About this file

This document is a Request for Information (RFI) issued by the Army Contracting Command Research Triangle Park Contracting Office regarding Transportation Asset Forecasting Using Joint Databases. The RFI states the Army lacks a coordinated approach to controlling the movement of transportation assets between multiple DoD organizations due to an inability to access and connect with other database systems across the DOD.

The RFI provides background on the Army's current transportation planning and asset tracking challenges, including the use of multiple unintegrated systems and tools. It cites the need for a more streamlined and integrated system per Defense Transportation Regulation and NATO Logistics Handbook guidance. The RFI poses five questions for industry feedback on existing software solutions, approaches to create visual dashboards and user interfaces for transportation asset tracking and scheduling, experience with DOD transportation databases, and ability to link such databases. Respondents are required to submit a cover page with company information and limit responses to 750 words per question by August 15, 2024.

RFI: Trans portation Ass et Forecas ting Us ing J oint Databas es

PROBLEM STATEMENT:

The Army lacks a coordinated approach to control the movement of trans portation as s ets between multiple DoD organizations . This comes from the inability to acces s and connect with other databas e s ys tems acros s the DOD.

INTRODUCTION:

The Army Contracting Command Res earch Triangle Park Contracting Office is is s uing a s ources -s ought s ynops is as a means of conducting market res earch to identify parties having an interes t in and the res ources to s upport the requirement for res earch in Trans portation As s et Forecas ting Us ing J oint Databas es .

Defens e Trans portation Regulation, Appendix I, dated 3 March 2023, s tates , "The us e of automated s ys tems to s upport mobility operations for force projection is es s ential to maintaining data management and inputs into and interfaces between automated s ys tems ." Additionally, Chapter 14 of the NATO Logis tics Handbook, dated October 1997, s tates , "Movement and trans portation planning to s upport military operations s hould be carried out and coordinated on a combined s ervice and joint military/ civil bas is encompas s ing all modes of trans port. Separate planning for maritime, land, and air components of force packages s hould be avoided. NATO civil trans portation experts are a valuable as s et and s hould be included in the development of NATO contingency plans ."

Acros s the DOD, there are a myriad of tools employed for cargo movement, but the lack of integration pos es a s ignificant challenge. Mos t trans portation movement planning is conducted on unclas s ified/ Controlled Unclas s ified Information (CUI) s ys tems .

Depending on the contingency operation, portions mus t be planned and executed at the s ecret level. Depending on the theater, you may als o have to us e paper-bas ed products .

Each s ervice has individualized tools to prepare for pers onnel and cargo movements .

The Army mus t acces s an Air Force Res erve sys tem for air movements worldwide. The Air Mobility Command as s ets are vis ible through the Single Mobility Sys tem (SMS). This web-bas ed computer sys tem provides vis ibility of air, s ea, and land trans portation as s ets and aggregated reporting of cargo and pas s enger movements . However, SMS does not provide vis ibility of Marine, Navy, or AFSOC air as s ets .

For s trategic s ealift, the Army’s Surface Deployment and Dis tribution Command (SDDC) maintains s eparate s oftware for s cheduling commercial s ealift/ Indus trial Bas e

Information System (IBIS) through the Export Traffic Release Request (ETRR) process.

Military Sealift Command owns the proces s of s cheduling voyages and time charters .

The Army tracks cargo movement us ing Radio Frequency Identification (RFID) tags , which are monitored on the Radio Frequency In-Trans it Vis ibility RADIO (RF-ITV) network. Becaus e RFIDs emit a s ignal, they are eas ily tracked us ing Electronic Warfare equipment and are readily vis ible acros s the commercial market s pace. Units als o mus t utilize GCSS to track cargo.

Typically, thes e tools do not communicate with each other, forcing units to attend various working groups to advocate for their requirements . This highlights the need for a more s treamlined proces s and the urgency of a more integrated sys tem.
