About this file

This is a bid invitation from the City of Colton Electric Department for the procurement of various single-phase polemount and single and three-phase padmount transformers. The bid covers multiple transformer types and sizes, including 50 KVA standard pole mount, 37.5 KVA and 50 KVA CSP pole mount, 75 KVA standard pole mount, 100 KVA and 167 KVA low profile padmount, 500 KVA and 750 KVA normal profile padmount, and 1500 KVA normal profile padmount transformers. The bid is set to be received by the City of Colton Electric Utility Department on September 24, 2025, at 2:00 PM, with bids to be publicly opened at that time. The transformers must meet NEMA & ANSI standards and have specific voltage and configuration requirements, including 12470 Delta primary voltage and various secondary voltage options.

The bid evaluation will be based on multiple criteria, including firm price (FOB delivered to the Electric Yard), delivery time, and the cost of guaranteed average transformer losses. The pricing will include sales tax, and bidders must submit guaranteed average no-load core losses and load losses at rated output. A unique aspect of the bid is the penalty calculation for transformers with losses greater than quoted values, using a specific formula that considers no-load and load losses. Bidders are required to provide detailed specifications, including outline dimension and nameplate drawings, and must submit a Bidder's Proposal and Statement along with a Non-Collusion Affidavit. The City of Colton reserves the right to accept or reject any or all bids, with the form of agreement being a City of Colton Purchase Order.
