SPECIFICATIONS

GENERAL

The intent of this work is to have the vendor install a fully operational intrusion alarm system, consisting of the necessary panels, sensors, door switches, keypads, wiring, training and labor to operate an intrusion alarm system and the monitoring of these systems. These specifications are to provide the foundation for the installation and future add-on capabilities.

INTRODUCTION

These specifications contain the functional requirements for an integrated intrusion protection system employing movement detection devices as a primary means of detection for both interior and perimeter protection.

BIDDER REQUIREMENTS

It is the intent of these specifications to have installed an effective, and reliable integrated security system. These specifications recognize the importance of complete system operation and are not limited to the specification of equipment only. The following are also required from the selected bidder.

· Proven experience in the security business is required. All bidders must have been in business for 10 years or more. Bidders with proven experience in the school market are most desirable.

· Prompt delivery and professional installation of equipment as specified by employees of bidding company is expected.

· Must provide location of a Central Station located in Southeast Michigan providing 24-hour alarm monitoring that has software that will monitor the systems and provide a point by point notification of the areas in alarm.

· The bidder shall show satisfactory evidence that they maintain a fully equipped service department within Wayne County, capable of providing timely maintenance and factory-authorized service as required with ongoing replacement parts.

· All equipment shall be fully warranted for a period of not less than one year. This guarantee shall become effective from the day of installation. After the warranty period, when in normal operation, if the equipment is found to be below manufacturer’s specification, repair and replacement of equipment shall be provided on an hourly basis. Bidder shall either stock spares or be capable of obtaining all required replacement parts within twenty-four (24) hours.

· All the work within the scope of this bid shall be performed in accordance with the applicable state, county and city laws and ordinances. Bidders shall be able to obtain all permits and licenses, as required, in addition to being a licensed contractor. All bidders must supply a copy of their Michigan Security Alarm System Contractors License. All materials, supplies, and equipment must meet OSHA standards. All electrical wiring and installations shall be done in accordance with the National Electrical Code.

SCOPE

The equipment shall consist of a UL listed control unit (SCU) with the required detection devices, wiring, keypads, sensors and arming devices. Detected alarm loop violations will be transmitted by modem to a central alarm center. The vendor will be given the phone number of the central station and the vendor will provide to the central station the necessary software to access all alarms. Upon a signal from any one of the points, the control unit will have the capability to send a signal to the central alarm center, alerting the operator of a fault.

The arming and disarming will be under the control of the occupant(s) through the keypads as noted on the building diagrams. The control unit will be able to be accessed and restrictions imposed by either the central station operator or through the keypads.

System control at the protected premise will be accomplished through an intelligent keypad interface. Keypad location and number are indicated per drawings, cost of additional keypads shall be included.

SUBSCRIBER CONTROL UNIT (SCU)

The system shall be a non-proprietary brand name such as Honeywell Vista series or equivalent. Equal substitutions or like equipment are acceptable as long as the functionality is similar. Any substitution must be of a non proprietary nature, be able to be monitored by other central station operators and operate in a like manner as the Honeywell panel.

The SCU will have a self-contained back-up power source, sufficient for at least 12 hours of continuous operation that will automatically become operational and report the loss of building power, whether full or partial to the central station after one minute of continuous power loss. All panels shall be wired to the school’s auxiliary generator.

The SCU will have the ability to operate as one system or be divided into eight independent zones, each with separate inputs, outputs, and arming devices.

The SCU and each detection device along with any major component will be provided with tamper protection and will report tamper alarms to the central station twenty-four (24) hours a day.

When the SCU cannot contact the central station to report an alarm condition, the siren or bell will sound after the abort sequence is initiated.

The SCU is programmed to sound the siren on specific loop violations during the occupied mode of security.

INTRUSION SYSTEM

The intrusion system at the protected premises will consist of a control unit with all the necessary detection devices needed to monitor the areas noted at each facility.

The activated detection device detector will display on the operator terminal as well as being capable of being seen on the central alarm centers panels, indicating the director number of module number from which the detection device activation occurred. Point annunciation for all devices is required.

SENSORS

The interior sensors shall be duel action sensors, Visonic, Optex or equivalent.

Wireless and point modules devices CANNOT be used.

The output from each sensor will be wired with 22-6 plenum wire, independently to the subscriber control unit, so as not to be in serial or parallel with other detection device sensors. All wiring will be done in a workmanlike manner with all runs being secured to supports above the ceilings. No wire will be laid on the ceiling tiles.

Sensors will be located strategically to cover all entrances, hallways and critical areas of the facility as noted. Drawings indicate base bid of sensors – addition or deletion of sensors shall be specified with dollar amount.

All sensors will be securely affixed to the mounting surface and be capable of tamper protection using an internal switch. All sensors must be fully capable of being read by the control unit.

PRELIMINARY EQUIPMENT NEEDS

It is up to each vendor to survey the sites and determine the exact equipment needed to make the system fully functional. Trenton Schools are undergoing renovation; modifications to specifications will be done only through signed change orders.

· Three separate areas with fully functional keypads for each.
