About this file

This document is a specification for a Specialized Heavy Duty Light Rail Vehicle Bogie Lift/Drop Table with a total capacity of 10 tons. The state of Massachusetts has issued an Invitation for Bid (IFB) 185F-24 for the procurement of this equipment. The scope requires a self-propelled, steerable table to safely install and remove all bogies on the proposed Type 10 Light Rail vehicle. The table must meet federal, state, and local regulations, and comply with OSHA, UL, NEC, and ANSI standards. The table must have redundant safety systems, secure the bogie, and provide controlled lifting and lowering speeds. Two complete and identical charging stations will be required at the Riverside facility. The contract will include a standard 20-year warranty on structural components and a 2-year warranty on power units and other components, as well as detailed support, maintenance, manuals, and training.

The IFB does not provide specific pricing terms, set asides, incumbent information, or funding details. However, as this is a specialized piece of equipment and not a commercial off-the-shelf product, the award may consider the manufacturer's service-proven delivery, operation, and maintenance of comparable equipment operating in similar environments.

Specification for Proposed

Specialized Heavy Duty Light Rail Vehicle Bogie Lift/Drop Table

Total Capacity – 10 Tons

Scope

This specification outlines the requirements for the procurement of a self-propelled, steerable Light Rail Car Bogie Lift/Drop Table. This equipment may be specialized and must be adapted to safely install and remove all bogies on the proposed Type 10 Light

Rail vehicle currently under design. The integrated, self-contained lift system shall permit the lifting of various bogies into and out of their proposed locations on a raised (lifted) vehicle and supporting bogies weighing up to 10 tons.

The system is comprised of a self-propelled, steerable Light Rail Car Bogie Lift/Drop

Table, charging stations, and any other support equipment required for the device to function as designed.

Minimum Requirements

➢ All equipment shall be new and unused.

➢ The model being submitted for bid must theoretically demonstrate it can safely function and provide access to;

o Steer and maneuver over embedded rail as found in a typical rail vehicle maintenance facility.

o Secure the bogie and position the device under a hoisted vehicle in any of the proposed locations and allow for performance of the following tasks;

o Disconnect, drop, and secure the removed bogie from under a raised vehicle for transport to a location outside the vehicle envelope o Secure and transport a bogie from outside the vehicle envelope to under a raised vehicle, raise the bogie to the proper height, and allow for reconnection.

o The device can be electric or a hydraulic electric combination. It must be steerable, self-propelled, and self-contained with the exception of the charging station o The equipment capacity must provide an expected capacity of 10 tons

➢ Equipment must comply with all applicable federal, state, and local regulations and meet OSHA, UL-201, NEC, and be built to the latest ANSI standards.

➢ Equipment shall be structurally built to ANSI/ALI ALCTV-2017 automotive lift standard and be compliant to UL/CSA standards where applicable. Lift must have locked device

(load holding device) to hold the load in case of electrical or mechanical failure.

➢ A ergonomically designed wireless remote for controlling, lifting and lowering operation shall be demonstrated. System failures must be indicated. Lifting and lowering speeds must be controllable by operator.

➢ Minimum lifting capacity 10 tons / 20 000 lbs. is expected and will be confirmed once known. Lifting and lowering speed to be determined and customized by supplier for end-user.

➢ The manufacturer must demonstrate service proven delivery, operation and maintenance of comparable equipment operating in a similar environment. As this equipment is specialized and not commercial of the shelf (COTS) available, reputation and service proven equipment may be considered as basis of award.

Safety system

➢ Safety systems- the lifting system shall incorporate multiple redundant safety systems.

The unit shall maintain the level of a lifted bogie in the event of an electrical, hydraulic or mechanical failure. The reliability related to, motor failures and/or unreliable electric design may be considered as a basis of award

➢ In the event of a power failure, it shall be possible to lower the lift without the use of any special tools. No disassembly table or hand cranking of drive mechanisms shall be necessary. Mechanical locks shall always remain in position unless manually released by the operator.

➢ Equipment shall display flashing red light and buzzer when moving

Securing Devices and Connection Locations

➢ The contractor shall work with the Carbuilder (CAF Spain) and the Customer to determine the type and number of truck securing locations, and the connection/disconnection access required to safely perform the operation.

Carriage and Lifting Assembly

➢ The carriage and lifting assembly shall not require any monthly cleaning with solvents or lubrication. All wear surfaces (if any) shall be self-lubricating.

➢ The steering and speed of the equipment shall be stepless adjustable and controllable by the operator. Operating speed shall be between 0 to 3.5 MPH

➢ The lifting assembly shall raise and lower smoothly

➢ Motors shall be fully enclosed for protection from incidental damage. Motor bearings shall be sealed for life, pre-lubricated for a minimum of 10 years’ use.

Hydraulics

➢ Unless demonstrated otherwise as unnecessary , the lift shall incorporate a precision position sensor control system, capable of monitoring table position deviation during both raising and lowering operations with the most adverse rated load placed on the lift, with fore and aft, and single over-ride controls to manually level the lift.

➢ Oil reservoirs shall be metal of adequate capacity. All hydraulic components shall be easily accessible.

➢ Each hydraulic cylinder shall have a velocity fuse integrally mounted to prevent collapse in the event of a hose leak.

➢ Hydraulic cylinder shall be completely enclosed and protected. A steel enclosure shall protect the piston against damage and contamination by debris. Plastic cylinder boots or vinyl sheeting are not acceptable.

➢ The lift shall be driven by hydraulic gear pumps capable of supplying the appropriate pressure and flow to operate the lift.

Charging Station

➢ There shall be two complete and identical charging stations in total. Location in the

Riverside facility. Specific locations TBD by the Green Line Vehicle Maintenance (GLVM)

Department.

➢ Charger loading time shall be less than 8 hours

Controls

➢ All controls, warnings, and instructional information shall be oil resistant, laminated, or engraved in plastic.

➢ All control decals be provided per ANSI/ALI ALOIM2008.

➢ All table Lifts shall house the following equipment:

• Fault sensing device(s)

• Emergency stop button which shall stop all motion when pushed. It shall be located and actionable on both the lift carriage and from the remote control

• The unit must be reset afterward to operate

• Fault reset.

• Electric motor

➢ Motor shall be protected against electrical overload.

Warranty

➢ Standard warranty on all structural components 20 years and two years on power unit

➢ The warranty on all other components is a full 2-year parts and one year labor.

Support

• Support: Detailed support and maintenance terms provided, ensuring swift service responses and availability of parts.

• Manuals: Detailed electronic manuals to be available

• Training: Minimum of three (3) training sessions, with minimal of 8 hours total
