About this file

This Sole Source (Including Brand Name) Justification document justifies a direct procurement of Tremco Alpha Grade sealant for roof repair at Building 2202 at Seymour Johnson Air Force Base in North Carolina. The contract, valued at $65,157.88, is for a specialized three-stage, three-layer resurfacing sealant specifically designed to address unique roof conditions, including a gravel surface with ponding water issues. The sealant is uniquely capable of creating a 1/4-inch water-insoluble barrier that bonds to gravel surfaces, provides a 15-year warranty, and enables significant labor and time savings compared to alternative products.

The procurement is a single-source acquisition directly from Tremco CPG Inc., with market research confirming no comparable alternatives that meet the specific technical requirements. The roof repair project covers 6,750 square feet and will use Operations and Maintenance funds from the US Air Force. Civil Engineering personnel at the base have validated the product's effectiveness, noting its superior performance in the local climate characterized by hot, humid summers and frequent winter storms. The contracting activity is the 4th Fighter Wing Contracting Infrastructure Squadron, with the procurement conducted under simplified acquisition procedures.

I. Contracting Activity.

In accordance with FAR 6.303-2(b)(1), the contracting agency is the US Air Force and the organizational activity responsible is 4th Fighter Wing Contracting Infrastructure Squadron at Seymour Johnson Air Force Base, North Carolina.

II. Nature and/or description of the action being processed.

In accordance with FAR 6.303-2(b)(2), this requirement for roofing repair building 2202 will be awarded as a new contract, single purchase order and in according to FAR 12.207(a) as a firm fixed price type contract.

III. Description of supplies/services required to meet agency needs.

In accordance with FAR 6.303-2(b)(23), this requirement is for supplies of roofing repair sealant with total estimated value of $65,200.00 the estimated delivery time is 14 days and the quantity is enough to cover 6,750 sq ft for building 2202 roof. This requirement fulfills bona fide need as it is a one time requirement. The type of appropriation for this requirement is 3400 using Operations and Maintenance funds, Agency identifier 57 (US Air Force). Contract Line Item will be 001 with unknown quantities and unknown unit of measurement ranging from each to gallon.

IV. Statutory authority permitting other than full and open competition.

AFFARS 5313.501 - 10 U.S.C. 3572, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901) is applicable in this acquisition.

FAR 13.106-1(b)(1) Soliciting competition, soliciting from a single source (including brand name) is applicable in this acquisition.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

This requirement is a sole source justification for Tremco Alpha Grade sealant for roof repair of Building 2202. Tremco Alpha Grade is a three-stage, three-layer resurfacing sealant. The unique capabilities of Tremco is that it's adhesive filler coat quickly bonds into the gravel surfaces on the roof and creates a level flat surface that is 1/4 inch of water insoluble barrier. The gravels on top of roof for building 2202 are diameters half an inch to one inch in diameter. Thus ponding water builds up underneath the gravel and seeps into the roof and ceiling. Building 2202 was built to last 20 years but has so far been in use for 25 years. Tremco Alpha Grade is the only product of its kind available on the market that is capable of treating such conditions. The unique difficulty of building 2202 is that it's roof with ponding water needs treatment with a zero slope roof repair system. Although Tremco Alpha Grade will dry after an after hour, the roofing personnel will let the sealant settle into the gravel for 24 hours before proceeding with the second layer.

The second layer is a base coat adhesive sealant and is used to waterproof the even surface further, then followed by a top layer UV protecting finish coat. This thorough coating process process can guarantee 15 years of gravel roof protection as independent contractors provide such warranty using Tremco Alpha Grade sealant. This provides cost effective solution to the previous roof sealants such as Unisll which lasts 6 months, and Graco which lasts 1 year and saving the government in manpower to maintain and roof longevity.

This is even more relevant as the North Carolina climate is hot and humid during the summer, frequent winter storms, and above average rainfall (53 inches) compared to the rest of the continental United States (31.6 inches).

Quantifiably, Tremco Alpha Grade enables two personnel a period of one hour to strip and re-apply a 100 square foot roof with sealant with another hour to fully cure. However, the roofing personnel will wait 24 hours before proceeding with the first sealant coat to let the sealant settle into the half inch to one inch

CONTROLLED UNCLASSIFIED INFORMATION March 2023 Page 3 of 4 gravel layer. Compared to a four personnel team what requires 18 hours of labor to complete. Thus, providing 100% manpower savings and 16 hours saving to the government per 100 square foot. For building 2202 the roof area is 6750 sq ft and this will save the government 3 weeks of operations stoppage and partial operations stoppage due to roof repair. The coverage of Tremco per 10 ft by 10 ft of surface area is 5 gallons.

Hydropstop is the only product comparable to Tremco as it has a 15 year product warranty. However the disadvantage is that Hydrostop is a latex based material and is water soluble. Constant rain in the North Carolina area will create cracks in the surface. Another disadvantage of Hydrostop is that it is a single layer coating and cannot cling to gravel roofs. It is optimally used on smooth surfaces such as metal roofs.

All these efforts have been used by the Civil Engineering personnel at Seymour Johnson AFB for the past 20 years.

A sources sought was created September 2024 with one response from AmCoat Industrial referencing their product Rhino Super Shield roofing sealant. The coverage of AmCoat Industrial's Rhino Super Shield is 1 gallon per 10ft by 10ft coverage. However, upon consultation with two roofing experts from Civil Engineering, AmCoat's Rhino Super Shield does not create a thick 1/4 layer that is required to seep through the gravel layer and water will build underneath the gravel and damage the roof.

According to Civil Engineering, all products have a similar fire resistance which is about an hour. There are no single product that has significantly better or worse fire resistance.

Based on the facts stated above, the Contracting Officer concludes that it is in the government's best interest to recommend and use Tremco Alpha Grade sealant for roof repair building 2202.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Efforts are taken to ensure that offers are solicited from as many potential sources as practicable under the circumstances. This product is only distributed from the manufacturer, Tremco CPG Inc, which is not a small business under NAICS 325520. Tremco sells Alpha Grade to independent contractors and efforts to procure from GSA Advantage, or other small businesses are not available.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

As this is a commercially available commodity, adequate competitive quotes and offers will ensure the price is fair and reasonable in accordance with FAR 13.106-3(a)(1). No certified cost or pricing data, technical evaluations, or audits are necessary as this is a commercially available commodity.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted through a search of GSA Advantage no results were found. A general search of commercially available sources reveals that only Tremco manufactures and sells directly to contractors and some distributors. Market research of two contractors: Guaranteed Supply and White Cap verify that the manufacturer Tremco sells Alpha Grade sealant directly to roofing repair contractors and some distributors.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

None.
