About this file

This is a Request for Information (RFI) issued by U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) seeking transportation support for the Texas 287(g) program. ICE requires ground transportation services capable of supporting all 254 Texas counties, with transportation to 36 ICE locations. Key requirements include 24/7/365 services with 30-minute response times, using 7-seat SUVs, maintaining 80% operational readiness, establishing regional hubs near county jails, and providing transportation for up to five aliens per trip with a driver and armed guard.

Vendors must submit responses by October 31, 2025, at 12:00 pm ET via email to specific ICE contracting personnel. The RFI requests detailed information about vendors' capabilities, including their ability to support the entire effort or recommend a regional approach, flexibility in meeting changing transportation needs, hub establishment capabilities, and potential pricing structures. The document emphasizes that this is a market research effort only, does not constitute a Request for Proposal, and will not guarantee future contract award. Responses should be a maximum of 20 pages, include a cover letter with specific company information, and avoid proprietary content.

REQUEST FOR INFORMATION (RFI)

IMMIGRATION AND CUSTOMS ENFORCEMENT (ICE)

ENFORCEMENT AND REMOVAL OPERATIONS (ERO)

TRANSPORTATION SUPPORT FOR TEXAS 287(G) PROGRAM

PURPOSE OF REQUEST FOR INFORMATION

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The U.S. Immigration and Customs Enforcement (ICE) Enforcement is conducting market research for transportation support in the state of Texas. Specifically, ICE requires transportation services capable of supporting all 254 Texas counties participating in the 287(g) program. As part of its market research, ICE is issuing this RFI to determine the estimated number of interested vendors capable of meeting the transportation requirements. The government may use the responses to this RFI for information and planning purposes.

BACKGROUND

The Illegal Immigration Reform and Immigrant Responsibility Act of 1996 added Section 287(g) to the Immigration and Nationality Act (INA) — authorizing U.S. Immigration and Customs Enforcement (ICE) to delegate to state and local law enforcement officers the authority to perform specified immigration officer functions under the agency’s direction and oversight. The 287(g) Program enhances the safety and security of our nation’s communities by allowing ICE Enforcement and Removal Operations (ERO) to partner with state and local law enforcement agencies to identify and remove criminal aliens who are amenable to removal from the U.S. The 287(g) program allows ICE — through the delegation of specified immigration officer duties — to enhance collaboration with state and local law enforcement partners to protect the homeland through the arrest and removal of aliens who undermine the safety of our nation’s communities and the integrity of U.S. immigration laws.

ICE requires ground transportation services to support up to 254 Texas counties participating in the 287g program with transportation to 36 ICE locations. The support requirements at a minimum include:

• Pickup location is anywhere in Texas.

2 | P a g e

• Contractor to provide 24/7/365 services to respond to any location in Texas within 30 minutes.

• ICE assumes contractors will set up-up various regional hubs to meet the pickup needs with the following additional expectations:

o Expected tempo is two trips per hub, per shift and each trip being 100 miles on average.

o ICE assumes use of 7-seat SUVs o 80% operational readiness rate for SUVs o 2 FTEs and 1 SUV available 24/7/365 at each hub o Three shifts per day at each hub o 50% staffing relief factor (sick leave, vacation, etc.)

o One hub near each county jail (total of 254 hubs)

• Contractor provides all plant labor, equipment fees licenses, support and dispatch/command & control to accomplish safe, efficient operations of both employees and aliens.

• Minimum services include ground transport of up to five aliens, with driver, armed guard and all equipment and consumables.

• Transport from pickup location to nearest ICE sub-office.

• Comply with National Detention Standards (NDS) 2025 or appropriate ground transport contract requirements.

• Drivers licensed to perform missions in any location in Texas.

• Armed guards licensed and certified to operate in any and all local, county state and ICE locations.

• Comply with all federal, state, and local.

RESPONSE REQUIREMENTS

Prospective vendors are requested to submit the following information for ICE's review:

1. Please provide your capability and a brief summary of your solution to provide the above described minimum requirements.

2. Can your company support the entire effort, or would a regional approach be recommended?

3. Transportation is ever changing for ICE needs. What kinds of flexibilities can you offer the government? What are your limitations?

3 | P a g e

4. Are you able to stand-up and/or change your hubs quickly? What are your flexibilities?

What are your limitations?

5. The government is contemplating a multiple-award vendor contract between the AORs.

What flexibilities do you have to meet the AOR requirements and control costs between the them? Do you have any active agreements with other transportation companies?

6. A rough cost estimate for the requirements described above, assuming a base period of 12 months and four (4), 12-month option periods. What pricing structure does your firm recommend?
