LIMITED-SOURCES JUSTIFICATION
This acquisition is conducted under the authority of the Multiple Award Schedule Program (see FAR 8.401)

1. Identification of the agency and the contracting activity:
The requiring activity is the Office of the Comptroller of the Currency Information Technology Services (ITS), and the contracting activity is the Office of the Comptroller of the Currency.
2.a Nature and/or description of the action being approved:
The purpose of this limited-sources justification is to obtain approval to modify an existing task order to add scope.

The IGCE is $117,600 inclusive of an optional task. The value of the six month extension is $4,961,583.68. Based on FWG’s quote, the modification will increase the option year value by $313,850 to $5,275,433.68. The total value of the task order will increase from $54,182,341.21 to $54,496,191.21.
4.a Identification of the authority being used (Check the appropriate box that applies).
☐ FAR 8.405-6(a)(1)(i)(A) – An urgent and compelling need exists, and following the procedures would result in unacceptable delays.
☒ FAR 8.405-6(a)(1)(i)(B) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
☐ FAR 8.405-6(a)(1)(i)(C) – In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order or BPA provided that the original order or BPA was placed in accordance with FSS procedures in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

4.b Supporting Rationale:
In accordance with 8.405-6, Limiting sources, OCC justifies the use of only one source via (a)(1)(i)(B) – Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
OCC has limited competition to the existing vendor because the work is related to the scope of their task order.
5. A determination by the ordering activity Contracting Officer that the order or BPA represents the best value consistent with FAR 8.404(d):
The Contracting Officer has determined that the modification represents the best value consistent with FAR 8.404(d) and lowest overall cost alternative (considering price and administrative costs) to meet the Government’s needs based on the discounts provided off FWG’s GSA Schedule.
6. A description of the market research conducted among schedule holders and the results or a statement why market research was not conducted:
This acquisition is conducted under the authority of the Multiple Award Schedule Program (see FAR 8.401)
Due to the nature of acquisition and the unique qualifications of the contractor as described in section 5 above the Government market research was not conducted. However, the Government will seek competition for these services in subsequent acquisitions.

8. A statement of the actions, if any, the Requiring Activity and Contracting Activity may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies and services is made:
The current task order ends in January 2023 and the OCC is in the process of finalizing the requirements document for the recompete. The increased scope is required due to the OCC’s move from their existing disaster recovery location in Colorado. This scope is included in the recompete requirements.
