Contract Number: W900KK-21-9-0009

Awardee DUNS: 146066829

On 14 June 2021, in accordance with 10 U.S. Code § 2371b, The Army Contracting Command – Orlando has awarded an Other Transaction Agreement (OTA) for prototype development of the Synthetic Training Environment - Information Systems (STE-IS) Training Simulation Software (TSS)/Training Management Tool (Tool) requirements.

A Request for Solutions for this effort was issued through NSTXL on 11 Dec 2020 and its Amendment# 1 on 22 Dec 20, which resulted in the submittal of 11 total responses – one non-compliant response and ten compliant responses. As a result of a multi-stage competition, the following prototyping agreement will be awarded for the TSS/TMT to deliver an Initial Minimum Viable Capability Release (MVCR) during 1QFY22.

The TSS/TMT award will be performed by Cole Engineering Services, Inc via direct award OTA to CESI. The total value of this prototype project, if all phases and options are exercised, is $192,611,812.77.

The TSS/TMT is the platform enabler of the Synthetic Training Environment (STE) that will allow units and leaders to conduct realistic, multi-echelon/multi-domain, combined arms maneuver and mission command, live, collective training anywhere in the world. The integrated STE system is comprised of three foundational capabilities: Training Simulation Software/Training Management Tool (TSS/TMT) and hardware, Reconfigurable Virtual Collective Trainer(s) (RVCT(s)), and One World Terrain (OWT).

The STE architecture and design enables and supports interoperability with existing training systems (Live, Virtual, Constructive - Integrating Architecture [LVC-IA], Joint Land Component Constructive Training Capability [JLCCTC], Homestation Instrumentation Training System [HITS]); and future training systems Soldier Virtual Trainer (SVT), the embedded Integrated Visual Augmentation System (IVAS) with Squad Immersive Virtual Trainer (SiVT), future Next Generation Constructive (NGC), Synthetic Training Environment - Live Training System (STE-LTS) and operational capabilities. The TSS/TMT solution will use OWT products and integrate with RVCT as a cohesive STE system. The vendor will need to monitor, collaborate, and integrate with OWT, RVCT, SVT, IVAS-SiVT, and interfaces to Mission Command Information Systems (MCIS), Avionics Software Emulation [AvSE], Common Software Library [CSL], authoritative data sources, and LVC-IA. The TSS/TMT system will also bi-directionally communicate with MCIS and interface with LVC-IA to incorporate HITS, JLCCTC and Intelligence Electronic Warfare Tactical Proficiency Trainer (IEWTPT) into an exercise.

Upon successful completion of the prototype, the Government may award a follow-on production contract or transaction without the use of competitive procedures. Successful completion will occur when the prototype has been validated and is accepted by the Government.

Note: Should the selected vendor fail to demonstrate progress or be unsuccessful in the accomplishment of the goals of this prototyping effort, the Government reserves the right to return to the results of this competition and award additional Other Transaction Agreements to one or more of the vendors that responded to the initial Request for Solutions, as appropriate within the scope and evaluated results of the competition.
