About this file
This document is a Performance Work Statement (PWS) for the relocation of two United States Coast Guard (USCG) National Security Cutters, the USCGC STONE and USCGC JAMES, to support dredging operations at Pier Papa, USCG Base Charleston, South Carolina. The PWS outlines a five-phase approach, including preparation, logistics and coordination, safety and compliance, communication and reporting, and post-relocation activities. The contractor shall provide tug services and coordination to execute four berthing shifts for the vessels between August 29, 2024 and September 17, 2024. Due to maintenance issues, the STONE will require a minimum of two tugboats, and the JAMES may require a third tug for safe maneuvering during "dead stick" operations. The contractor must adhere to USCG safety regulations and provide a final report detailing the completion of the berthing shifts.
The related federal contract opportunity is a solicitation for Tugboat Services for Dredging at USCGC Base Charleston. The Government intends to award a contract to the responsible offeror submitting the lowest price proposal that is most advantageous. The solicitation closes on August 26, 2024 at 11:00 AM Eastern Standard Time.

UNITED STATES COAST GUARD CUTTERS PIER SLIP MOVEMENT FOR DREDGING OPERATIONS
PERFORMANCE WORK STATEMENT
1.0 GENERAL.
1.1 SCOPE.
The purpose of this Performance Work Statement (PWS) is for the relocation of two United States Coast
Guard National Security Cutters (WMSLs), specifically the USCGC STONE and USCGC JAMES, to support dredging operations at Pier Papa, Cooper River, USCG Base Charleston (1050 Register St. North
Charleston, SC 29405). The berthing shifts involve multiple movements of these vessels between designated berths and will require two tugboats at minimum, considering STONE’s steering system will be down for maintenance during its scheduled moves and JAMES’ propulsion system will be down for maintenance during its scheduled moves, necessitating potential dead stick operations.
1.2 BACKGROUND.
To facilitate necessary dredging operations at Pier Papa, it is required to relocate the STONE and JAMES to alternate berthing locations within Pier Papa Charleston, SC. STONE will not have steering for either of their berth shifts/moves and JAMES will be unable to utilize its propulsion system for either of their berth shifts, due to maintenance, possibly requiring an additional third tug for safe maneuvering.
1.2.1 The process is comprised of a five-phase approach.
1.2.1.1 Phase 1: Preparation- The result of this phase is to conduct an initial assessment of the current berthing situation and the new berthing location. To develop a detailed relocation plan outlining the steps involved, including timelines, resources required, and safety measures. Obtain all necessary permits and approvals for the relocation process. Address assumptions, operational conditions, complexity, timeline, points of contact, deliverables, and funding issues.
1.2.1.2 Phase 2: Logistics and Coordination- The result of this phase is to organize with the United States
Coast Guard personnel for the scheduling of the relocation. Arrange for the necessary tugboats, pilots, and any other equipment required for the safe transfer of the cutters. Ensure that all logistical arrangements are in place to facilitate a smooth relocation process. This is found using all relevant documentation, site visits, personal interviews, and data analysis and reporting (adjudication).
1.2.1.3 Phase 3: Safety and Compliance- The result of this phase is an implement safety protocols to ensure the protection of personnel and vessels during the relocation. Adhere to all relevant regulations and guidelines set forth by the United States Coast Guard and other governing bodies. Conduct safety briefings for all personnel involved in the relocation process.
1.2.1.4 Phase 4: Communication and Reporting: The result of this phase is to maintain regular communication with all stakeholders throughout the relocation process. Provide progress reports and updates on the status of the relocation to the project sponsors and stakeholders. Document all activities and incidents during the relocation for future reference.
1.2.1.5 Phase 5: Post-Relocation Phase: This result is to conduct a final inspection of the vessels to ensure that they are securely berthed at the new location. Address any outstanding issues or concerns related to the relocation process. Provide a comprehensive report detailing the successful completion of the relocation project.
