PERFORMANCE WORK STATEMENT (PWS)

FOR

Software Services

1.0 General: This is a non-personal services contract to provide asset visibility and transportation management software to USPFO-TN. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Scope: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide asset visibility and transportation management as defined in this Performance Work Statement. The contractor shall perform to the standards in this contract

1.2 Background: As units of the Tennessee Army National Guard (TNARNG) participate in both local and contingency operations, movement of equipment and personnel requires visibility at all levels within the chain of command. The TNARNG is currently seeking a new contract for asset visibility and transportation management software. TNARNG requires an application allowing cradle to grave processing of transportation movement requests (TMR), commercial movement requests, passenger movement requests (including bus and plane) and small package requests to be processed through various approval levels while maintaining visibility of funding allocation to the entire chain of command. In addition to transportation restrictions, units struggle to keep track of and obtain total visibility of their equipment. Global Combat Support System (GCSS)-Army, the current property accountability system of record, restricts visibility of unit equipment through permission settings. This restriction inhibits the chain of command in seeing the ‘full picture’ of their equipment posture.

1.3 Period of Performance (PoP): The period of performance shall be for one (1) Base Year of 12 months and four (4) 12-month option years. The Period of Performance reads as follows:

(6) Base Year
