About this file

This document is an Operations and Maintenance Manual for the Greenwich Transfer Station, prepared by Cornerstone Environmental Group for City Carting, Inc. in May 2008. The manual establishes comprehensive operational guidelines for the transfer station facility serving the Town of Greenwich, Connecticut, covering all aspects of municipal solid waste processing, equipment management, staffing requirements, and regulatory compliance. The facility operates Monday through Friday from 7:00 AM to 3:00 PM for residents and commercial trucks from 5:00 AM to 4:00 PM, with Saturday hours of 7:00 AM to 12:00 PM for residents and 5:00 AM to 3:00 PM for contractors. No waste is accepted on Sundays or holidays. City Carting assumed operations on January 1, 2009, following completion of scale repairs and staff training in December 2008. The facility processes municipal solid waste through a tipping floor operation using front-end loaders to deposit waste into transfer trailers, which are then transported to primary disposal facilities at Keystone Landfill (139 miles, approximately 5.5 hours round trip) and Commonwealth Landfill (432 miles, approximately 15 hours round trip), with secondary facilities available as contingencies.

The manual specifies staffing requirements including one Operations Manager, one CTDEP-certified Station Manager/Machine Operator, one Yard Horse Operator, and one Laborer/Cleaner, with a minimum 40-hour weekly presence for the Transfer Station Manager. City Carting is responsible for all operational costs including utilities, equipment maintenance, waste inspection, traffic control, security, groundskeeping, and compliance with OSHA and environmental regulations. Billing includes a monthly transfer station operations and maintenance fee plus a transportation and disposal fee based on actual tons transported. The document establishes detailed health and safety protocols, emergency response procedures, spill containment plans, fire prevention measures, and contingency operations requiring backup transfers to alternative facilities in Stamford or Norwalk. Monthly and annual operational reports with comprehensive documentation of waste tonnage, maintenance activities, incident reports, and regulatory compliance are required submissions to the Town of Greenwich and Connecticut Department of Environmental Protection.

2-3 entering the tipping floor, so weighing upon exiting is generally not required. For those vehicles for which there is no tare weight on record, the vehicle must exit the site along Muskrat Pond Road after dumping its load and re-enter the site by the main entrance for reweighing.

The vehicles will be directed by the Loader Operator on where to tip the MSW. Once the waste is deposited on the tipping floor, it will be visually inspected prior to loading into the compactor. The operator will accommodate inspection and enforcement monitoring by the Town. Large items and hazardous materials are segregated from the waste and · handled separately. A front end loader is used to pick up the waste and drop it into the chute leading to the transfer trailer. Two chutes are located along the east wall of the building.

A scale is located under each loading station to allow the operator to monitor the weight of material placed in each trailer as it is being loaded. When the transfer trailer is at capacity, it is connected to a truck cab for haul to the disposal facility. The transfer station scale will be remotely read by the Town Scale operator and a weigh slip issued to the driver. Upon approval by the scale operator, the driver shall proceed to St. Lawrence Road to exit the facility.
