THE U.S. NUCLEAR REGULATORY COMMISSION (NRC) is issuing this Sources Sought Synopsis as a means of conducting market research or as a market survey to determine the availability of potential qualified vendors with the technical capability to provide all management, supervision, administration, and labor for the Health Physics Training Contract. Specific activities include: developing and presenting training courses to NRC and Agreement State staff on various topics related to the field of Health Physics and associated NRC regulations; developing online training (or converting existing classroom courses to online training) for these topics; and providing technical support, calibration services, and general maintenance of health physics equipment used at the NRC's technical training center. Services are to be provided to the NRC primarily in Chattanooga, TN, but the contractor may be asked to deliver training at NRC Regional Offices, NRC HQ, or the contractor’s own training facility. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 611430.

THERE IS NO SOLICITATION AT THIS TIME. This request for sources and vendor information does not constitute a request for proposal; submission of any information in response to this market survey is purely voluntary; and the Government assumes no financial responsibility for any costs incurred.

REQUIRED CAPABILITIES:

• Capability to design, develop, and present instructor-led training (ILT) courses in technical topics directly related to NRC and Agreement State licensing and inspection responsibilities. Subjects that may be covered in the courses include:

fundamental and advanced health physics, decommissioning, MARSSIM, MARSAME, environmental monitoring, air sampling, health physics instrumentation, internal dosimetry, radiation dose assessment, fuel cycle health physics, uranium recovery activities, and radioactive waste. The courses shall be presented via classroom lectures, hands-on activities, equipment demonstrations and laboratory exercises. Some of the courses will be presented at the contractor's training facility for which the contractor shall be required to either possess or have access to portable radiation survey instruments as well as laboratory equipment which includes: gamma-spectroscopy units, air sampling equipment, environmental sampling tools and equipment, and various radiation sources as necessary to support the hands-on activities and demonstrations on the operation of the equipment. The contractor shall provide staff with the necessary expertise in the above-listed subject areas and experience in providing classroom lectures and laboratory exercises in order to develop and deliver the training courses. The contractor also shall either possess or be able to provide access to a training facility that has sufficient desks and seating for up to 24 students, and includes the necessary classroom equipment, such as including overhead projectors, screens, white boards, and speakers.

• Capability to design and develop new blended training courses, virtual training, online training, training videos, and other eLearning products in the subject areas discussed above. The eLearning products offered are expected to be designed to a Level 2 eLearning standard, which includes interactive exercises, liberal use of multimedia (audio, video, and animations), and knowledge assessment questions. All eLearning products shall be developed such that they are compatible with current NRC Learning Management Systems (SCORM compliant for the NRC's iLearn platform and Moodle compliant for the NRC's Moodle-based Collaborative Learning Environment).

• Capability to update and/or revise existing NRC blended training courses, virtual online training, training videos, and other eLearning products. This will require the contractor to be familiar with the software used to design, develop, and publish existing NRC training materials (HTML5/CSS3/JavaScript, JQuery JavaScript library, Bootstrap responsive design framework, MathJax JavaScript library/MathML markup language, Dreamweaver, Illustrator, Photoshop, Captivate, Audition, After Effects, Premiere Pro, Acrobat DC, Microsoft Office, YouTube, and Moodle).

• Capability to convert existing ILT courses to a blended or online format. The expected rate of conversion will be one course every 12-18 months. Courses or portions of courses that are converted to an online format shall be designed to a Level 2 eLearning standard, which includes interactive exercises, liberal use of multimedia (audio, video, and animations), and knowledge assessment questions. All eLearning products shall be developed such that they are compatible with current NRC Learning Management Systems (SCORM compliant for NRC's iLearn platform and Moodle compliant for the NRC's Moodle-based Collaborative Learning Environment).

• Sufficient knowledge and experience to provide technical support for the health physics equipment and laboratories located at the NRC’s Technical Training Center (TTC) in Chattanooga, TN. Technical support shall include, but is not limited to: purchasing, installing, modifying, servicing, repairing, and calibrating portable radiation survey meters, floor monitors, personnel contamination monitors, liquid scintillation counters, alpha spec and gamma spec systems, air sampling equipment, beam calibrators, dosimetry phantoms, and dosimetry readers used for NRC training at the TTC. NOTE: The contractor and/or subcontractor shall be located within 180 miles from the TTC in order to respond to equipment failures or emergent issues that may affect mission critical training.

The purpose of this announcement is to provide potential sources the opportunity to submit information regarding their capabilities to perform work for the NRC free of conflict of interest (COI). For information on NRC COI regulations, visit NRC Acquisition Regulation Subpart 2009.5 (http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html).

All interested parties, including all categories of small businesses (small businesses, small disadvantaged businesses, 8(a) firms, women-owned small businesses, service-disabled veteran-owned small businesses, and HUBZone small businesses) are invited http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html to submit a response. The capabilities package submitted by a vendor should demonstrate the firm's ability, capability, and responsibility to perform the principal components of work listed above. The package should also include past performance and experience regarding projects of similar scope listing the project title, general description, the dollar value of the contract, and name of the company, agency, or government entity for which the work was performed.

Organizations responding to this market survey should keep in mind that only focused and pertinent information is requested. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Submission of additional materials such as glossy brochures or videos is discouraged.
