About this file
This is a Performance Work Statement (PWS) for the hydrostatic testing of staging air receivers aboard the TSV-4 NARRAGANSETT naval vessel.
The contractor must accomplish inspection, cleaning, hydrostatic testing, restoration, and certification of eight staging air receivers (No. 1 through No. 8) and associated piping connections located in the machinery space. Work must comply with NAVSEA requirements, ABS/USCG requirements, OEM specifications, and an approved contractor-developed hydrostatic test procedure. The pre-test inspection phase requires the contractor to tag out and isolate each receiver, verify identification and nameplate data, conduct external visual inspection for corrosion, pitting, deformation, cracking, leakage, and unauthorized repairs, and submit a condition report to the Government Representative prior to testing. During preparation, pressure gauges, switches, relief valves, and instrumentation susceptible to damage must be removed or isolated, calibrated test gauges installed, drains and vents opened, receivers filled completely with fresh water with all trapped air vented, and test boundaries established using blinds, caps, or isolation valves. The hydrostatic testing phase requires individual testing of each receiver at certified test pressure or 1.5 times Maximum Allowable Working Pressure (MAWP), with a minimum five-minute hold period during which all accessible surfaces must be inspected for leakage, sweating, permanent deformation, bulging, and structural distress. No visible leakage, pressure loss, or permanent deformation is acceptable. Post-test actions include controlled depressurization, complete drainage of test water, internal drying, reinstallation of removed components, restoration to original operating configuration, and operational leak checks. Safety requirements mandate compliance with NAVSEA Standard Item requirements for tag-outs, confined space entry, hazardous energy control, and pressure testing, with submission of the test procedure for Government review, establishment of exclusion zones during pressurization, and use of only calibrated pressure gauges suitable for the test range. The Government Representative must receive a minimum 24-hour advance notice prior to pre-test inspection, test setup completion, pressurization and hydrostatic test, and final acceptance inspection. Acceptance criteria require each receiver to successfully maintain test pressure for the specified hold period, exhibit no leakage or permanent distortion, and be restored to full operational condition. The contractor must establish and maintain a Quality Control program with qualified personnel performing inspections, maintain current calibration certificates for all test equipment available for Government review, and provide a Hydrostatic Test Report containing vessel identification, location, serial number, working and test pressures, test medium, calibration certificates, test start/stop times, hold period duration, inspection results, discovered deficiencies, corrective actions performed, and contractor Quality Assurance and Government witness signatures.
