedestrian safety, particularly for people using wheelchairs and other mobility aids.
All regular parking places will be at least 96 inches wide
Van Accessible g Spaces [§502.1 - 502.5]
At least one space for every 6 or fraction of 6 accessible spaces must be van accessible. Van spaces provide an additional 3 feet of width to accommodate vehicles equipped with ramps or lifts.
This extra space can be added to either the parking space or to the access aisle. A wider access aisle saves space since two spaces can share one aisle, but wider spaces can help prevent misuse of the access aisle as a parking space.
Van Space: Wider Parking Space
Bollards, signs, columns, or other elements cannot be located in the access aisle or reduce the minimum clear width of accessible routes.
Spaces and aisles must be designed so that parked vehicles do not obstruct the required clear width of adjacent accessible routes (§502.7).
Accessible routes must connect directly to access aisles. Curb ramps, where provided, cannot protrude into access aisles (which cannot slope more than 1:48 max.) to accommodate wheelchair transfers and vehicle ramps or lifts (§502.4). A landing at least 36" deep is required at the top of curb ramps; in alterations where space for this landing is unavailable, curb ramps must have side flares with a 1:12 max. slope (§406.4).
Where space for curb ramps is limited, including in alterations, parallel ramps can provide an altemative.
502 Parking Spaces
502.1 General. Car and van parking spaces shall comply with 502. Where parking spaces are marked with lines, width measurements of parking spaces and access aisles shall be made from the centerline of the markings.
EXCEPTION: Where parking spaces or access aisles are not adjacent to another parking space or access aisle, measurements shall be permitted to include the full width of the line defining the parking space or access aisle.
Advisory 502.3 Access Aisle. Accessible routes must connect parking spaces to accessible entrances. In parking facilities where the accessible route must cross vehicular traffic lanes, marked crossings enhance pedestrian safety, particularly for people using wheelchairs and other mobility aids. Where possible, it is preferable that the accessible route not pass behind parked vehicles.
Advisory 502.4 Floor or Ground Surfaces. Access aisles are required to be nearly level in all directions to provide a surface for wheelchair transfer to and from vehicles. The exception allows sufficient slope for drainage. Built-up curb ramps are not permitted to project into access aisles and parking spaces because they would create slopes greater than 1:48.
502.2 Vehicle Spaces. Car parking spaces shall be 96 inches (2440 mm) wide minimum and van parking spaces shall be 132 inches (3350 mm) wide minimum, shall be marked to define the width, and shall have an adjacent access aisle complying with 502.3.
EXCEPTION: Van parking spaces shall be permitted to be 96 inches (2440 mm) wide minimum where the access aisle is 96 inches (2440 mm) wide minimum.
Figure 502.2 Vehicle Parking Spaces
502.3 Access Aisle. Access aisles serving parking spaces shall comply with 502.3. Access aisles shall adjoin an accessible route. Two parking spaces shall be permitted to share a common access aisle.
Advisory 502.6 Identification. The required "van accessible" designation is intended to be informative, not restrictive, in identifying those spaces that are better suited for van use. Enforcement of motor vehicle laws, including parking privileges, is a local matter.
502.6 Identification. Parking space identification signs shall include the International Symbol of Accessibility complying with 703.7.2.1. Signs identifying van parking spaces shall contain the designation "van accessible." Signs shall be 60 inches (1525 mm) minimum above the finish floor or ground surface measured to the bottom of the sign.
Identification [§216.5, §502.6]
Accessible spaces must be identified by signs with the International Symbol of Accessibility (ISA) (§703.7.2.1). Signs identifying van spaces must include the term “van accessible.” This designation is informative and does not restrict use of such spaces to van users only.
No other text or content is required by the Standards.
Signs must be at least 60” high measured to the bottom edge so that they are visible while vehicles are parked in a space. Signs can be on posts, or where feasible, on walls or suspended from ceilings (an 80” minimum headroom clearance is required at signs suspended above circulation paths (§307.4)). ISA designations on the parking surface, even if required by a state or local government, cannot substitute for above-ground signs that remain visible at all times.
State or local codes and regulations may address other sign characteristics, including size, color, and additional content, such as “reserved” or violation fines, but the ADA Standards do not.
VAN
ACCESSIBLE
The van accessible designation is informative, not restrictive, in identifying spaces suitable for vans since such spaces are not limited to vans only. It can be included on the main designation sign or provided on a separate sign.
