About this file

This document outlines requirements for procuring tailshaft overhaul parts for the Training Ship FREEDOM STAR. The Maritime Administration requires contractor procurement of specific parts listed in an attached Defense Maritime Solutions quote by June 28, 2024. The parts will support the ship's next five-year regulatory drydocking and maintenance of its port and starboard tailshafts. They must be original equipment manufacturer parts and shipped to the Maritime Administration warehouse in Cheatham Annex, Virginia at the contractor's expense. A related sole source notification from the Department of Transportation announces the award for these tailshaft parts to Defense Maritime Solutions, the suggested supplier.

VESSEL INFO

MARITIME ADMINISTRATION

The Maritime Administration is the agency within the U.S. Department of Transportation dealing with waterborne transportation. Its programs promote the use of waterborne transportation and its seamless integration with other segments of the transportation system, and the viability of the U.S.

merchant marine. The Maritime Administration works in many areas involving ships and shipping, shipbuilding, port operations, vessel operations, national security, environment, and safety. The

Maritime Administration is also charged with maintaining the health of the merchant marine, since commercial mariners, vessels, and intermodal facilities are vital for supporting national security, and so the agency provides support and information for current mariners, extensive support for educating future mariners, and programs to educate America’s young people about the vital role the maritime industry plays in the lives of all Americans.

The Maritime Administration also maintains a fleet of cargo ships in reserve to provide surge sea-lift during war and national emergencies, and is responsible for disposing of ships in that fleet, as well as other non-combatant Government ships, as they become obsolete.

The Maritime Administration recently realigned many of its functions, to revitalize its role as an industry facilitator, and to bring greater focus to the areas of environment and safety.

TRAINING SHIP FREEDOM STAR

The vessel serves as a back-up and supplementary training ship for the United States Merchant

Marine Academy and the six state maritime academies. The vessel is normally berthed at the Seafarers

Harry Lundeberg School of Seamanship (SHLSS). Located in Piney Point, MD, the SHLSS is a vocational school dedicated to preparing students for successful careers as U.S. merchant mariners.

Before being redesigned to serve as a training vessel for students, the Freedom Star served as a solid rocket booster recovery vessel for the National Aeronautics and Space Administration (NASA), retrieving solid rocket boosters following space shuttle launches.

The vessel was transferred to MARAD at the end of the space shuttle program and is berthed at the SHLSS under a Memorandum of Agreement that maintains vessel readiness for MARAD missions at a reduced cost to the government, while also supporting entry-level training for individuals who wish to begin a seafaring career.
