About this file
This document is a Questions and Answers (Q&A) file for a Fuel Additive Study Request for Information (RFI) related to the USTRANSCOM Bulk Fuel Additive Study. The document addresses key clarification questions about the study's scope and objectives, including confirmation that this is a new requirement with no incumbent vendor. Key details from the Q&A include:
The study aims to compare Joint Aviation Authorized (JAA) fuel with JP-8 and F-76 fuels, with a specific focus on analyzing the current JP-8 fuel policy for military aircraft. The government is seeking a new analysis to determine whether the JP-8 policy is based on the most demanding requirements (such as for F-35 aircraft) or the most needed requirements (such as for C-17 aircraft). The study will involve testing and validating military specification (MILSPEC) fuels, with specific guidance on which fuel types to compare and the intent of the research.

Question Answer
I am hoping to confirm whether this requirement is a completely new requirement or if there is an incumbent? If the latter, are you able to provide the associated incumbent vendor name and contract number?
This is a new requirement.
For the scope of the requirement, in task 2, should the requirement to test and validate MILSPEC fuel be aligned to MIL- STD 3004D or DODI 4140.25? What about DLA regulation 4155.24? (Section 2.1, Task 2)
The DLA regulation is for Quality Deficiency Reporting for DoD.
That regulation does not impact the SOO/PWS.
Is the intent to compare JAA to other MILSPEC fuels (e.g. JP8, JP5)? Or is the intent to draw out risk associated with Jet-A or Jet A-1 (JA1) against MILSPEC fuels? (Section 2.1, Task 2; Also 3.4)
Compare JAA to JP-8 (required) and F-76 (optional). JP-5 under Task 1 is not part of the study.
“Determine if the current policy of JP-8 as the primary fuel to the warfighter is based on the most demanding requirement (e.g., F- 35s), vs. the most needed requirement (e.g., C-17s).” This is confusing--is the government asking for a new analysis to see what it 'should' be based on, or asking if the JP8 policy is better for the F35 or C17? (SOO Section 2.2 Task 2, bullet v.)
The Government is asking for a new analysis.
