1) Baseline Requirements
The Government is seeking information from industry partners with demonstrated capabilities in software development executed through agile, sprint, and release cycles.
This work will be conducted within a Zero Trust environment, supporting a Risk Management Framework (RMF) compliant, cloud-hosted infrastructure. The objective is to streamline production data products and foster innovation to achieve more efficient operational outcomes. With these baseline requirements in mind, interested parties are invited to submit a concise response, in the form of a white paper (maximum of two pages for this section) IAW Section 1.1. In order to be considered relevant to this market research, the white paper submission shall demonstrate capability by specifically addressing the following Areas of Interest:
Areas of Interest
• Stewardship of transportation and logistics-related reference data, including database administration, replication, stewardship, and modeling within Amazon RDS Aurora/Postgres environments.
• Modernization of Service-Oriented Architecture (SOA) systems, including transitioning Web Services, XML, WSDL, Java, REST API, and SOAP-enabled applications into containerized, cloud-native solutions.
• Implementation and management of Continuous Integration/Continuous Delivery (CI/CD) pipelines to support software modernization and containerization initiatives.
• Advancement of data management practices, including metadata tagging, system-level data tagging, and evolving towards a decentralized data mesh framework.
• Design and management of domain-oriented data products that treat data as a product, ensuring visibility, accessibility, understandability, linkage, trustworthiness, interoperability, and security.
• Compliance with RMF requirements, including obtaining and maintaining system accreditation and leveraging FedRAMP-approved tools and services for continuous monitoring.
2) Commercial Solutions Opening (CSO).
USTRANSCOM seeks information on commercially available, innovative, market solutions for transitioning TRDM to a modern data mesh architecture and developing requirements to define a roadmap for success.
The Government is seeking insight on use of a CSO. The Government invites interested parties to submit a concise response, in the form of a white paper (maximum of two pages for this section), addressing the following questions:
First, the Government seeks to understand whether your company has experience implementing data mesh architectures in similar environments. If so, please describe your experience, including the scope of work, key challenges addressed, and outcomes achieved.
Second, the Government seeks to understand whether your company is awardable on Tradewinds Solutions Marketplace. If applicable, please provide details on the CSO marketplace, the scope of your existing contract(s), and how they align with the requirements for transitioning TRDM to a modern data mesh architecture.
3) Corporate Experience (excluded from page limitations)
Provide the following project or contract information for requirements deemed similar to
TRDM:
• A brief description of the project
• Contract number
• Period of performance
• Was your company a prime or subcontractor?

• What contract length is normally used in the commercial marketplace for this type of service (e.g., base year plus four options)?
• What is the recommended pricing structure, and what are the largest cost-drivers for this type of service (e.g., labor, equipment, leases, depreciation,)?
• What evaluation criteria are typical for use in selecting a contractor to provide this type of service?
• Are there any organizational conflict of interest concerns?
• Are there technologies the Government should adopt, if feasible, to improve this requirement?
• Are there challenges posed to non-incumbent interested parties that should be addressed?
