About this file

This is a Transportation Contract Scope of Work document for the City of Pennsylvania's Emergency Transportation - OEM procurement. The document outlines the requirements for emergency transportation services, establishing the operational framework and procedures that successful bidders must follow upon contract award. The solicitation is structured as a small order purchase to be awarded as a whole or by line item, at the City's discretion, to the lowest responsive and responsible bidder. All interested vendors must quote all items listed to be eligible for award consideration. Bidders are instructed not to deliver services or commence work until receiving formal notification from the contracting department.

The procurement emphasizes that this is a competitive bidding process where price and responsiveness are primary evaluation factors. Sellers must demonstrate responsibility and compliance with all quoted line items to remain eligible. The contract will be awarded based on best value to the City, with the flexibility to make a comprehensive award or itemized selections depending on which approach serves the municipality's interests. No additional information regarding specific pricing terms, contract duration, renewal options, funding sources, or set-aside requirements is detailed in the scope document itself.
