About this file

This is a Sole Source Notice from the Uniformed Services University of the Health Sciences (USU) announcing their intent to award a sole-source, firm-fixed-price contract to Simulab Corporation. The requirement is for the rental of eight (8) body forms and purchase of 128 chest and neck tissue sets that simulate surgical procedures for MD student graduation requirements.

The justification for sole sourcing is that Simulab Corporation's TraumaMan supplies are the only models that meet the American College of Surgeons' requirements, which is one of USU's licensing bodies. The tissue bleeds and torso simulates response to various procedures. Interested parties may submit capability statements, proposals, or quotations demonstrating clear evidence that competition would be advantageous and feasible. Responses must be submitted via email to ashley.mcrae@usuhs.edu by 2:00 PM EST on February 20, 2025. Simulab Corporation is located in Tukwila, Washington, and the procurement will be conducted under FAR Part 13.106-1(b)(1)(i).

Sole Source Notice

The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda.

The mission of the USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services.

Intent to Sole-Source: USU intends to award a sole-source, firm-fixed-price contract to Simulab Corporation for the rental of eight (8) body forms and purchase of (128) chest and neck tissue sets that simulate surgical procedures on a human for the purpose of meeting graduation requirements for MD students.

Intended Recipient: Simulab Corporation, 13001 48TH AVE S, Tukwila, Washington 98168-3303

Sole Source Justification: The Simulab Corporation provides a model that simulates surgery on a human. The tissue bleeds and the torso simulates response to various procedures. At present, models produced by Simulab Corporation are the only models that meet the requirements of the American College of Surgeons. Since the American College of Surgeons is one of the licensing bodies the university must adhere to, it is important to use supplies that are approved by that accrediting body when possible. Therefore, the TraumaMan supplies from Simulab Corporation are the only reasonable source that can meet the Government’s needs. The requirement will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i).

This is NOT a request for Quotes.

In accordance with 5.207(c)(16)(i), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the interested potential Offeror can supply the Government’s needs as stated above. Information received will be considered for the purposes of determining whether to conduct a competitive procurement.

The Government will not be responsible for any costs incurred by responding to this notice.

Responses must be received via email at ashley.mcrae@usuhs.edu by 2:00 PM EST on Thursday, February 20, 2025.
