About this file

This document is an Attachment 1 - Information Sheet related to a Request for Information (RFI) for Stevedoring and Related Terminal Services (S&RTS) at the Port of Gulfport. The RFI is being issued by the United States Transportation Command (USTRANSCOM) Acquisition Directorate in anticipation of a future solicitation for an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract with a base period of performance of June 1, 2025 through May 31, 2030, with an optional six-month extension.

The Information Sheet requests companies to provide details such as company name, address, CAGE/NCAGE code, DUNS number, SAM registration status, company representative contact information, and business size/status (e.g. small business, woman-owned, etc.). For small businesses, the sheet acknowledges the requirement to comply with the 50% limitation on subcontracting if the resulting acquisition is set-aside. Companies are instructed to complete and submit the Information Sheet by 8:00 AM CDT on August 23, 2024. This RFI is for market research purposes only and does not constitute a solicitation or guarantee of a contract award.

For acquisitions that are set-aside for small businesses, the solicitation must include FAR clause 52.219-14, Limitations on Subcontracting (DEVIATION 2021-O0008). This clause requires confirmation that, by submission of an offer and execution of a contract, the small business contractor will not pay more than 50 percent of the amount paid by the Government for contract performance to subcontractors that are not similarly situated entities (i.e., small businesses). There is an exception for work performed outside the United States that is required to be performed by a local contractor. If your company represented as a small business, please acknowledge the requirement to comply with the 50 percent limitation if the resulting acquisition is set-aside for small businesses. If compliance with this clause relies on the exception related to required sources, please describe the nature of these sources (if known at this time).
