About this file
This is Addendum #1 to the Town of Greenwich Department of Public Works Request for Proposal (RFP) for Town Project No. 25-15, Holly Hill Resource Recovery Facility Operations Contractor, dated May 11, 2026. The addendum provides clarifications and answers to prospective bidders' questions regarding operational requirements and specifications for the facility. Key operational details clarified include staffing levels, with the current contractor providing approximately six employees including a roll-off driver, and trailer requirements, with approximately 14 trailers currently on-site; however, the RFP does not mandate specific staffing or trailer numbers, leaving these determinations to the respondent's discretion. The addendum confirms that material from Town buildings and schools is not required to be disposed of at the Holly Hill Transfer Station and may be disposed of elsewhere. Daily inbound data will be available to vendors on a weekly basis. The proposal submission deadline remains May 29, 2026 at 11:00 AM EDT, with no changes to previously established dates.
The addendum addresses critical pricing and contractual terms, confirming that the Town will not allow pass-through language for yard waste disposal cost adjustments and will not provide a guaranteed floor on annual CPI escalators, which are capped at 80 percent of the Consumer Price Index (CPI-U as specified on RFP page 20). Bond requirements are clarified as annual renewals based on estimated annual contract value, with the full contract obligation amount required and automatic increases upon contract value changes. The addendum provides current contractor rates under the incumbent WinWaste contracts, including single stream recycling at $71.03 per ton, municipal solid waste transportation and disposal at $101.66 per ton, construction and demolition materials ranging from $48.00 to $82.13 per ton, and organics and leaves at $37.49 to $38.61 per ton, along with a monthly transfer station management fee of $59,441.34. Current disposal facilities include the Bridgeport Waste to Energy Plant, Peekskill Waste to Energy Plant, Bulfamante for organics, Rubinos for scrap metal, WinWaste for single stream recycling, and several landfills for construction and demolition debris.

TOWN OF GREENWICH
DEPARTMENT OF PUBLIC WORKS
TOWN PROJECT NO. 25-15
Holly Hill Resource Recovery Facility
Operations Contractor Town Project No. 25-15
Prospective Bidders and all concerned persons shall note the following changes have been made and are hereby made a part of the Contract Documents for the above referenced project. All changes noted in this
Addendum shall be incorporated in your bid.
Questions and Answers:
Question: Please confirm the requirements for trailers, given the service requirements and the number of materials.
How does this compare to the current number of trailers utilized to service the program?
Answer: Currently, approximately 14 trailers are located on the site at any given time. There are no requirements for a certain number of trailers. It is up to the respondent to decide how many trailers are necessary to operate the facility.
Question: Please confirm the requirements for vendor staff at the transfer station required to properly operate the facility and how does this compare to the current number of employees utilized to service the program?
Answer: Currently, approximately 6 people, including the roll-off driver, are provided by the contractor.
There are no requirements in the RFP or permit for number of employees. It is up to the respondent to decide how many people are necessary to operate the facility.
Question: Would you allow for pass thru language to address Yard Waste Disposal cost throughout the term of the agreement, to decrease risk associated with yard waste disposal?
Answer: No. It is up to the Respondent to negotiate disposal and processing fees with the Respondent’s
Designated Facilities.
Question: Regarding CPI, would you consider a guaranteed floor on the annual escalator, regardless of the 80% of
CPI?
Answer: No.
Question: Additionally, would you please confirm the CPI index to be used within the escalator review?
Answer: This information is provided on page 20 of the RFP, Scope of Services B(4).
Question: Please confirm the bond amount requirements, are these annual or project based?
Answer: Section 4 of the sample contract (RFP page 67) describes the amount at the full amount of the Contract obligation and that an increase in the contract amount automatically results in an increase of the bond annually. The Bond amount is based on the estimated annual amount of the contract and should be renewed each year based on anticipated changes in the annual contract value.
Question: Please confirm if the collection of town buildings and schools are required to go to the Town of
Greenwich transfer station or if this material will be allowed to be disposed of elsewhere.
Answer: The commercial hauler contracted to collect waste at Town facilities, including schools, is not required to dispose of the material at the Holly Hill Transfer Station and may dispose of the waste where they see fit.
Question: Given the quantity of materials and volume of activities, do the minimum standards on the trailers and yellow iron in the specification meet the needs operationally, as it is today?
Answer: Yes.
Question: Given the quantity of materials and volume of activities, does vendor employee count in the specification (4) meet the needs operationally, as it is today?
Answer: There was not a vendor employee count defined in the RFP. Section F(1) of the Scope of Services states that, “The Contractor must provide enough qualified and trained staff to operate the facility safely and efficiently.”
Question: The Town has a program for collection of Municipal Buildings and the Board of Education, is that material flowing through the transfer station? Is it required to go to the transfer station?
Answer: Currently, the material is hauled to the Town’s transfer station. However, the commercial hauler contracted to collect waste at Town facilities, including schools, is not required to dispose of the material at the
Holly Hill Transfer Station and may dispose of the waste where they see fit.
Question: Is the vendor able to receive daily inbound data?
Answer: This information, including a daily breakdown, is available to be shared weekly.
Question: Please confirm the bond requirements, given the length of term and potential revenue associated with the program, this detail will drastically impact the cost associated with the bonds. Are the requirements an annual revenue for bonds, annually? Or a project revenue for the full term?
Answer: Section 4 of the sample contract (RFP page 67) describes the amount at the full amount of the Contract obligation and that an increase in the contract amount automatically results in an increase of the bond annually. The Bond amount is based on the estimated annual amount of the contract and should be renewed each
Question: At the (bid) opening, will the numbers be read out loud or only the bidders?
Answer: At the proposal acceptance, the names of the Respondents will be read out loud. Since this is a request for proposals and the highest-ranked proposal will be based on evaluation criteria identified in the RFP, the responses in Reply Sheet 7 will not be read out loud. Final ranking of proposals will be available once the proposals have been evaluated and the Town has signed a contract with the successful
Respondent.
Question: Is a yearly renewal bond acceptable to the town for the Greenwich bid?
Answer: Section 4 of the sample contract (RFP page 67) describes the amount at the full amount of the Contract obligation and that an increase in the contract amount automatically results in an increase of the bond annually. The Bond amount is based on the estimated annual amount of the contract and should be renewed each
