The contract commences upon execution and expires upon completion of all delivery obligations.
Award determination will be based on evaluation criteria including the lowest responsive and responsible bidder price, contractor experience and past performance, and lifetime cost analysis that incorporates transformer load and no-load losses using Groton Utilities' standardized loss evaluation methodology. Bidders must submit detailed equipment specifications, manufacturer literature, and guaranteed no-load and load loss values with their proposals; actual losses will be verified by certified test reports submitted with invoices. All transportation charges must be included in the quoted net delivered amount, with delivery via open truck. The City of Groton is exempt from Connecticut state sales tax. A certified losses test report for each unit is mandatory with invoice submission. The solicitation reserves the right to reject any or all bids, delete or reduce the scope of work to remain within available funds, and make awards based on overall benefit to the City. No incumbent vendors or current contractors are identified. All prospective bidders must execute certifications regarding independent price determination, non-collusion, equal employment opportunity compliance, and non-delinquency on property taxes or fees owed to the City of Groton.

TRANSFORMER PURCHASE EVALUATION
Groton Utilities (GU) normally purchases transformers on the basis of lowest first cost. This has traditionally been the case with the exception of a few of the larger power transformers.
It is well established that transformers can be designed for either lowest first cost or lowest cost over the life of the unit(s). Lowest first cost usually means higher per unit losses whereas lower per unit losses results in additional cost in the manufacturing process. Ideally, the actual lowest unit cost is a compromise between these two extremes.
Rapidly escalating energy cost, and in turn the cost of transformer losses, has caused GU to develop a method for evaluating these losses in order to arrive at the lowest cost over the life of the transformer(s).
Numerous methods have been described for making transformer loss evaluations, most of which take a different approach to the problem. The following is one such approach:
GENERAL EQUATION:
V = S + 8760EF
R
Where: V = $/KW loss evaluation.
S = $/KW of system investment to the primary terminal of the transformer being evaluation
E = $/KWHR average cost of energy (use the average of the most recent complete fiscal year, including the FFA).
R = Per Unit (%100) annual system carrying charges including taxes, insurance, depreciation and return of investment. (Use 8% of total plant recorded on the last day of the most recent fiscal year for return).
F = Ratio of the average to rated loss of both the load (FL) and no load (FN) loss. For
FL, use the square of the ratio of the average peak load of the portion of the system under consideration to the total connected transformation of the portion of the system under consideration. For continuous operation, use 1.0 for (FL).
Example calculation of loss factors: (Data taken from 1998 – 1999 period.)
Determine the loss factors for distribution line transformers purchased in fiscal 1998-1999.
S = Approximate plant to primary terminals of distribution line transformers as of 6/30/99 - $22,876,108. Peak 60-minute demand for fiscal 1998-1999 –
90,720 KW.
S = = 252.16/KW
E = Purchase power cost for fiscal 1998-1999 – $32,627,715. Purchase energy for fiscal 1998 – 1999 - 495,124,673 KWHR.
E = = .065898 KWHR
R = Data for fiscal 1998-1999 (for total system)
Insurance $ 74,009 Taxes & Assessments 1,231,000 Depreciation 1,261,088 8% Return 1,691,758 $ 4,257,855
R = $4,257,855 = .149797 28,424,219
Where: $28,424,219 is total plant as of June 30, 1999.
F – No load ratio (FN) = 1.0
Load ratio (FL) = Peak Load ² Connected Capacity
Average monthly distribution load – 38,510 KW Connected distribution KVA – 103,465
FL = ² = .138535
$22,876,108 90,720
$32,627,715 495,124,673
38,510 103,465
CALCULATION OF LOSS FACTORS:
VL = 252.16 + (8760) (.065898) (.138535) = $786.03/KW
.149797
VN = 252.16 + (8760) (.065898) (1.0) = $4,105.82/KW
.149797
EXAMPLE EVALUATION:
In this example, assume the following quotations were received:
Quotation Unit Cost No Load Load
A $ 646.00 190 456 B $ 666.00 177 424 C $ 686.00 160 384
The evaluation would be as follows:
Quotation A
$646.00 + (190) (4,105.82) + (456) (786.03) = $1,784.54/Unit (1000) (1000)
Quotation B
$666.00 + (177) (4,105.82) + (424) (786.03) = $1,726.01/Unit
Quotation C
$686.00 + (160) (4,105.82) + (384) (786.03) = $1,644.77/Unit
In this case, Manufacturer C submitted the lowest quotation over the life of the unit(s).
When requesting transformer quotations (bids), the manufacturers should be advised that the award will be based on an evaluation that includes the cost of losses. The manufacturers should also be giving the loss evaluation factors in $KW. When submitting a quotation (bid), a manufacturer must indicate what both the load and no load losses will be and guarantee they will not exceed the given values.
The actual transformer losses shall be determined by test. GU shall have the option of accepting the manufacturer’s test data for other units of similar manufacturer or may require a certified test. GU shall have the additional option of conducting its own test. If there are discrepancies between the GU’s and the manufacturer’s test data, the GU’s test data will govern the loss evaluation.
Distribution transformer purchases are initiated by Project Management and the Purchasing Agent solicits quotations. When such quotations are received, they will be referred to the Purchasing Agent for evaluation and award recommendation.
In the case of distribution transformers, it is normally unwarranted to require a certified test and, therefore, the evaluation and award should be based on the data submitted by the manufacturer.
In the case of power transformers, 3000 KVA and larger, a manufacturer’s certified test report is required. If such certified test reports indicate the losses exceed the guaranteed values, the price of the transformer will be adjusted accordingly. Manufacturers will be advised of this potential adjustment when the Department solicits quotations.
Power transformers are usually evaluated through a formal quotation process. In this case, the Department’s Engineering Aide will prepare the quotation documents and make an award recommendation based on the quotation received.
