This is a Statement of Work (SOW) for the replacement of three failing main water distribution valves at Muñiz Air National Guard Base in Carolina, Puerto Rico, with a 30-calendar-day period of performance.

The contractor must provide supervision, labor, materials, equipment, and all resources necessary to replace three existing inoperable water distribution valves with new resilient-seated gate valves. Key work tasks include obtaining an approved Base Dig Permit (AF Form 103) at least seven days prior to excavation, performing utility locates using secondary electromagnetic/ground-penetrating radar equipment, excavating to depths of approximately 4 to 7 feet, implementing OSHA-compliant trench safety and shoring systems, installing dewatering equipment to maintain dry trenches, coordinating utility outage requests with the Contracting Officer's Representative (COR) at least three days in advance, removing existing defective valves, installing three new commercial valves sized to match existing (4" or 6") water line diameters with mechanical joint connections, pouring concrete thrust blocks (minimum 3,000 PSI), performing hydrostatic pressure testing at 150 PSI with zero leaks permitted, disinfecting and flushing lines with certified bacteriological testing, backfilling with 95% standard Proctor density compaction verification, and restoring surfaces to pre-existing conditions. The contractor must furnish portable bathrooms, provide a Quality Control Plan within 10 days of award, submit a Health and Safety Plan addressing OSHA and PR-OSHA requirements, and comply with all installation security, fire safety, and environmental regulations. The government furnishes designated material storage and temporary field office space, utility water and electrical hookups, and will operate existing base isolation valves to shut down specific water distribution line sections. Submittals required include Job Hazard Analysis, Environmental Waste Management Plan, valve product data, certified bacteriological lab reports, soil compaction density test reports, asphalt and concrete mix designs, and a one-year workmanship warranty certificate, with closeout documentation including proof of material disposition and DD Form 1354 for the new valves.

8.0 TECHNICAL EXHIBIT 1: PERFORMANCE REQUIREMENTS SUMMARY (PRS)

This PRS includes performance objectives the Government will use to determine contractor performance and will compare contractor performance to the Acceptable Quality Level (AQL).

Performance Objectives Performance Standards

Acceptable Quality Levels

(AQL)

Surveillance Method / By Whom

1. Dig Permit & Utility Locates

Dig Permit (AF Form

103) obtained prior to excavation. Utility lines successfully located, marked, and protected with zero utility strikes.

100% compliance. Inspection of approved permit and on-site utility markings by COR.

2. Excavation & Safety Compliance

Excavations comply with OSHA 29 CFR 1926 Subpart P.

Proper shoring, trench boxes, or sloping utilized. Dry trench maintained via continuous dewatering.

No safety violations. 100% compliance.

Random daily safety inspections by Base Safety Officer / COR.

3. Valve & Fitting Installation

New resilient-seated gate valves installed plumb, utilizing mechanical joint restraints (e.g., Megalug) torqued to manufacturer specifications. Thrust blocks placed without covering fasteners.

100% compliance with standards and

SOW

specifications.

Visual and physical inspection prior to backfill by COR.

4. Hydrostatic Pressure Testing

Pressure maintained at 150 PSI (or 1.5x working pressure)

Zero leaks permitted.

Witnessing of hydrostatic test and signing of test logs by COR.

5. Disinfection & Chlorination

Potable water samples must yield safe/negative coliform bacteriological test results from a certified laboratory.

100% negative/clear bacteriological results.

Review of certified lab test reports by Bioenvironmental Engineering / COR.

6. Backfill Compaction

Subgrade backfilled in 6-to-8-inch layers and compacted to 95% standard Proctor density (ASTM D1557) with nuclear gauge testing.

95% of all compaction tests must meet or exceed standard.

Review of third-party certified testing agency reports by COR / BCE.

7. Surface Restoration Restore area to pre-existing condition

Smooth, flush and uniform finish;

100% matching.

Final visual walk-through inspection by COR /

BCE.
