About this file
This is a Single Source/Brand Name Justification Form for simplified acquisitions under $250,000, completed by the U.S. Air Force to justify procurement of the iConnect TU-601 Multi-Head Mini Split Heat Pump Training Unit (Model TU-601, Dimensions: 79" H x 33" W x 73" L, Shipping Weight: 980 lbs). The form documents that the 3E131 Course Development team conducted market research and determined this specific trainer aligns with the Specialty Training Standard and that no suitable substitutes exist. The unit is required because it operates on 240 VAC single-phase power and uses R-410A refrigerant, ensuring compatibility with the Air Force's existing refrigerant management program and facility infrastructure.
The justification identifies that only iConnect manufactures a multi-head system meeting the training specifications, which is essential for providing Air Force 3E131 technicians with hands-on experience in installation, commissioning, and diagnostics of complex HVAC systems. The proprietary control mechanisms between indoor and outdoor units are unique to each manufacturer, making training on generic or alternative systems inadequate for achieving required qualifications as outlined in the Career Field Education Training Plan (CFETP). The procurement was justified under FAR 6.302-1 (only one responsible source available) and approved by the Contracting Flight Chief on 3-2-26, with supporting signatures from Resource Advisor (25 Feb 2026), Director of Ops (3-2-26), and Contracting Officer (3-2-26).

Question 2 Response: The 3E131 Course Development team has researched/determined that the TU-601 is the trainer that aligns with the Specialty Training Standard. Several manufacturers produce HVAC training equipment, only one company manufactures a unit that meets our training specifications. Specifically, we require a specialized trainer that operates on 240 VAC single-phase power and uses R-410A refrigerant, ensuring compatibility with our existing refrigerant management program and facility infrastructure. The training unit must be a multi-head system (which utilizes varying refrigerant flow), which is crucial for providing our technicians with hands-on experience in the installation, commissioning, and diagnostics of these increasingly complex systems. The proprietary control between the indoor heads and the outdoor unit are unique to each manufacturer. Training on a generic or alternative system would not adequately prepare our technicians for the specific brand they will encounter in the field. This single-source trainer is the only one that replicates the exact hardware and operational requirements of the systems our technicians are tasked with servicing, which will lead to greater proficiency, a reduction in service callbacks, and enhanced customer satisfaction.
Question 3 Response: No suitable substitutes. iConnect provides the TU-601 Multi-Head Mini Split Heat Pump Training Unit.
Question 4 Response: The 3E131 Training Manager has conducted a thorough review of the technical specifications for the Multi-Head Mini Split Heat Pump Training Unit and has verified that it is the only commercially available training system that fulfills all mandatory requirements of the Specialty Training Standard, as outlined in the Career Field Education Training Plan (CFETP). This verification confirms that no other available training system provides the necessary hands-on experience with the specific equipment configurations, proprietary controls, and diagnostic procedures required to achieve the essential qualifications for our technicians as outlined in the official training plan. Therefore, this unit is essential for compliance and proper credentialing within the career field.
