1 INTRODUCTION AND SCOPE
1.1 The Princeton Plasma Physics Laboratory (PPPL) is a United States Department of Energy national laboratory operated by Princeton University, playing a key role in assisting Fusion Energy Sciences (FES) achieve their strategic goals. The PPPL vision is “Enabling a world powered by safe, clean and plentiful fusion energy while leading discoveries in plasma science and technology.” To execute this vision the Tokamak Fusion Test Reactor (TFTR) was an experimental tokamak built at PPPL and was operated from 1982 to 1997 and removed in 2002. PPPL has some residual tritium, a radioactive isotope of hydrogen, in the Tritium Systems and Neutral Beam Boxes (NBBs) that were used to support TFTR, and that were left on-site after completion of the TFTR experiment. Estimates of the residual activity are on the order of 19,000 Curies, the bulk of which is in the Torus Cleanup System (TCS) Molecular Sieve Dryer Beds. As a result of the tritium inventory in the TCS System the PPPL Tritium Areas are being maintained as a Hazard Category 3 (HC-3) facility as required by DOE-STD- 1027 Hazard Categorization of DOE Nuclear Facilities. As such, and to keep focus on the health and safety of personnel and to limit institutional risk the removal of the sieve beds will need to be prioritized in project planning and scheduling. The remainder of the inventory is in several glove boxes and fume hoods, three gas storage tanks, and some contaminated equipment and piping. Tritium has a half-life of 12.3 years and the residual tritium has undergone nearly two half-lives since the end of TFTR operations. Two of the three Neutral Beam Boxes (NBBs) located in the TFTR test cell will be relocated and retained to provide spares for the NSTX-U device, and the third NBB will be disposed of as waste.
1.2 The Tritium Systems Demolition and Disposal (TSDD) project will remove legacy tritium systems and equipment from PPPL (See Attachment 1 for detailed scope descriptions). The project will reduce risk of a release and safely dispose of contaminated materials. PPPL will apply radiological controls based on surveys they perform; however, the Contractor will be responsible for the safe removal, characterization not previously performed by PPPL, waste packaging, transportation, and disposal of the following equipment:

Gas Holding Tanks (GHT’s), Plasma Exhaust Tanks (PET’s), associated Process lines and piping located in the Gas Holding Tank Room
Torus Cleanup System (TCS) Sieve Beds A and C

1.3 The Demolition and Disposal (D&D) services firm being requested will be referred to as the “D&D Subcontractor” in this Statement of Work.
1.4 The D&D Subcontractor shall submit a Schedule of Values representing the awarded scope. The Schedule of Values shall be approved by PPPL.
1.5 Due to funding constraints the threshold scope will be awarded with two options to facilitate time-phasing of funds. If available funds are sufficient additional Options (3-6) will be exercised. The scope of work of the TSDD Project includes the following (see Attachment 1 for details on each scope item):

Waste Transportation and Disposal Costs for each Scope Item shall be separated from the system removal, packaging, and transportation bid price. One bid price for all five scope items should be provided, and one bid price for disposal. Disposal scope may not be included in the award, depending on price.
The removal of the molecular sieve from the TCS Dryer Beds A then C shall be completed first (part of Scope Item 5) and no other work can be conducted until PPPL notifies the subcontractor that the Tritium Area has been downgraded from a Hazardous Category – 3 nuclear facility. The TCS Molecular Sieve Drier Beds (MSDBs) A and C contain Class “B” quantities of tritium and shall be removed and disposed of as soon as possible to allow downgrading the facility below HC-3. The sieve shall be broken down into Type “A” quantities for disposal. Additional information is in Attachment 2.

4 RESPONSIBILITIES
4.1 Princeton Plasma Physics Laboratory
PPPL has designated the Princeton Technical Representative (PTR) to be the single point contact for this activity.
PPPL will supply external dosimetry for the D&D Subcontractor. The subcontractor shall report internal bioassay results to PPPL.
PPPL will provide Health Physics support for D&D activities including personnel monitoring and the release of radioactive materials and equipment.
PPPL will review all technical procedures for system removals developed by the D&D Subcontractor.
PPPL will hold a pre-bid meeting and walkdown of the project scope.
Project Organization Chart
4.2 Subcontractor
The D&D Subcontractor Firm’s employees will be required to satisfy the Environment, Safety, and Health (ES&H) requirements of Section 5.1.
The D&D Subcontractor shall be responsible for ensuring that all labor, material, tools, equipment, testing, inspection, and all necessary General Conditions work that is required by or may be reasonably inferred from the subcontract documents are provided.
The D&D services shall consist of managing labor, materials, equipment procurement, lower tier subcontracts, and all D&D activities at the site including:
D&D planning including generating resource loaded schedules, arranging, and determining D&D activities sequences see Attachment 3 – D&D Progress Documentation (Schedule).
Managing lower tier subcontracts that are contracted by the D&D subcontractor. Lower tier subcontractors with greater than $500k of scope need to be identified at project award.
Managing all D&D activities on the TSDD Project (labor, material and equipment receipt, warehousing, security, fire protection (security and fire protection shall be coordinated with PPPL Site Protection), D&D safety program, installation, and recycling or disposal of all hazardous (including radioactive or mixed waste) and non-hazardous D&D waste, etc.). Site access shall be restricted to authorized personnel. Authorization will be part of the PPPL badging process.
Assembling bid packages as required.
Monitoring lower tier subcontractors' progress versus schedule, including ES&H performance, confirm progress claimed on invoice payments.
The D&D Subcontractor shall flow-down all requirements to the lower tier subcontractors.
Establishing and maintaining security and access control at the D&D site.
Assuring that any / all requirements set forth herein that are applicable to D&D Subcontractor’s employees shall also be applicable to applicable employees of any of D&D Subcontractor’s lower tier subcontractors who are engaged to support D&D Subcontractor’s efforts under this SOW.
The D&D Subcontractor shall identify in their proposal any items or service they require from PPPL in order to complete their scope of work e.g., power sources, water, staging areas for equipment, etc.
The work of the D&D Subcontractor must include consideration of the impacts of the identified hazards and their mitigation requirements as documented in the Hazard Analysis Report (HAR) (Reference 2.16). Additionally, as long as the Tritium Area is considered a Hazard Category-3 nuclear facility, only work associated with removal of sieve Bed A will be conducted consistent with the ESS (Reference 2.37).
All remaining work shall be conducted after PPPL notifies the subcontractor that the Tritium Area is down-graded from a Hazard Catergory-3 nuclear facility.
Staffing:
The responsible corporate representative with authority to ensure satisfactory performance under this contract shall be named. This representative shall have the authority to draw on corporate resources as required to accomplish project scope.
The D&D Subcontractor shall provide qualified personnel (See Section 7.0 for qualification details), to be approved by PPPL for the following positions. Resumes/biographies shall be included in the vendor’s proposal:

These positions are distinct from each other and one person cannot perform more than one function.
D&D Subcontractor shall provide all necessary qualified personnel to perform D&D services under this Subcontract and in accordance with the established schedule. Note: PPPL Health Physics will provide support to the D&D Subcontractor.
Most of the tritium handling and delivery systems fall into Export Control Classification Number (ECCN) 1B231.a, "Facilities or plant for the production, recovery, extraction, concentration, or handling of tritium". As such, all D&D Subcontractor employees and sub-tier subcontractor employees shall be “US Persons” as defined by the U.S. Department of Commerce Export Administration Regulations (EAR).
The D&D Subcontractor shall prepare, provide, and implement a project specific Project Management Plan (PMP) that shall include as a minimum the following sections:
• D&D Management Plan
• Health and Safety Plan (HASP)
• Procurement Plan
• Quality Management Plan (QMP)
• Waste Management Plan
• Security Plan
The PMP will serve as a roadmap for executing this project. The D&D Subcontractor will review the PMP with the TSDD Project Manager and PTR for review and written approval prior to executing the plan. A minimum of 10 working days shall be given to PPPL for review of the PMP. The D&D Subcontractor shall maintain the PMP throughout the entire course of the project. The D&D Subcontractor shall revise this document as changes become necessary. PPPL will approve all changes.
An overview of the Project Management Plan requirements is shown below.
D&D Management Plan
4.2.6.1.1 The D&D Management Plan is a written, project-specific plan which outlines the project’s scope, organization, and specific approach that the D&D Subcontractor will undertake to accomplish the various management tasks for the project.
4.2.6.1.2 In addition to the D&D Management Plan, the D&D
Subcontractor shall include scheduling data that includes actual schedule progress, milestones reached and earned value; variance analysis and corrective actions needed; display of the present critical path; and a narrative describing the status of technical work, significant project accomplishments, and potential problems/risks.
Additionally, a logistics plan shall be incorporated into the D&D Management Plan which addresses laydown areas for material, offices, staging, etc.
4.2.6.1.3 The D&D Management Plan shall detail how Work
Planning and Control will be managed to ensure all work is done safely and efficiently
Health and Safety Plan (HASP)
The D&D Subcontractor’s HASP shall address all aspects of the work and clearly identify the individuals responsible for the overall project safety. It is of paramount importance that the safety of all personnel during D&D is of prime importance to the project.
The D&D Subcontractor and all its lower tier subcontractors shall comply with OSHA regulations and ANSI Standards as identified in section 2, 10CFR835 as implemented per PPPL’s Radiation Protection Program, DOE Order 458.1 as implemented per PPPL’s Environment Radiation Protection Program and other applicable requirements as identified, but may not be limited to section 2.
4.2.6.2.1 Designation of the individual(s) responsible for its on-site implementation, and the qualifications for those individuals,
4.2.6.2.2 Preparation and approval by PPPL of job hazard analyses (JHAs) in accordance with PPPL procedure ESH-004 prior to commencement of affected work activities. The JHAs must identity foreseeable hazards and protective measures, and address further hazards revealed by any supplemental information provided by PPPL.

4.2.6.2.3 COVID-19 controls must also be included in work
planning and JHA. This includes daily health screening, periodic testing, controls per PPPLs level of work gradation, contact tracing, http://bp.pppl.gov/JHA_online.doc and replacement of personnel, even if temporary, if work continues.
4.2.6.2.4 Providing (for approval by PPPL) drawings and/or other documentation of protective measures for which applicable OSHA standards require preparation by a Professional Engineer or other qualified individual (to be included in the HASP).
4.2.6.2.5 The plan shall document how worker exposure will be maintained below American Conference of Governmental Industrial Hygienists (ACGIH), ‘‘Threshold Limit Values (TLVs) for Chemical Substances and Physical Agents and Biological Exposure Indices’’ when the ACGIH TLVs are lower (more protective) than permissible exposure limits in 29 CFR 1910. When the ACGIH TLVs are used as exposure limits, the subcontractor and sub-tiers must also comply with other provisions of any applicable expanded health standard found in 29 CFR 1910 and/or part 1926.
4.2.6.2.6 Identifying (for approval by PPPL) competent persons for activities as required by applicable OSHA standards (to be included in the HASP).
4.2.6.2.7 Ensuring workers are aware of foreseeable hazards and the protective measures as defined by the JHAs, and requiring that workers acknowledge being so informed.
4.2.6.2.8 Ensuring that workers not following the safe work
practices are subject to the D&D subcontractor’s disciplinary process.
4.2.6.2.9 Instructing workers to report to the D&D Subcontractor’s designated representative hazards not previously identified or evaluated. If immediate corrective action is not possible or the hazard falls outside the project scope, the D&D Subcontractor must immediately notify affected workers, post appropriate warning signs, work with PPPL to modify the appropriate JHAs, implement needed interim control measures, and notify PPPL of the action taken. The D&D Subcontractor or the designated representative must stop work in the affected area until appropriate protective measures are established.
4.2.6.2.10 Maintaining a full-time Safety Professional on-site during all active D&D activities.
4.2.6.2.11 Ensure Quarterly Safety Meetings are held to review where improvements are needed and to reward good performance.
4.2.6.2.12 Conduct a readiness review prior to breaking into the first tritium contaminated system(s) for the first time. This readiness review will ensure that all aspects of work planning and control are ready, available, and functional. This includes qualified personnel that are trained, tooling and equipment, controls, procedures, staging, emergency planning and response, and coordination within and outside the project. This will be coordinated with PPPL.
Satisfactory completion of this review will support PPPL’s issuance of a Notice to Proceed.
Procurement Plan
4.2.6.3.1 Maintain procurement status and schedule data for D&D Subcontractor procured items. A monthly Procurement Schedule Status Report (PSSR) shall be provided to show the status of lower tier subcontracts, lower tier purchase orders, and material/equipment deliveries required to support the D&D effort.
This status is meant to address larger procurements of over $25,000.
Quality Management Plan (QMP)
4.2.6.4.1 The D&D Subcontractor shall be responsible for
developing and maintaining a project specific QMP which reflects the general approach of the D&D Subcontractor to accomplish the required quality for the project. The QMP shall meet the requirements of the PPPL Quality Assurance Program Description (QAPD) Appendix C, Ref. 2.18. All work shall be performed consistent with the requirements of PPPL’s Quality Assurance Program Description (QAPD), Ref. 2.18. Additionally, the QMP shall be consistent the requirements of PPPL Plan EM-QA-20, Ref. 2.23, for Low Level Radioactive Waste.
Waste Management Plan
4.2.6.5.1 The D&D Subcontractor shall be responsible for
developing and maintaining a project specific Waste Management Plan. This plan shall, at minimum, be consistent with the requirements of PPPL’s Environmental Services Division Procedures, Ref. 2.24 to 2.30, and the PPPL Safety Manual ESHD 5008 Section 7.
4.2.6.5.2 The plan shall, at minimum, address processes and
procedures to characterize, package, transport, and dispose of radioactive waste. Note: The D&D Subcontractor will be responsible for all aspects of waste categorization, including ensuring that Waste Acceptance Criteria is met for the chosen disposal site.
4.2.6.5.3 The section on transportation shall discusses types of conveyances, routes (inside facility, to staging area and waste site) and management of off normal conditions for transportation operations, off-loading activities at the waste site, and tracking availability of all waste packages.
Security Plan
4.2.6.6.1 The D&D Subcontractor shall manage and monitor
security of the D&D site for safety and impacts on neighboring areas.
The D&D Subcontractor shall develop a security plan and submit for PPPL (including Site Protection Division) review and written approval as part of the PMP.
Tooling or equipment that becomes contaminated during the performance of the project scope is the responsibility of the D&D Subcontractor. PPPL is not responsible to replace any contaminated tool or equipment.
The D&D Subcontractor and all sub-tier subcontractors have the authority and responsibility to stop work that they believe creates imminent danger per PPPL Policy P-012 (Ref. 2.35).
5 REQUIREMENTS
5.1 ES&H Requirements
The D&D Subcontractor shall provide a full-time Safety Professional on-site during all active D&D activities. The Safety Professional shall be knowledgeable of the associated hazards; shall have the authority to act on behalf of the D&D Subcontractor and have direct line to corporate safety manager; and shall make frequent and regular inspections of the worksite to identify and correct any instances of noncompliance with project safety and health requirements.
The D&D Subcontractor shall provide a Health Physicist for the project. The Health Physicist shall be knowledgeable of the radiological hazards associated with the work; shall have the authority to act on behalf of the D&D Subcontractor; and shall make frequent and regular inspections of worksites to ensure worker compliance with radiological requirements.
The subcontractor shall comply with the specific PPPL documents, requirements, permits and courses listed in this Statement of Work; the completed subcontractor Health and Safety Plan (HASP), and all applicable Federal, State, and local laws, regulations and requirements whether or not they are specifically listed in the Statement of Work or subcontract. The D&D Subcontractor shall be responsible for job site safety and shall follow all applicable laws, regulations, PPPL policies and requirements and specifications.
The D&D Subcontractor shall develop and monitor implementation of an overall Environmental Safety and Health Program for the Project. The program shall be in compliance with applicable federal, state, local laws, and regulations, PPPL policies and requirements and subcontract documents. The D&D Subcontractor shall review, monitor compliance, and coordinate the implementation of individual lower tier subcontractors’ Safety Programs. The D&D Subcontractor shall confirm that the lower http://bp.pppl.gov/ESHD_MANUAL/safety/sm1.pdf tier subcontractors’ Safety Programs include, but are not limited to, a minimum of weekly safety walkthroughs and inspections with the TSDD Project Field Manager , TSDD Health Physics personnel, and other PPPL staff, daily Safety Toolbox meetings (with documented meeting minutes and signatures of workers attended), daily safety checks of the Project, and daily pre-task plans. The D&D Subcontractor’s Safety and Health Manager shall be responsible for implementing, controlling, and monitoring the D&D Subcontractor’s own Environmental Safety and Health Program and reviewing and monitoring the lower tier subcontractors’ Environmental Safety and Health Programs for compliance with all applicable requirements.
All radiological work shall be performed per PPPL’s Radiation Protection Plan (RPP) and implementation procedures, Ref. 2.19 and PPPL’s Environment Radiation Protection Plan and implementing procedures including the release of radioactive materials.
Safety signage shall be placed in obvious locations to heighten safety awareness throughout the Project.
Personal protective equipment for D&D Subcontractor’s personnel and job site visitors shall be maintained by the D&D Subcontractor and replenished as necessary.
The work area will have minimal live systems/utilities remaining (fire detection, lighting) and will be marked. All other systems/utilities such as control wiring, gases, will be locked out/tagged out and/or air gapped by PPPL to ensure control of hazardous energy (energy isolation). These systems will also be marked to identify them for D&D.
The subcontractor will be required to observe PPPL energy isolation, verify no energy, and apply their locks per procedure.
The D&D Subcontractor shall submit monthly to the TSDD Project Manager, a report of their safety performance on the project. The report shall include as a minimum, a log for all safety meetings, a list of safety deficiencies and near misses, the resolution and number of days taken to correct each deficiency or near miss, total number of hours worked onsite by all subcontractor and lower tier personnel, number of OSHA recordable cases, number of lost workdays and lost workday cases, number of days without a lost workday case and total number of hours without a lost workday case. All data relating to accidents or injuries should include the nature and result of the injury, first aid and other medical treatment, analysis of cause(s) of the accident and field implemented corrective actions to reduce or eliminate similar accidents in the future. The data on OSHA recordable cases, lost workdays, lost workday cases and total number of man hours worked shall be publicly displayed at the site to enhance the awareness of safety throughout the project. Subcontractor shall conduct or participate as directed by PPPL contract administrator in any investigation or causal analysis related to an event, incident, or injury on this project.
D&D Subcontractor shall present SDS’s (Safety Data Sheets) for any chemicals that D&D Subcontractor or their lower tier subcontractors intend to use to PPPL. The
SDS’s shall be submitted for review and approval at least five (5) working days before those chemicals are brought on PPPL’s site.
D&D Subcontractor equipment & vehicles, and those of the D&D Subcontractor’s lower tier subcontractors must inspected before bringing on PPPL property and before each use and be in good working condition. Any leaks or spills must be reported immediately to PPPL and work stopped until the spill can be cleaned
up. The D&D Subcontractor is responsible for remediation costs caused by negligence and / or faulty equipment. PPPL Environmental Services, in its sole discretion, will determine the proper method of remediation. All vehicles being used for work activities on the PPPL site, regardless of their maximum capable speed, must be equipped with safety belts prior to entrance.
Care must be taken to protect personnel, employees, facilities, and surroundings.
Workers must take and pass PPPL General Employee Training (GET) if they need to be on-site for 40 hours or more during the project. GET is a computerized course which will take about 2 hours to complete.
PPPL Safety Training courses that the D&D Subcontractor staff may need to complete to perform the work scope are listed at:

- D-Site Access Training (PPPL specific – 3 hours) Radiation Safety (PPPL specific – 4 hours) Cryogenic Liquids (PPPL specific – 2 hours)
D&D Subcontractor will need to provide proof that their employees are properly trained to perform the work detailed in this SOW.
Meetings:
D&D Subcontractor will hold daily Plan of the Day (POD) meetings to review the work to be completed each day and discuss any pertinent information.
The D&D Subcontractor shall hold weekly “owner/subcontractor” meeting with PPPL project team to review and discuss the following at a minimum. The responsible corporate representative shall be available for this meeting.
• Safety
• Work progress and projection
• Schedule of values review
• Project submittals
• Requests for Information (RFIs) and issues

D&D Subcontractor must complete a PPPL Job Hazard Analysis (JHA) using a format supplied by PPPL (ESH-004) or another format that is approved in advance and in writing by PPPL. The JHA must be reviewed, by all D&D Subcontractor workers who will be working under this SOW, with the responsible PPPL representative at a pre-job brief.
A Government Issued Picture ID is required for access to the site.
PPPL has safety programs that include the following areas Confined Space Permits, Penetration and Fire Seal permits, Flame permits, Radiation Work permits, Lock- out/Tagout of energy sources, and restrictions on working alone. The subcontractor must confirm with the TSDD Project Field Manager that all prerequisites have been met before initiating any activity that involves these areas.
Frequent safety oversight and audits will be performed by PPPL ES&H personnel; however, the D&D Subcontractor remains responsible for overall job site safety.
A PPPL approved lock-out tag-out procedure, and application of locks and tags by affected individuals, is required in most cases to mitigate hazards associated with any potential energy sources (electrical, mechanical, cryogenic, etc.).

5.2 General D&D Requirements
General
The D&D Subcontractor shall insure that all materials, labor, equipment, and services required by the Subcontract Documents to complete the work scope are provided during D&D activities.
General Conditions Work
The D&D Subcontractor shall provide all items identified in this section. In addition, the D&D Subcontractor shall provide all other items required by the Subcontract Documents and any other General Conditions Work items, required to complete the Work.
Field Staff
A list of Field Personnel shall be provided including a minimum percentage of time required to support the D&D effort.
Office Staff

Job Site Office(s)
In addition to those requirements set forth in the Subcontract Documents, D&D Subcontractor shall include adequate equipment, facilities, and Field Offices necessary to support the Work. All cost for installing, operating, and removing such equipment and/or facilities shall be the responsibility of the D&D Subcontractor.
The D&D Subcontractor shall keep access to existing buildings, hallways, fire extinguishers, emergency safety showers/eye wash stations and egress routes always clear at all times.
Construction Equipment
Provide all construction equipment items, and assure proper training/certification/licenses/users manuals are available, throughout the Project as the Work requires, for the benefit of the Project and the D&D Subcontractor/ lower tier subcontractors. Construction equipment shall include all labor and materials for mobilizing and demobilizing, maintaining, storing, rental, usage, and operating cost. D&D Subcontractor, and lower tier subcontractors, shall follow PPPL QA procedures to verify materials so as to prevent introduction of counterfeit, suspect, or refurbished items. All equipment shall be inspected prior to use and at frequency required by owner’s manual and OSHA. The requirements of Section 2.1.6 apply for all Special Purpose Vehicles and Equipment. Note: Only electric forklifts shall be used while the facility is classified as HC-3.
Material Handling & Hoisting and rigging
Provide all material handling & hoisting & rigging items, and assure proper personnel training/certification/licenses as well as equipment qualifications, throughout the Project as the work requires, for the benefit of the Project and the D&D Subcontractor/lower tier subcontractors. Material handling & hoisting shall include all labor and materials for mobilizing and demobilizing, maintaining, storing, dunnage, rental, usage, and operating cost. All hoisting and rigging shall comply with PPPL document ES-MECH-007 (Ref. 2.11). Note:
Critical lifts as defined in ES-MECH-007 require the presence of a PPPL Lift Engineer or his designee.
Clean Up
D&D Subcontractor will be responsible for all clean up at the end of each day. D&D Subcontractor may transfer some of the continuous clean up responsibilities to its lower tier subcontractors, but PPPL shall still hold D&D Subcontractor responsible for continuous clean up in the event PPPL feels the Project is not being maintained in a clean manner or meeting the requirements of the Specifications.
Other
The D&D Subcontractor shall be responsible for all other costs for labor and materials for items required by the Subcontract Documents and reasonably expected for the scope of this Project warranty, punch list, field personnel, supervision and management of the Work, meetings, inspections, observing the Work, coordinating the Work, scheduling and planning the Work, safety, and cleanup.
Work
The D&D Subcontractor's control of the work shall include the immediate direction of the specific means and methods of lower tier subcontractors' activities or their scheduling of individual work tasks; including that required to create, update or revise the project schedule per the subcontract documents and to assure the project is completed within the accepted schedule.
The D&D Subcontractor's responsibility shall include timely coordination of the subcontract schedule between lower tier subcontractors to resolve and expedite resolutions of any work that may be disputed between lower tier subcontractors.
The D&D Subcontractor shall determine the adequacy of lower tier subcontractors' personnel, equipment, training/certifications/licenses, safety & quality programs and availability of materials and supplies. If these items are determined inadequate, the D&D Subcontractor shall develop a plan of recovery with the lower tier subcontractor(s) and shall enforce the applicable provisions of the subcontract documents within its authority given by the subcontract documents.
D&D Subcontractor shall conduct a regular daily walk-through of the project with the TSDD Project Manager or his/her designee.
D&D Subcontractor shall coordinate the delivery, storage, and inventory of PPPL supplied materials and equipment to the lower tier subcontractors.
The D&D Subcontractor shall continuously follow up with lower tier subcontractors about their job site maintenance and their conformance in providing a safe workplace. D&D Subcontractor shall ensure all environment, safety and health related requirements flow down to the lower tier subcontract documents and are enforced. D&D Subcontractor shall assure access at all times to all emergency personnel requiring access to the D&D site and other areas of the site.
The D&D Subcontractor shall coordinate lower tier subcontractor's training with the TSDD Project Field Manager.
Configuration (Baseline) Management
The TSDD Project Manager will prepare Baseline Change Proposals (BCPs) when needed and coordinate evaluation of impacts for BCP’s. The D&D Subcontractor shall assist by providing the needed technical, cost, and schedule data for all Potential Change Notices (PCNs).
Project Schedule/Reporting

5.3 Notification Requirements (Off-Normal Events and Issues)
Contacting the PPPL Emergency Services Unit at X3333 to obtain emergency assistance and taking immediate actions to protect workers, guests and visitors takes precedence over the notification requirements described herein.
The Subcontractor shall notify PPPL within 15 minutes of becoming aware of off- normal events and issues; off-normal events and issues include:
Personnel injuries of any kind
Near misses that could have resulted in significant (recordable injury or worse) worker injuries
Uncontrolled or unforeseen personnel exposure to radiation, chemical, biological, or physical hazards (e.g., noise, laser, ultraviolet light, heat, etc.)
Fire emergency of any kind
Any unexpected discovery of an uncontrolled hazardous energy source (e.g., live electrical power circuit, etc.) not including discoveries made by zero-energy checks and other precautionary investigations made before work is authorized to begin
Any failure to follow a prescribed hazardous energy control process (e.g., lockout/tagout)
Damage of any kind to Laboratory property
Damage of any kind to personal property owned by PPPL employees, guests, and visitors
Any spills of chemicals, fuels, lubricants, etc.
Other off-normal events and issues deemed by the Subcontractor to require notification
In the event of an off-normal event or issue, the Subcontractor and its lower-tier subcontractors SHALL:
Notify PPPL Emergency Services Unit at X3333 for emergency response, if required
Take immediate action to evacuate and post affected area, if required
STOP related work or work in affected area
Take actions to post and safe-off affected area
Within 15 minutes: Contact Subcontractor Site Supervisor, PPPL PTR, ESH Construction Safety Engineer and ESH Head
Regarding these off-normal events or issues, no recovery actions (other than those immediately required to preserve life safety) or repairs are to take place until they are reviewed by the Subcontractor and PPPL, and specifically authorized by the PPPL PTR (who has consulted with SMEs) or ESH Department Head. Resumption of work that has been stopped by PPPL due to off-normal events and issues must follow the provisions of PPPL Policy P-012, STOP Work Authority.
5.4 Technical Requirements
In order to keep tritium uptakes to workers and releases to the environment at a minimum the D&D subcontractor will, in most cases, be required to “scrub/pump-purge” the line break area(s) as necessary to lower tritium concentration to the minimum level practicable prior to breaking into any tritium contaminated systems.
This will be addressed in the technical procedure developed by the subcontractor for the system removal. The subcontractor can employ any scrubbing method they desire with PPPL approval. One method available would be the use of a Drum Bubbler (see Ref. 2.21). PPPL has a patented existing design for the Drum Bubbler Systems that can be used by the subcontractor. If Drum Bubblers are employed in addition to being periodically sampled for tritium concentration, they shall also be tested for pH as there is potential for acids in the Gas Holding Tanks (GHTs) and Torus Cleanup System (TCS). Another method could be employing a molecular sieve drier bed. Note: The use of a moist or humid air will improve the effectiveness of the “scrub”.
Negative pressure exhaust trunks or elephant trunks shall be used for all line breaks to prevent personal uptakes. The elephant trunk exhaust will be monitored for tritium using PPPL’s Stack Monitoring System.
Written technical procedures are required for all system removals. Procedures shall be written per the requirements of ENG-030, Ref. 2.32. PPPL will review all procedures. The D&D Subcontractor will approve the procedures.
All breaks into tritium contaminated piping are considered “line breaks”. All line breaks shall be performed in accordance with the requirements of PPPL Procedure OP-AD-77, Ref 2.20.
D-Site Work Permits, OP-AD-09 (Ref. 2.31), are required to be completed for all work in the Tritium Area and TFTR Test Cell. They will be prepared by the D&D Subcontractor and approved by PPPL.
Access to the Tritium Area will be controlled using PPPL Procedure OP-AD-68, ref. 2.35.
Radiation Work Permits are required for all radiological work per HP-OP-12, Ref. 2.33. They will be prepared by PPPL. The RWP is also used as a permitting system for performing gaseous and liquid releases.
All permits, LO/TO, and work shall be coordinated through the PPPL Field Manager and discussed at daily plan of the day meetings.
The D&D Subcontractor will be required to provide area tritium monitoring during project execution. Breathing zone and line break monitoring will be performed by PPPL Health Physics. The maximum limit for tritium concentration in work areas is 20 µCi/m3. Area monitors shall provide at least two alarm setpoints. A Caution Alarm set at 20 µCi/m3 and a High Alarm at 80 µCi/m3.
The D&D Subcontractor will not remove any materials from Radiologically Controlled Areas (RCAs) without permission from PPPL Health Physics.
Because of the potential existence of Hydrofluoric Acid (and chromium-hexafluoride generation) in some tritium process piping, hot work is not allowed on tritium process piping. Hot work is defined as work involving the burning, welding, brazing, cutting, or similar operation that is capable of initiating fires or explosions.
The D&D Subcontractor will propose and document the approach (mean/methods) to be employed for systems removals. PPPL will provide concurrence of the documented approach. The Scope Descriptions in Attachment 1 offer some potential approaches the D&D Subcontractor may consider.
Manual operation of some air-actuated and Argon-actuated valves may be necessary to complete the work scope.
The floor tiles in the Gas Holding Tank Room, Cleanup Area, and the Waste Handling areas contain asbestos and will need to be disposed of as waste.
Work in the TFTR Test Cell (TTC) to dispose of one and relocate two Neutral Beam Boxes cannot begin until the NSTX-U Recovery Project has vacated the TTC.

All systems that are energized or have not been placed in a safe condition will be marked (spray painted) with a red “O”.
All systems that are de-energized and have been placed in a safe condition with LO/TO as required will be marked (spray painted) with a green “X”.
6 TEST & INSPECTION REQUIREMENTS

7 QUALIFICATIONS
7.1 Individuals with the following qualifications/certifications/capabilities are required to be included on the D&D Subcontractor team working on this project:
Project Manager with 10 years of experience supervising D&D projects.
Experience with gaseous tritium systems and Project Management Professional (PMP) certification preferred.
Project Superintendent with 10 years of experience supervising D&D projects.
Experience with gaseous tritium systems and Project Management Professional (PMP) certification preferred.
Certified Health Physicist (American Board of Health Physics, ABHP or equivalent) with at least ten years of D&D experience involving radiological hazards.
Construction Safety Professional with 10 years of experience supervising D&D type projects. Completed OSHA 30-hour construction safety course. Certified Safety Professional (CSP) preferred.
Waste Management Professional with 10 years of experience supervising D&D type projects. Individual shall be a DOT certified shipper for radioactive waste.
Hoisting/Rigging competent person qualification including mobile crane.
8 ENVIRONMENT, SAFETY AND HEALTH
8.1 See Section 5.1. for ES&H Requirements.
9 QUALITY ASSURANCE REQUIREMENTS
9.1 See Section 4.2.6.4.
9.2 Subcontractor's Responsibility for Conformance.
Neither PPPL's review and approval of Subcontractor's documents nor PPPL's inspection of Subcontractor's items or services shall relieve the Subcontractor of responsibility for full compliance to the requirements of the purchase order/contract. The Subcontractor is responsible for assuring that all requirements and restrictions are imposed on any sub-tier suppliers.
9.3 Changes to PPPL Approved Documents
Revisions or changes by the Subcontractor to documents approved by PPPL shall be reviewed and approved by PPPL prior to use.
9.4 Subcontractor Quality Assurance Program
The Subcontractor shall maintain an effective Quality Assurance Program to assure that the Subcontractor's work meets the required level of quality and is performed in accordance with contractual requirements.
• Subcontractor's quality assurance function shall be organized to have sufficient authority and independence to identify quality problems, verify conformance of supplied items or services to specified requirements and obtain satisfactory resolution of conflicts involving quality.
• Subcontractor’s quality assurance function shall be actively involved in the planning, processing oversight, problem resolution, and determination of acceptability of all work under this technical specification.
• Subcontractor shall perform planned, periodic audits of the various aspects of its QA Program by persons not directly responsible for the area being audited. Written reports of these audits shall be available to PPPL.
9.5 Submittal of Quality Assurance Program Manual
The Subcontractor shall submit with the proposal, a copy of its Quality Assurance Program Manual, describing the Subcontractor's quality capability and general approach to quality assurance. The manual shall be subject to PPPL's review and acceptance prior to contract award.
