1. Introduction & Submissions
The City of Edgewater (“City”) is soliciting proposals from qualified contractors for the collection of single-family residential trash and recyclable materials (“refuse”) and an alternate subscription composting program on the City’s behalf. The refuse services specified in this Request for Proposal (“RFP”) represent a continuation of the current City practice of contracted trash collection. The “Compost Alternate” is optional and may be applied for as a standalone proposal or included as a trash/recycling/composting proposal. The City may or may not choose to implement.
Residential participation in this program will continue to be optional, in that residents may opt out of the service, and the contractor will not be compensated for those accounts that opt out.
The City currently has a utilization rate in excess of 97%. City collection fees will be set by the City and collected through the City’s utility billing system.
The City may, but has no obligation to, award a contract as a result of this RFP process. A start date for collection services is to be set by mutual agreement between the City and the contractor and is anticipated to be no later than October 1, 2025
QUESTIONS: Written questions and must be received by 5 p.m. August 1, 2025.

City of Edgewater, Colorado
2.2 City Goals and Objectives
The City intends to continue trash pick-up and recycling services for all single-family and many small multi-family (7 units or less) residences within the City, and to bill this service as part of its monthly utility bill. The City believes in maintaining a high level of commitment to quality customer service. In procuring the services described in this RFP, the City seeks to provide high quality public services that are convenient for the residents. In addition, the City seeks to provide services that help residents to continue to decrease the amount of solid waste sent to landfills, increase waste reduction and recycling practices, reduce the individual household cost to dispose of refuse and limit the volume of heavy truck traffic on the City’s residential streets.
2.3 Reservation of Rights
This request for proposals is a solicitation and not an offer to contract. The City reserves the right to reject any and all proposals. The City retains the right to abandon or terminate the RFP process at its discretion at any time. The City further reserves the right to issue clarifications and other directives concerning this request for proposals; to require clarification or further information with respect to any proposal, and to determine the final terms of any contract.
Interviews may be required by the City with selected contractors to clarify contractor proposals and to allow for contract negotiations. Acceptance of any proposal will be based upon factors including, but not limited to: costs for service; completeness of proposal; thoroughness of information provided; customer service standards; value added service; community education program; support for community organizations and activities; optional services; and prior successful contractor performance with waste collection systems similar to a scale described herein, with success being measured by, among other things, references received from other municipalities served by the contractor
3. Basis of Proposal
Proposals submitted will be for the contractor to provide, with limited exceptions, exclusive collection services for trash and recyclables within the City limits on the City’s behalf.
Proposals must include, by paragraph numbers, basic information addressing the following:
3.1 Unit-Based Pricing
The current inventory of containers for both trash and recycling are owned by the City, are in good condition and should be relied upon for use for the duration of this contract. The contractor shall provide a proposal utilizing the form attached hereto as “Attachment A”, indicating combined charges for weekly trash removal and removal of recyclables no less than every other week. The price structure shall be unit-based to encourage customers’ reduction in trash removal, while maximizing the amount of recyclables processed. Unit based pricing information must include the cost of trash removal from a single 95, 65 and 32 gallon trash container (plus the cost for trash removal of additional 95-gallon trash containers if the homeowner desires to have and pay for additional trash collection capacity). Such pricing shall include all costs for recycling, expressed in accordance with reporting regulations set by Colorado’s producer responsibility organization (PRO), Circular Action Alliance (CAA). Recycle containers are 95 gallons in size, and the contractor should provide options for recycling containers of 65 - and 32-gallon sizes as an owner-chosen alternative to the 95 gallon container.
3.2 Alternate Pricing
City of Edgewater, Colorado
An alternate pricing schedule for both trash and recycling is also welcomed. This and other options will be considered as a low-cost option along with any other cost saving measures such as senior citizen or low volume discounts, that your company may suggest in Attachment “A”.
3.3 Additional Services
The contractor shall provide a list of additional services that may be provided, together with a price list for such services. These services will include but are not limited to:
• Bulky Item Pick-up (bi-weekly)
• Front door pick-up for physically impaired residents.
• Compost collection.
• Support for city sponsored events (recycling bins, signage, pickup service)
• Other specialized recycling services such as batteries, paint, electronics, metals, pharmaceuticals, CFL’s, mercury laden products, etc. on a regular or occasional basis.
3.4 Alternate Services: Composting
An alternate service for composting can be submitted with Trash and Recycling or stand alone in this proposal.
The City of Edgewater is looking for a subscription compost service. Customers would be allowed to select year-round composting as an additional service at an additional cost. The Contractor shall furnish all labor, materials and equipment and perform all work necessary for the collection/disposal/processing of compostable materials.
Currently the City of Edgewater has the following subscriptions for compost materials.
Service Level Subscriptions 64 Gallon Food Waste with 2.5 gallon countertop bin for indoors
The City is also interested in offering composting opportunities to local businesses. Please provide any information and pricing of a program that your agency utilizes for the business community.
The Contractor shall develop a schedule to service Edgewater subscriptions. It is desired but not necessary that the collection day be the same as the residential solid waste & recycling collection day. All collections shall be day-certain. The only exceptions shall be during those weeks in which (i) a designated holiday occurs; or (ii) in emergency situations as determined by the City.
If a holiday falls on the weekend, there will be no delayed collection. If a holiday falls during the week, collection will be delayed by one (1) day all week through Saturday. Collection from Customers will occur at alley or street side for addresses with no alley access.
The Contractor shall supply each Customer subscribing to composting service with one container. The City will own the containers. The Contractor shall deliver the container(s) to the residence prior to the start of the contract period. Please provide size options with pricing within the proposal.
City of Edgewater, Colorado
The contractor will work with the City to provide service-oriented information to customers and for developing and executing public education to encourage waste reduction and diversion. Specifically, thirty (30) days prior to the commencement of service the contractor shall provide 3,000 copies of an 8-1/2” x 11” two-color flyer to be distributed by the City. This flyer will inform City residents of the specifics of the composting program, including a collection schedule, a listing of what materials can go into the composting bins, instructions on the proper handling of the collection bins, instructions on what customers are to do with materials that do not fit into the collection bins and other pertinent information. The contractor will provide subsequent content as needed should service changes occur.
At the same time, contractor shall provide a complete list of fees and services offered to each customer by the City. The contents of these flyers will be approved by the City. The contractor shall make available to the City expertise it has to educate the public about where compost materials collected in the City goes and how and what to compost under this program. Educational materials may include, but are not limited to, brochures, stickers, website links and professional journal articles. The contractor shall work with City staff on an as-needed basis to help develop City-specific outreach materials and display advertisements about composting in Edgewater. Additional and on-going educational efforts are encouraged and should be included in the proposal.
All compostable materials shall be collected and transported to a licensed/certified facility that will process the compostable materials. Within the proposal please outline the process and end point for all compostable materials and what happens to contaminated loads.
The Contractor shall weigh each collection truck before and after unloading and shall report the tonnage collected, in the format requested by the City, on a monthly basis. These records will be subject to audit by the City.
Please submit Section 4.2 Contractor information, 4.3 Subcontractor and attachment ‘B’ along with the proposal. All sections of this RFP shall apply to Composting with the exception of sections: 3.1, 3.2, 3.3, 3.5, 3.8, 3.9, 3.16, 4.
3.5 Recyclable Material Handling
Recyclable material shall be delivered to an appropriate materials recycling facility (“MRF”), or other facility that may be approved by the City. Recyclables shall be collected in limited material streams acceptable to the MRF, commingled according to what is mutually acceptable to the City, the contractor and the MRF. The contractor shall base its proposal on every other week collection of recyclables. The recyclables collected will be single stream, composed of cardboard, paper, glass bottles, plastic containers and other similar items generated by typical single-family homes.
Household recyclables are to be collected on the same day of the week as trash. Provide a brief (no more than one-page) summary specifying which materials the contractor can recycle and any limitations on commingling of materials. Explain how Bidder intends to responsibly process and market the recyclables collected.
3.6 Improperly Prepared Materials
When the contractor encounters improperly prepared materials in a recycle container, the contractor shall leave the improperly prepared materials and complete a door hanger or red tag with the date briefly explaining that the “materials are improperly prepared”, and what needs to change to fix the problem to allow for pickup. The contractor will leave the door hanger or red tag either at the residence or on the
City of Edgewater, Colorado recycle container. The contractor may empty the recycle container as refuse but must present the customer with a notice that the materials are improperly prepared and have been disposed of as trash.
