About this file
This is a Scope of Work document for Public Works Commission (PWC) in North Carolina outlining requirements for turbine-generator maintenance, repair, materials, and outage support services. PWC is soliciting proposals from qualified contractors to provide planned maintenance, unplanned maintenance, extra work, material services, repair services, field engineering services, craft labor services, outage support, project management support, delivery and logistics, repair logistics, warranty-related work, health and safety compliance, and technical advice and assistance. The covered equipment includes eight GE 5001P gas turbine-generators and one GE A-10 steam turbine-generator, along with associated balance-of-plant equipment. The successful contractor must demonstrate experience supporting similar gas turbine, steam turbine, generator, and balance-of-plant maintenance and outage activities. Services apply to PWC's identified covered units and related balance-of-plant equipment where included in the applicable service scope.
The document establishes the framework for contractor engagement across multiple service categories encompassing both routine and emergency support for generation equipment. Contractors are expected to provide comprehensive technical capabilities ranging from preventive maintenance through complex outage management, with particular emphasis on field engineering expertise and logistics coordination. The scope indicates a multi-year engagement with ongoing maintenance obligations across a fleet of significant generation assets, requiring contractors to maintain specialized knowledge of GE turbine technology and power generation balance-of-plant systems.
