About this file

This document is a Justification and Request for Approval for an Award of Contract Without Competition from the Department of Public Health Georgia (DPHGA) Nursing Program supporting the Immunization Program. The DPHGA is requesting a sole source award to TruMed for their Accuvax Vaccine Management System, valued at $292,900 over the full term of the contract. The justification states the Accuvax system is the only fully automated vaccine storage and inventory management system with proprietary features to ensure vaccine integrity and patient safety, which is critical for the Vaccine for Children/Adult Programs (VFC) administered by the DPHGA. The DPHGA conducted market research and determined the Accuvax system is the sole source that meets the VFC program requirements.

The pricing for the Accuvax system is $292,900 over the full contract term. The DPHGA states that without access to vaccines secured through the VFC program, they would be unable to protect the health of uninsured and underinsured children and adults by administering vaccines. The DPHGA is therefore requesting a sole source award to TruMed to ensure the continuation of this critical public health service.

JUSTIFICATION AND REQUEST FOR APPROVAL FOR

AN AWARD OF CONTRACT WITHOUT COMPETITION

Business Owner Name: ____Meshell McCloud______ Date of this Request: ___October 25, 2024___

Email and Phone Number: Meshell.McCloud1@dphga.gov 770.829.7804________________

Department: __Nursing_______________ Program Supporting: __Immunization_______

Vendor: ____TruMed______________________________________________________

Goods or services to be provided: __Vaccine Management System ____________

Value (Cost) of the contract for a full term: _____$292,900.00___________________________________

Reason for issuing award without competition (Select any that apply):

Emergency

Describe the threat to public health, welfare, or safety, or potential loss of an essential governmental service:

It is critical that vaccine secured through the Vaccine for Children/Adult Programs (VFC) are stored in a manner that ensures patient safety and vaccine integrity. TruMed guarantees temperature control consistent with the vaccine manufacture package inserts based on the built in interoperability features of the Accuvax machines. It is imperative to ensure vaccine integrity prior to administering vaccines. If unable to do so, clinicians cannot administer vaccines and vaccine wastage increases. If the program losses the ability to administer vaccine to uninsured and underinsured children and adults, the Board has lost its ability to administer vaccines, which is one of the most successful tools for protecting the public’s health and ensuring these populations do not contract vaccine- preventable diseases. Without access to vaccine secured through the VCF Programs, the Board is unable to protect the health of one of its most vulnerable populations since these populations will be unable to pay vaccines.

If rapid provision of the goods or services is required, describe what caused the time pressure:

What is the target/critical date for having the goods or services in place, and why: _________ x Sole Source

Describe the vendor’s unique qualifications for performing the service, or the unique qualities of the goods sought for purchase: The Patented Accuvax® Vaccine Management System is the first and only fully automated vaccine storage and inventory management systems that contains proprietary operational features and functions to ensure patient safety and vaccine integrity, workflow improvement, lower loss and waste, full alert suite and 24/7/365 remote monitoring.

List the searches you conducted and the sources you consulted to determine whether this qualifies as a sole source:

FCBOH is enrolled in the Vaccine for Children/Adult Program (VFC) and must adhered to VFC refrigerator and freezer buying guidance. Based on the requirements outlined in the guidance document for vaccine management systems that can be purchased to store VFC vaccines and after the reviewing the capabilities of all the approved storage units for this Program, the patented AccuVax Vaccine Management System is the first and only fully automated vaccine storage and inventory management systems that contains the basic requirements. Additionally, the equipment has proprietary operational features and functions that other vaccine management system do not have, which enhances the Board’s ability to ensure patient safety, vaccine integrity and improve clinical workflow. _
