About this file

This document is a Request for Quotes (RFQ) issued by the Commonwealth of Massachusetts Office of the State Treasurer and Receiver General (Treasury) through its Office of Economic Empowerment (OEE). The OEE is seeking an organization to provide virtual, hybrid, and/or in-person negotiation trainings for Massachusetts residents, covering topics such as salary negotiation, negotiating household tasks and responsibilities, and negotiating lease agreements. The trainings should aim to be 1 to 1.5 hours long and will require a trained facilitator. The vendor must be able to offer trainings across the state of Massachusetts, provide information and resources in languages other than English (with a strong preference for Spanish), and have staff trained in facilitating discussions with marginalized communities. The overall costs for this programming cannot exceed $10,000 annually, and the Treasury intends to continue working with the selected partner for up to 4 years.

The vendor must submit a proposal addressing specific criteria, including whether they provide information and resources in languages other than English, whether they have staff members proficient in languages other than English, and whether their staff are trained in facilitating discussions with members of marginalized communities. The vendor must also provide three business references and a separate cost proposal. Bidders will be selected based on their ability to provide the requested services and on "Best Value," which considers factors other than price, such as expertise, quality, and experience.
