About this file

This document is a Questions and Answers (Q&A) file for Request for Information (RFI) #TRANSCOM25C004, related to a no-cost contract for commercial passenger transportation services to Naval Station Guantanamo Bay (NSGB). The RFI seeks a commercial carrier to provide Space A transportation for Department of Defense and contract personnel, including military dependents, with key requirements including aircraft ownership (long-term lease acceptable), flexible scheduling outside current Patriot Express flights, and estimated passenger loads of 35-70 passengers. Fuel availability at GITMO is confirmed, with JP-5 fuel available 24/7 via two fuel trucks, and aircraft crews responsible for their own fueling.

Specific operational details include: passengers will stay overnight at destinations, return trips will transport new passengers, overnight crew stays are authorized for weather or maintenance, and cargo/pet transportation may be considered. The carrier will not transport detainees, can establish one-way and round-trip rates at discretion, and must operate around peak travel periods like summer breaks and holidays. The government emphasizes this is a new effort with no historical data, and is seeking carrier insights on optimal scheduling, passenger requirements, and operational considerations for transportation between CONUS and NSGB.

RFI #TRANSCOM25C004 - QUESTIONS AND ANSWERS

1. To provide a more in-depth response to the questions posed in the RFI, can you provide more defined details on supporting historical data regarding minimum and maximum passenger requirements?

ANSWER: This is a new effort and historical data does not exist for this construct.

2. Another related item is how many flights per week would be optimum in your current concept? These are crucial details that will help us determine potential ticket costs, aircraft service requirements, challenges, and efficiencies gained in making flights back and forth to GITMO over time. Going back a year would be sufficient to see passenger use.

ANSWER: We do not have a number of flights per week identified at this time. Any thoughts on what we should consider are appreciated. Our only known preference at this time is to operate outside of the current Patriot Express flight schedule which operates every Friday. There could be peak periods of travel during summer school breaks and holiday seasons. The carrier may need flexibility in scheduling and during peak periods and establishing the right schedule based on ticket sales.

3. It appears that the ridership estimate of 35-70 is wide when we look at it…is there a more refined number with this?

ANSWER: We do not have a more refined requirement at this time. Any thoughts on what should be considered are appreciated.

4. Can you clearly define “own” the aircraft? Does a long-term lease qualify as “owning” for the purposes of this proposed contract structure?

ANSWER: Long-term lease should be considered acceptable for this operation.

5. You stated that fuel is available at GITMO. That is very helpful however can you provide more information on the ease of fuel availability and any process that exists currently and whether there is a structured and proven fuel distribution, provisioning, and invoicing capability for transient aircraft at MUGM?

ANSWER: Fuel is available at GTMO 24/7, unless otherwise noted via NOTAM closure. On a typical day, there are usually two fuel trucks ready to support operations. Fuel service is provided on a first-come, first-served basis unless mission priority requires otherwise.

Please note the following:

• Only JP-5 fuel is available.

• Hot refueling is not offered.

• Aircraft crews are responsible for fueling their own aircraft.

Refueling Requirements:

• If engines are off, operations can proceed with two personnel: a fuel nozzle operator and a fuel truck driver.

• If the APU is running, three personnel are required: a fuel nozzle operator, a fuel truck driver, and one person manning a fire bottle positioned within 10 feet of the

APU.

For fuel invoices and transactions, please contact the Defense Logistics Agency (DLA) for a purchase agreement or be prepared to pay in cash.

Please let me know if you have any further questions.

6. Determining a sound schedule model will be a large determinant in our RFI response. Can you give us any details or insight on whether you may consider allowing carriers to provide cargo services or combination cargo/pax services in the cases where passenger flights are light week to week?

ANSWER: Yes, we can consider cargo and pet movement may also be necessary.

7. What is the nature/purpose of travel to be supported on this project? E.g., is the intent to offer travel to/from NSGB for USTRANSCOM trainers, media/reporters, detainees, etc.?

ANSWER: The intent is to move Space A DoD and contract personnel assigned to NSGB. This includes military dependents.

8. Will any of the passengers be staying the night?

ANSWER: Yes. All passengers will be staying when deplaned at either NSGB or CONUS location.

9. Will any of the travelers be swapping places with previously transported passengers? (We are curious if the return trips can be used in transporting passengers back to the FL airport.)

ANSWER: The return trip will be used to transport new passengers back to CONUS airport.

10. Does the government require that the aircraft carrier crew/plane overnight at

MUGM?

ANSWER: Overnight stay is not required but will be authorized due to weather or maintenance issues.

11. What scenario would result in a one-way fair? E.g., are we expected to transport detainees or new staff who will not be returning to the mainland in the foreseeable future?

ANSWER: The carrier will not transport detainees. Passengers will likely have both return plans to/from CONUS as well as to/from NSGB. However, many passengers will also not have a known return date or may use other government-provided transportation. The carrier can establish one-way and round-trip rates at their discretion.

12. If transport of detainees is expected, please provide that information, as well as how detainees or guards will pay for their fare?

ANSWER: Detainees will not be moving under this contract.
