About this file
This document outlines a statement of work for repairs to the dynamic positioning system on the Training Ship FREEDOM STAR. The Maritime Administration requires scaling and tuning of the Kongsberg dynamic positioning system, which will include providing a Kongsberg DP hardware technician and an EMI controls technician for a minimum two day service visit to resolve any interface issues. During this visit, the technicians will go offshore for scaling and tuning before attempting a certification trial. The contractor must provide all labor and materials to perform the work according to the service report recommendations, which include replacing missing components, restoring backed up software, servicing sensors, and resolving thruster interface problems. The contractor must submit electronic records of all work upon completion and note any discrepancies or recommendations. The period of performance is January 5, 2024 through August 30, 2024 to accommodate the vessel's monthly training cruises.

MARITIME ADMINISTRATION
The Maritime Administration is the agency within the U.S. Department of Transportation dealing with waterborne transportation. Its programs promote the use of waterborne transportation and its seamless integration with other segments of the transportation system, and the viability of the U.S. merchant marine. The Maritime Administration works in many areas involving ships and shipping, shipbuilding, port operations, vessel operations, national security, environment, and safety. The Maritime Administration is also charged with maintaining the health of the merchant marine, since commercial mariners, vessels, and intermodal facilities are vital for supporting national security, and so the agency provides support and information for current mariners, extensive support for educating future mariners, and programs to educate
America’s young people about the vital role the maritime industry plays in the lives of all
Americans.
The Maritime Administration also maintains a fleet of cargo ships in reserve to provide surge sea-lift during war and national emergencies, and is responsible for disposing of ships in that fleet, as well as other non-combatant Government ships, as they become obsolete.
The Maritime Administration recently realigned many of its functions, to revitalize its role as an industry facilitator, and to bring greater focus to the areas of environment and safety.
TRAINING SHIP FREEDOM STAR
The vessel serves as a back-up and supplementary training ship for the United States
Merchant Marine Academy and the six state maritime academies. The vessel is normally berthed at the Seafarers Harry Lundeberg School of Seamanship (SHLSS). Located in Piney
Point, MD, the SHLSS is a vocational school dedicated to preparing students for successful careers as U.S. merchant mariners.
Before being redesigned to serve as a training vessel for students, the Freedom Star served as a solid rocket booster recovery vessel for the National Aeronautics and Space
Administration (NASA), retrieving solid rocket boosters following space shuttle launches.
The vessel was transferred to MARAD at the end of the space shuttle program and is berthed at the SHLSS under a Memorandum of Agreement that maintains vessel readiness for
MARAD missions at a reduced cost to the government, while also supporting entry-level training for individuals who wish to begin a seafaring career.

WORK ITEMS:
ITEM 01 KONGSBERG DYNAMIC POSITIOINING SYSTEM; REPAIR
1 ABSTRACT:
The intent of this item is for contractor to provide all labor and material to travel to the vessel and accomplish the scaling and tuning to the Kongsberg Dynamic Positioning System.
A Kongsberg DP Hardware technician and an EMI controls technician should be scheduled to a service visit of not less than two days at the same time so both can work together to resolve any arising interface issues. During these two days, the DP software system engineer and hardware technician will go out in the river for scaling and tuning before a certification trial.

5 STATEMENT OF WORK:
Contractor to provide all labor and material to perform the scaling and tuning of the Kongsberg Dynamic Positioning System. This will include Contractor furnishing hardware and software technicians (maybe one and same) and providing an EMI controls technician (if needed).
A Kongsberg DP Hardware technician and an EMI controls technician should be scheduled to a service visit of not less than two days at the same time so both can work together to resolve any arising interface issues. During this two days the DP software system engineer and hardware technician will go out in the river for scaling and tuning before a certification trial is attempted. These repairs are as per the service report which stated:
“OS1 is missing. To replace a MP5810 base model and all wiring for CPOS must be ordered and installed. The OT is still there and seems to be functional. OS2 was missing an ethernet cable for NET A. The crew provided one and installed. OS2 had an OSK error and would not boot the software. The crew had the back up DDVD and I preformed a system restore of the MP510 with Ghost. After the system was restored and fully booted, I observed that both GPS units were in timeout. I configured the GPSs (not KM supplied) to the best of my ability however they still would not be accepted to DP. To resolve this a vendor of the customers choosing must sort out the wiring and ensure that the GPSs are configured to provide the DP cabinet NMEA telegrams GGA and VTG at 4800 Baud 8bit 1 stop bit and no parity. This vendor must then log the signal at the DPC to ensure that the signal is present at WU4 X11 15,16 and 11,12 (top right-hand wall IO card at the top). Next item was the MRU was not working due to the internal battery failing because of last being serviced in 2004 (the interval is 2 years) the MRU needs to be sent to KMI New Orleans for processing for calibration and repair in Norway (POC is Don Weaver). Wind signal is good. Gyro signal is good, but it is recommended that the NAVIGAT MK1 is serviced at an 18-month interval, Kongsberg has Sperry certified technicians available on request. The wing OT was tested at both stations with successful command transfer.
Thruster interface was tested with the following results. T1 is always ready meaning that there is something not wired properly at the PLC or an issue with the PLC.I observed at the PLC that when in DP there was no indication that station 3 (DP) was the active station. I was able to command T1 in both direction and observe feedback and wash in the expected direction. I was able to clutch in T2 and command directional control but was not able to command any thrust. I observed that the DP request for command was present at the PLC, the PLC was indicating a transfer to DP (station 3) but not responding to RPM command. T3 and T4 worked as expected and pitch command was responsive but not accurate however the inaccuracy was linear so this will be resolved by Kongsberg during scaling and tuning.
The following actions should be taken by the customer to have the DP system functioning as built:
After the GPSs are resolved and the MRU is serviced and returned, A Kongsberg DP Hardware technician and an EMI controls technician should be scheduled to a service visit of not less than two days at the same time so both can work together to resolve the thruster interface issues. After this is complete a DP software system engineer and hardware technician should go offshore for not less than two days for scaling and tuning before a certification trail is attempted.”
6 PERFORMANCE CRITERIA/DELIVERABLES:
Submit one legible copy, in electronic media, of a complete record of work performed listing the results of the testing to the COR.
