About this file
This document is a Technical Requirements Document (TRD) dated May 8, 2024 for the 350 Spectrum Warfare Group Detachment 1, Suppression of Enemy Air Defenses (SEAD) team. The SEAD team requires a threat signal generator to conduct laboratory testing of Electronic Warfare (EW) systems on the F-16 and F-35 aircraft. The generator must be able to produce a variety of threat waveforms and be portable to support multiple test facilities. The specific requirements are for a Keysight UXG Agile Signal Generator with various options and accessories.
The related federal contract opportunity is a pre-solicitation for the purchase of 1 Ea. Keysight UXG Agile Signal Generator per the TRD, with a 120-day delivery requirement. This is a sources sought notice with no actual award planned. The contracting agency is the Department of the Air Force Materiel Command Test Center.

Technical Requirements Document Dated: 8 May 2024
The 350 Spectrum Warfare Group Detachment 1, Suppression of Enemy Air Defenses (SEAD) team has a vital requirement for a threat signal generator to meet mission needs. The SEAD team is responsible for developing mission data files to support multiple Electronic Warfare (EW) systems on the F-16 and F-35 aircraft. Testing these mission data files prior operational release is essential to ensure they meet the needs of the combat units.
Laboratory testing of SEAD mission data files enables the examination, analysis, assessment, and correction/improvement of the performance of the Electronic Warfare (EW) combat systems on the F- 16 and F-35. In order to conduct successful laboratory testing of EW systems, a high-fidelity signal must be generated that can mimic various threats, like surface-to-air missile systems, employed by our adversaries.
The signal generator must be able to produce the variety of waveforms utilized by the multitude of threat emitters employed by our adversaries. In the threat simulation domain, a complete analysis of RF threat signature characteristics is crucial prior to applying these same signatures to the defensive system receivers/transmitters. Many threat signatures are derived from complex multi-mode radar systems operating within an integrated air defense system (IADS). The threat signal generator must therefore be able to generate the frequency, magnitude, and phase modulations in the time and/or frequency domain used by these adversary systems.
The SEAD test team utilizes multiple test facilities and therefore needs a threat signal generator that is portable.
The purpose of this X-Series Agile Signal Generator (UXG) is to provide realistic threat signals which allows the testing, evaluation, correction, and improvement of the mission data files for the EW combat systems we support. The Keysight UXG consists of a single box and is easy to relocate. The UXG dimension are 17 x 22 x 5 inches and weighs 54 pounds.
