About this file
This Limited Sources Justification document from the Department of the Treasury's Office of the Comptroller of the Currency (OCC) details a contract modification for Knowledgebank Inc. to add an additional Retirement Support Specialist (RSS) to an existing task order (contract 2031JW21F00067). The modification is necessitated by a significant increase in employee retirement requests due to two workforce initiatives: the Voluntary Transfer Program (VTP) and the Deferred Retirement Program (DRP), which have created an unexpected surge in retirement processing workload.
The contract modification will add $154,711.87 to the current award value of $821,258.09, bringing the total to $975,969.96. The additional specialist will support the Office of Human Capital from May 15, 2025, through February 28, 2026. The justification is being processed under FAR 8.405-6(a)(1)(i)(A) for urgent and compelling needs, with the rationale that a full competitive procurement would result in unacceptable delays in retirement processing and potentially cause issues with benefit start dates, payment errors, and employee grievances. The requirement was originally solicited competitively in 2021 as a small business set-aside, and the government anticipates competing future requirements through standard competitive procedures.

DEPARTMENT OF THE TREASURY
LIMITED-SOURCES JUSTIFICATION
This acquisition is conducted under the authority of the Multiple Award Schedule Program (see FAR 8.401)

3.b Includes IT: Yes No 3.c IGCE/Estimated dollar value:
The current award value is $821,258.09. The proposed modification adds an additional $154,711.87 to the award.
4.a Identification of the authority being used (Check the appropriate box that applies).
FAR 8.405-6(a)(1)(i)(A) – An urgent and compelling need exists, and following the procedures would result in unacceptable delays.
FAR 8.405-6(a)(1)(i)(B) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
FAR 8.405-6(a)(1)(i)(C) – In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order or BPA provided that the original order or BPA was placed in accordance with FSS procedures in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
FAR 8.405-6(b) – Items peculiar to one manufacturer.
4.b Supporting Rationale:
The agency currently holds a professional services contract that provides one retirement specialist to support the Office of Human Capital. However, due to a significant and unanticipated increase in employee retirement requests, the current level of support is no longer sufficient to meet operational requirements. This increase is directly attributable to two agency-wide workforce initiatives: the Voluntary Transfer Program (VTP) and the Deferred Retirement Program (DRP). These programs have resulted in a sudden influx of employees electing to retire within a condensed timeframe, exceeding the workload capacity of the existing retirement specialist as originally planned. Timely and accurate retirement processing is essential to ensuring continuity of benefits for departing employees and maintaining
This acquisition is conducted under the authority of the Multiple Award Schedule Program (see FAR 8.401) compliance with federal retirement regulations. Delays in retirement processing can result in missed benefit start-dates, payment errors, and employee grievances. The onboarding of an additional qualified retirement specialist is therefore critical to meet this surge in workload and maintain operational integrity. Conducting a full competitive procurement process for this additional resource would result in unacceptable delays, which could exacerbate backlogs and negatively impact retiring employees. As such, it is in the best interest of the agency to modify the existing contract to add a second retirement specialist from the same contractor, who can be onboarded and made operational immediately. This urgent and compelling need justifies limiting sources in accordance with FAR 8.405-6(a)(1)(i)(A).
5. A determination by the ordering activity Contracting Officer that the order or BPA represents the best value consistent with FAR 8.404(d):
The ordering activity contracting officer has determined that a modification to this order represents the best value to the Government, consistent with FAR 8.404(d). It is not feasible to satisfy the Government’s urgent and compelling requirement through issuance of a new stand-alone order. GSA has already determined the labor hour rates for this requirement to be fair and reasonable and the Government is applying the same mix of labor in this supplemental agreement as it determined fair and reasonable in the base award.
6. A description of the market research conducted among schedule holders and the results or a statement why market research was not conducted:
Given the urgent and compelling nature of the requirement, the Government was constrained in its ability to conduct extensive market research. As a result, market research efforts were focused on the practical and logistical feasibility of executing an in-scope supplemental agreement to meet the agency’s immediate and critical needs.
7.a Any other facts supporting this justification:
None 7.b Attachments: Yes No
8. A statement of the actions, if any, the Requiring Activity and Contracting Activity may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies and services is made:
This requirement was originally solicited competitively in 2021 as a small business set-aside.
This action is being conducted on a limited-sources basis solely due to the urgent and compelling nature of the Government's present circumstances. The Government anticipates competing any follow-on requirement to this effort through appropriate competitive procedures.
