About this file

This is a Scope of Work document from the California Department of Food and Agriculture (CDFA) Citrus Pest and Disease Prevention Division (CPDPD) detailing the retrofit requirements for up to six Chevrolet Silverado 2500 HD trucks. The project involves customizing trucks with specialized pesticide spray equipment for ACP (Asian Citrus Psyllid) treatment, specifically for responding to HLB (Huanglongbing disease) or ACP detections. The retrofit must be completed within 90 days from the purchase order execution date, with the vendor required to provide at least two weeks' notice of any anticipated delivery delays.

The detailed retrofit specifications include precise requirements for a metal spray rig frame, two tanks (150-gallon and 50-gallon), electric pumps, hose reels, spray hoses, spray guns, nozzles, a locking toolbox, and a protective camper-style cover. The CDFA will provide the trucks and process invoices, while the vendor must supply all labor, equipment, and materials. Any alternative materials must meet or exceed the original specifications and receive approval from the CDFA program manager. The trucks are designed to enable faster response times for citrus pest and disease management, with specific technical capabilities like maintaining a 3.5 GPM flow rate and treating 30-foot-tall trees.

SCOPE OF WORK

CPDPD will retrofit up to six (6) Chevrolet Silverado 2500 HD trucks with a pesticide spray rig for use in ACP treatment. These trucks will be used on an on-going basis for the treatment of ACP. CPDPD treatment trucks will allow a quicker response time for newly confirmed HLB or ACP detections.

A. Retrofit Requirements:

1. Single metal spray rig frame:

a. The frame must be made of metal.

b. The frame must be bolted to the base of the truck.

c. The frame must fit within the truck bed size of 82.62 inches x 62.00 inches, with the truck bed width dimensions reduced to 51.62 inches at the wheel housings.

2. Tanks:

a. One 150-gallon round, polycarbonate tank or fiberglass tank.

b. One 50-gallon round, polycarbonate tank or fiberglass tank.

c. Both tanks must be operated by using an electric engine/pump.

d. Each tank must have a digital sight gauge to measure the amount of product.

e. A 50-gallon tank suction of the pump must generate pressure sufficient to treat a 30-foot-tall tree. A 150-gallon tank pump/engine must be able to maintain a constant minimum flow rate of 3.5 gallons per minute (GPM) for an eight-hour day to apply soil drench product. Pump should be similar or better than PUMPTEC 350U-190/M88230.

3. Hood, Shell, or Truck Bed Cover:

a. Install a locking protective cover (enclosed camper) that encompasses and shields/protects spray rig components prone to deteriorate due to environmental factors such as repeated sun exposure and moisture, as well as preventing equipment and supplies from theft or tampering.

4. The electrical wiring or the spray pump system must be hardwired to the existing truck system along with a separate 20–30-amp breaker, mounted under the hood.

5. Pumps:

a. Two pumps per tank with jet agitators.

6. Hose Reels:

a. Two electric reels that will each hold a 300-foot hose.

7. Spray Hose:

a. 3/8” opening size.

b. 300 feet in length.

8. Spray Gun:

a. A total of two PS25 spray guns and low flow meters (GPI Electronic

Flowmeter Mfr. Model: 03A30GM) per tank are needed, with isolation valve installed before meter and spray gun.

9. Spray gun nozzles:

a. Spray gun nozzle attached to 150-gal tank must use a minimum 3.5 GPM.

b. Spray gun nozzle attached to 50-gal tank must be sufficient to treat a 30-foot-tall tree.

10. Drive System: 12 Volts of Direct Current (VDC).

11. Toolbox:

a. Locking toolbox capable of carrying at least three – 1gal pesticide containers.

B. Responsibilities of CDFA

1. Provide up to six (6) Chevrolet Silverado 2500 HD trucks for retrofitting, with a truck bed size measuring 82.62 inches x 62.00 inches.

2. Approve and process invoice(s) for the labor, equipment, and material satisfactorily rendered.

C. Expectations of Vendor:

The Vendor shall:

1. Provide all labor, equipment, and materials to retrofit up to six (6) trucks.

a. Deliver goods by agreed upon date, within 90 days from purchase order execution date.

b. Vendor must provide a minimum of two weeks’ notice if a delay in deliverables is anticipated and provide an updated date of when the goods will be delivered.

2. Construct and build goods with materials specified in the scope of work.

3. All alternative material due to unavailability must meet or exceed the same specification of materials originally decided and be approved by CDFA program manager.
