State Safety Oversight (SSO) Program Request for Information (RFI)/Sources Sought Notice

DESCRIPTION

The safety of the nation’s public transportation systems is FTA’s top priority. The Federal Transit Administration’s (FTA) Office of Safety Oversight and Compliance (TSO-20) within the Office of Transit Safety and Oversight (TSO) is charged with delivering programs that ensure the highest possible level of safety for the nation’s public transportation systems. The State Safety Oversight Program (SSOP), currently managed by TSO-20, focuses on the development of standards, criteria, plans, procedures, and processes for implementation by states and rail transit agencies (RTAs). The SSOP seeks to address minimum regulatory requirements and to enhance safety practices.

TSO-20 requires contractor support to perform safety oversight activities of State Safety Oversight (SSO) programs. TSO-20’s core functions include collecting safety data on rail transit agencies (RTA), conducting audits of State Safety Oversight Agencies (SSOA) that oversee RTAs, and providing outreach and technical assistance to those same RTAs and SSOAs. If the FTA identifies a significant level of risk to safety, they may use TSO-20 resources to perform additional interventions into the safety management or oversight activities at public transportation systems or SSOAs. The authorities for TSO-20’s program activities are found in the Public Transportation Safety Program, (49 U.S.C. § 5329).

THIS IS A REQUEST FOR INFORMATION ONLY.

It is not a Request for Proposal, a Request for Quotation, a Request for Application, an Invitation for Bids, a Solicitation, or an indication that the FTA will procure for the items contained in this Special Notice. The Sources Sought/Request for Information (RFI) notice is an announcement seeking market research information for businesses that believe they are capable of providing the services in the attached Statement of Work (SOW). The capability package response for this Sources Sought/RFI is not expected to be a proposal, nor will any award be made, but rather specific, detailed information regarding the company’s existing experience in relation to the areas specified in the SOW for information and planning purposes only. The Government will not accept simple submission of your firm’s standard brochure of capabilities as a response to this Sources Sought/RFI. Responses to this RFI may not be returned and respondents may not be notified of the result of the review. The Government will not be responsible for any cost incurred by interested parties in responding to this request. If a Solicitation is issued, it will be announced on Contract Opportunities via sam.gov and/or the General Services Administration (GSA) eBuy system at a later date. All interested parties must respond to that Solicitation announcement separately from any response to this announcement. This RFI does not restrict the Government’s acquisition approach on a future Solicitation.

If your firm has an interest, please provide a typed capabilities statement of no more than 5 pages. The following questions must be answered and elaborated on as part of the capability statement package response:

(1) Past Performance Does your firm have the relevant past performance within the last three years (include contract number, contract type, total dollar value, point of contact (POC) with phone number and email address, and a brief description of the work performed)?
