D eloitte C onsulting w as responsible for the developm ent of the B E

N R eporting application and is currently perform ing B E

N R eporting services along w ith several other IT S ervice requirem ents as part of the B

E nterprise N etw ork (B E

N ) program

. D eloitte’s experience and know ledge w orking w ith the B E

N rogram dates back to 2009. M ost recently, the requirem ents have been aw arded as task orders against the single aw ard B

E N

B P

A vehicle (TE

P C

13-68058). The B E

N B

P A is an Indefinite D elivery V ehicle (ID V

) aw arded against G S

A S chedule 70 that handles IT service requirem ents that relate to the B

E N program . The yearly expenditures for these services currently exceed 25 m illion dollars.

B E

P has recently established a new

A cquisition S trategy for B E

N requirem ents. The execution of this strategy requires the transitioning of B

E N requirem ents from the single aw ard B

P A

TE

P

C 13-68058 to com petitively aw arded task orders against the IR S

’s Total Inform ation P rocessing S upport S ervices (TIP P

S -4) M ultiple A w ard ID

IQ

C ontracts under the Inform ational Technology S ervices (ITS ) functional area. This strategy w ill allow

B E

P to achieve effective technical and price com petition am ong proven contractors, w hile utilizing the stream lined aw ard process of TIP

S S

-4. B E

P intends to include the B

E N

R eporting requirem ent as a task w ithin a larger B E

N Task O rder com petition to m aintain the uniform ity, com patibility, and integration that is critical betw een the individual B E

N com ponents.

D ue to the tim e and effort required to conduct a com petitive action of this size, enough tim e does not exist to establish a com petitively aw arded task order for the B

E N program requirem ents.

A t this tim e, only D eloitte C onsulting is capable of perform ing these B

E N

R eporting services due to the specialized background know ledge and experience required to seam lessly integrate the needed B eporting releases w ith the existing B E

N M odules, and the tim e constraints involved. Therefore, a sole source bridge task order is required to allow the continuation of the B

E N

R eporting requirem ents w hile a com petitive action is conducted.

Failure to im plem ent a 12-m onth bridge task order for the required B

E N

R eporting services w ill result in:

1.

D isruption in the B E

N R eporting services w ould have an adverse im pact to the efficiency of the nation’s currency m anufacturing process.

2.

C urrent tasks are com pleted, but follow -on w ork involving building, testing, training and deploym ent of im portant releases w ould rem ain incom plete.

3.

A stoppage of B

E N

R eporting support. Insufficient tim e exists to thoroughly train or hire additional federal staff before the current B

E N

R eporting task order ends.

4.

B

E P w ould lose an im portant vehicle to carry out its C urrency Q uality A ssurance initiative.
